Concordia University study: Long-term benefits of improving your toddler’s memory skills

In a typical test of memory span, an examiner reads a list of random numbers aloud at about the rate of one number per second. At the end of a sequence, the person being tested is asked to recall the items in order. If your toddler is a Forgetful Jones, you might want to help boost his or her brainpower sooner rather than later. New research shows that preschoolers who score lower on a memory task are likely to score higher on a dropout risk scale at the age of 12.
“Identifying students who are at risk of eventually dropping out of high school is an important step in preventing this social problem,” says Caroline Fitzpatrick, first author of a study recently published in Intelligence, and a researcher at Concordia’s PERFORM Centre.

She and the study’s other researchers, who are affiliated with the Université Sainte-Anne and Université de Montréal, have suggestions for how parents can help kids improve their memory.

The study examines responses from 1,824 children at age two and a half, and then at three and a half. That data is then compared to the school-related attitudes and results of these children when they hit grade seven.

Results were clear: those that do better on a memory-testing imitation sorting task during toddlerhood are more likely to perform better in school later on — and therefore more likely to stay in school. The imitation sorting task is specifically effective in measuring working memory, which can be compared to a childs mental workspace.

“Our results suggest that early individual differences in working memory may contribute to developmental risk for high school dropout, as calculated from student engagement in school, grade point average and whether or not they previously repeated a year in school,” says Fitzpatrick.

“When taken together, those factors can identify which 12 year olds are likely to fail to complete high school by the age of 21.”

Montreal, January 12, 2016 — If your toddler is a Forgetful Jones, you might want to help boost his or her brainpower sooner rather than later. New research shows that preschoolers who score lower on a memory task are likely to score higher on a dropout risk scale at the age of 12.

“Identifying students who are at risk of eventually dropping out of high school is an important step in preventing this social problem,” says Caroline Fitzpatrick, first author of a study recently published in Intelligence, and a researcher at Concordia’sPERFORM Centre.
She and the study’s other researchers, who are affiliated with the Université Sainte-Anne and Université de Montréal, have suggestions for how parents can help kids improve their memory.

Help at home

Pagani also notes that breathing exercises and guided meditation can be practised with preschool and elementary school children. In older kids, vigorous aerobic activity such as soccer, basketball and jumping rope have all been shown to have beneficial effects on concentration and recall.

The researchers note that another promising strategy for improving working memory in children is to limit screen time — video games, smartphones, tablets and television — which can undermine cognitive control and take time away from more enriching pursuits.
“Our findings underscore the importance of early intervention,” says Fitzpatick.

“Parents can help their children develop strong working memory skills at home, and this can have a positive impact on school performance later in life.”

Parents can help foster curious kids.

Justin Coulson writes in the article, Raising smart, curious children:

Parents can do several things that will foster curiosity and a love of learning in their children, and help them grow up intellectually stimulated and successful.
• Model a love of learning. Be seen reading, finding answers, and discovering things yourself. Your children will watch and learn from you.
• Embrace the motto “we try new things”. Whether it is a new meal, a new sport, a new holiday destination, or a new way of cleaning the house, let your children know that you want to try new things and discover things you previously did not know much about.
• Teach your children to find answers. When your children ask you a question, rather than answering them directly encourage them to find out for themselves. Point them to references, the Internet, or other useful sources.
• Ask questions. If your child is curious about something, find out why. Encourage discussion. Find out what s/he knows already. When your child makes a statement (about anything) you can ask “why” and have an interesting conversation. Your demonstration of curiosity can be a terrific example to your children
• Be willing to talk. It is often easy for a parent to say “I’ll tell you later”, or “Not now, I’m busy.” Such responses will dampen the enthusiasm and curiosity a child has for a subject. Be being available, your child will be able to pursue a love of learning and all you have to do is facilitate it.
• Provide tools for learning by visiting the library, buying books from the shops, and having access to the Internet available for appropriate learning activities.
• Eliminate the use of rewards for learning. Research shows that the more we reward someone for a task, the less interested they become in the task. When rewards are offered, people generally become more interested in the reward than in the process required to obtain the reward. Ohio State University study: Why four-year-olds don’t thrive in head start classes

One of the mantras of this blog is that education is a partnership between the student, parent(s) or guardian(s), teacher(s), and the school. All parts of the partnership must be involved. Many educators have long recognized that the impact of social class affects both education achievement and life chances after completion of education. There are two impacts from diversity; one is to broaden the life experience of the privileged and to raise the expectations of the disadvantaged. Social class matters in not only other societies, but this one as well. A few years back, the New York Times did a series about social class in America. That series is still relevant. Janny Scott and David Leonhardt’s overview, Shadowy Lines That Still Divide describes the challenges faced by schools trying to overcome the disparity in education. Teachers and administrators as well as many politicians if they are honest know that children arrive at school at various points on the ready to learn continuum. Teachers have to teach children at whatever point on the continuum the children are. Most Head Start classrooms serve children of mixed ages and that hurts the academic growth of older children, a new national study suggests.

Researchers found that 4-year-olds in Head Start classrooms that included higher concentrations of 3-year-olds were up to five months behind in academic development compared with their peers in classrooms with fewer younger children.
That’s a problem because, as of 2009, about 75 percent of all Head Start classrooms were mixed-age. Head Start is a federal preschool program that promotes the school readiness of children in low-income families from age 3 to age 5.
“While there has been some enthusiasm for mixed-age classrooms, our results suggest there may be a significant downside for older children,” said Kelly Purtell, co-author of the study and assistant professor of human sciences at The Ohio State University.

“Four-year-olds are often enrolled in classrooms that are less supportive of their academic learning.”
The results may also help explain why a 2010 national evaluation of the Head Start program found that it was only modestly effective in helping the academic achievement of 4-year-olds.

“Mixed-age classrooms may be one reason that older children don’t seem to benefit as much from Head Start as do younger children,” said Arya Ansari, lead author of the study and a graduate student in human development and family sciences at the University of Texas at Austin….

The researchers used data from the Family and Child Experiences Survey, which is a nationally representative sample of 3- and 4-year-old Head Start attendees across 486 classrooms nationwide.

This study included 2,829 children who were tested in fall 2009 and spring 2010 to determine how much they progressed during that time on assessments of language and literary skills, math skills, social skills and behavior.

Findings showed that a higher proportion of 3-year-olds in the classroom was linked to lower gains in math and in language and literacy skills among 4-year-olds.

It didn’t take many 3-year-olds in the classroom to hurt the academic growth of the older children. Even when 3-year-olds composed just 20 percent of a class, the older children lost nearly two months of academic achievement in the school year.

But when the younger children made up nearly half the class, the 4-year-olds lost roughly four to five months of academic development….

There was no effect on social or behavioral skills for either age group in mixed-age classes.

This study didn’t look at why mixed-age classrooms hurt older children’s academic gains. But other research suggests two possibilities. Another is that teachers modify their classroom practices to accommodate a wider range of skill levels, which leads to older children hearing content they’ve already been exposed to and feeling disengaged.
It is likely that both factors play a role, Purtell said.

Ansari said that it may not be feasible for many Head Start programs to separate children by age.
“That means we need to figure out what teachers and programs can do to foster a more cognitively stimulating environment for the older children,” he said. https://news.osu.edu/news/2015/11/10/mixed-age-class/

Teachers and schools have been made TOTALLY responsible for the education outcome of the children, many of whom come to school not ready to learn and who reside in families that for a variety of reasons cannot support their education. All children are capable of learning, but a one-size-fits-all approach does not serve all children well. Different populations of children will require different strategies and some children will require remedial help, early intervention, and family support to achieve their education goals.

University of Chicago study: Kindergarteners are not challenged in math

There is a battle brewing regarding whether kindergarten should be more challenging. Moi posted in University of Virginia research: Kindergarten is the new first grade:
Children are not “mini mes” or short adults. They are children and they should have time to play, to dream, and to use their imagination. Alison Gopnik has an excellent article in Slate which reports about the results of two new studies, Why Preschool Shouldn’t Be Like School:

In the first study, MIT professor Laura Schulz, her graduate student Elizabeth Bonawitz, and their colleagues looked at how 4-year-olds learned about a new toy with four tubes. Each tube could do something interesting: If you pulled on one tube it squeaked, if you looked inside another tube you found a hidden mirror, and so on. For one group of children, the experimenter said: “I just found this toy!” As she brought out the toy, she pulled the first tube, as if by accident, and it squeaked. She acted surprised (“Huh! Did you see that? Let me try to do that!”) and pulled the tube again to make it squeak a second time. With the other children, the experimenter acted more like a teacher. She said, “I’m going to show you how my toy works. Watch this!” and deliberately made the tube squeak. Then she left both groups of children alone to play with the toy. …
As so often happens in science, two studies from different labs, using different techniques, have simultaneously produced strikingly similar results. They provide scientific support for the intuitions many teachers have had all along: Direct instruction really can limit young children’s learning. Teaching is a very effective way to get children to learn something specific—this tube squeaks, say, or a squish then a press then a pull causes the music to play. But it also makes children less likely to discover unexpected information and to draw unexpected conclusions….
These experts in machine learning argue that learning from teachers first requires you to learn about teachers. For example, if you know how teachers work, you tend to assume that they are trying to be informative. When the teacher in the tube-toy experiment doesn’t go looking for hidden features inside the tubes, the learner unconsciously thinks: “She’s a teacher. If there were something interesting in there, she would have showed it to me.” These assumptions lead children to narrow in, and to consider just the specific information a teacher provides. Without a teacher present, children look for a much wider range of information and consider a greater range of options.
Knowing what to expect from a teacher is a really good thing, of course: It lets you get the right answers more quickly than you would otherwise. Indeed, these studies show that 4-year-olds understand how teaching works and can learn from teachers. But there is an intrinsic trade-off between that kind of learning and the more wide-ranging learning that is so natural for young children. Knowing this, it’s more important than ever to give children’s remarkable, spontaneous learning abilities free rein. That means a rich, stable, and safe world, with affectionate and supportive grown-ups, and lots of opportunities for exploration and play. In the rush to produce baby Einsteins and child prodigies, perhaps we are missing the creativity that play activities by preschoolers produces.

Admittedly, these studies deal with preschool. Still, there is a rush to require more and more structured learning earlier.

Annie Murphy Paul reported in the New York Times article, Research on Children and Math: Underestimated and Unchallenged:

We hear a lot about how American students lag behind their international peers academically, especially in subjects like math. In the most recent Program for International Student Assessment, commonly known as PISA, students in the United States ranked 26th out of 34 countries in mathematics. On the surface, it would seem that we’re a nation of math dullards; simply no good at the subject. But a spate of new research suggests that we may be underestimating our students, especially the youngest ones, in terms of their ability to think about numbers.
A study published in the April issue of the American Educational Research Journal, for example, finds that kindergarten students learn more when they are exposed to challenging content such as advanced number concepts and even addition and subtraction. In turn, elementary school students who were taught more sophisticated math as kindergarteners made bigger gains in mathematics, reported the study’s lead author, Amy Claessens of the University of Chicago.
Another study, published last year by Dr. Claessens with co-authors Mimi Engel and Maida Finch, concluded that as things stand, many children in kindergarten are being taught information they already know. The “vast majority” of kindergarteners have already mastered counting numbers and recognizing shapes before they set foot in the classroom, Dr. Claessens and her co-authors noted, yet kindergarten teachers report spending much of their math teaching time on these skills.
The students don’t gain anything from going over familiar ground: In the article published this month, Dr. Claessens and her colleagues report that pupils do not benefit from basic content coverage, but that all the kindergarteners in the study, regardless of economic background or initial skill level, did benefit from exposure to more advanced content….
Young students are ready to learn more advanced math concepts, as long as they are presented in an engaging, developmentally appropriate way. Abstract
Little research has examined the relationship between academic content coverage in kindergarten and student achievement. Using nationally representative data, we examine the association between reading and mathematics content coverage in kindergarten and student learning, both overall and for students who attended preschool, Head Start, or participated in other child care prior to kindergarten entry. We find that all children benefit from exposure to advanced content in reading and mathematics and that students do not benefit from basic content coverage. Interestingly, this is true regardless of whether they attended preschool, began kindergarten with more advanced skills, or are from families with low income. Policy implications are discussed.

Children of all economic backgrounds could score bigger gains in math and reading if teachers introduced more advanced content in kindergarten, according to a new study from the Harris School of Public Policy Studies.
When kindergarten teachers neglect advanced content, children tend to stagnate in reading performance later in elementary school, said study co-author Amy Claessens, assistant professor of public policy at Chicago Harris. Those students also gain less in mathematics than students whose kindergarten experience included more advanced content.
According to Claessens, “basic content” is defined as skills that more than half of the children entering kindergarten have mastered. If the majority of children have not yet grasped it, the content is considered to be advanced.
“There have been many studies of the effects of full-day kindergarten and reduced class size on student learning during kindergarten,” Claessens said. “But we know relatively little about the role of content coverage during the kindergarten years.”
Using the Early Childhood Longitudinal Study–Kindergarten Cohort, a nationally representative sample of kindergarteners, Claessens and her co-authors, Mimi Engel and Chris Curran from Vanderbilt University, examined the reading and math content covered in kindergarten classrooms and how they relate to later changes in children’s academic achievement.
The authors also looked at whether exposure to advanced content in reading and mathematics would enable kindergarten children to maintain and extend the advantages acquired from attending preschool programs.
The results indicate that adding four more days per month on advanced topics in reading or mathematics is associated with moderate increases of test score gains.
Claessens believes changing content coverage is a potentially easy and low-cost means to improve student achievement in kindergarten and beyond, especially compared with options such as lengthening the school day or reducing class size.
“At a time when education programs are facing budget constraints, this is a more viable option,” Claessens said. “Teachers could increase their time on advanced content while reducing time on basic content, without the need to increase overall instructional time, and do so in a developmentally appropriate way for young kids.”
The paper, “Academic Content, Student Learning, and the Persistence of Preschool Effects,” was published in the American Educational Research Journal.

University of Virginia research: Kindergarten is the new first grade

Children are not “mini mes” or short adults. They are children and they should have time to play, to dream, and to use their imagination. Alison Gopnik has an excellent article in Slate which reports about the results of two new studies, Why Preschool Shouldn’t Be Like School:

In the first study, MIT professor Laura Schulz, her graduate student Elizabeth Bonawitz, and their colleagues looked at how 4-year-olds learned about a new toy with four tubes. Each tube could do something interesting: If you pulled on one tube it squeaked, if you looked inside another tube you found a hidden mirror, and so on. For one group of children, the experimenter said: “I just found this toy!” As she brought out the toy, she pulled the first tube, as if by accident, and it squeaked. She acted surprised (“Huh! Did you see that? Let me try to do that!”) and pulled the tube again to make it squeak a second time. With the other children, the experimenter acted more like a teacher. She said, “I’m going to show you how my toy works. Watch this!” and deliberately made the tube squeak. Then she left both groups of children alone to play with the toy. …
As so often happens in science, two studies from different labs, using different techniques, have simultaneously produced strikingly similar results. They provide scientific support for the intuitions many teachers have had all along: Direct instruction really can limit young children’s learning. Teaching is a very effective way to get children to learn something specific—this tube squeaks, say, or a squish then a press then a pull causes the music to play. But it also makes children less likely to discover unexpected information and to draw unexpected conclusions….
These experts in machine learning argue that learning from teachers first requires you to learn about teachers. For example, if you know how teachers work, you tend to assume that they are trying to be informative. When the teacher in the tube-toy experiment doesn’t go looking for hidden features inside the tubes, the learner unconsciously thinks: “She’s a teacher. If there were something interesting in there, she would have showed it to me.” These assumptions lead children to narrow in, and to consider just the specific information a teacher provides. Without a teacher present, children look for a much wider range of information and consider a greater range of options.
Knowing what to expect from a teacher is a really good thing, of course: It lets you get the right answers more quickly than you would otherwise. Indeed, these studies show that 4-year-olds understand how teaching works and can learn from teachers. But there is an intrinsic trade-off between that kind of learning and the more wide-ranging learning that is so natural for young children. Knowing this, it’s more important than ever to give children’s remarkable, spontaneous learning abilities free rein. That means a rich, stable, and safe world, with affectionate and supportive grown-ups, and lots of opportunities for exploration and play. In the rush to produce baby Einsteins and child prodigies, perhaps we are missing the creativity that play activities by preschoolers produces.

Sarah D. Sparks reported in the Education Week article, Is Kindergarten the New First Grade? Researchers Say Yes:

The days when kindergarten focused on playing and finger painting may be waning, as early-learning classrooms devote significantly more attention to preparing students to read, according to a new University of Virginia study.
From 1998 to 2006, kindergarten teachers reported devoting 25 percent more time to teaching early literacy, from 5.5 hours to seven hours per week, according to the working paper by Daphna Bassok, an assistant professor at the University of Virginia’s Curry School of Education and Anna Rorem, a policy associate at the university’s Weldon Cooper Center for Public Service.
The researchers analyzed changes over time in teacher expectations, curriculum, and students’ time on task using data from the federal Early Childhood Longitudinal Study.
Though the overall time for kindergarten has increased since the late 1990s, with 75 percent of kindergartners now attending full-day classes—up from 56 percent in 1998—the researchers found that time devoted to mathematics flatlined and time for all other non-literacy subjects decreased: Kindergartners today now spend as much time on reading and language arts as they do on mathematics, science, social studies, music, and art combined.Time for the last four subjects dropped by 30 minutes per week for each of those subjects except for math.The percentage of teachers who reported their students never received physical education more than tripled, from 14 percent to 45 percent (and as the mother of a young son, I don’t even want to think about a class of 5-year-olds who don’t get their wriggles worn out regularly).

This change in curriiculum is particularly interesting considering that these data sets counted an integrated activity—say, a science experiment that included reading—for both subjects. So why the focus on reading to the exclusion of other topics?
Other findings suggest federal, state, and district accountabilty pressures and state initiatives to “read on grade level by 3rd grade” may have narrowed the focus. Bassok and Rorem found that the number of early-education teachers who believe students should begin learning to read in kindergarten more than doubled from 1998 to 2006, from 31 percent in 1998 to 65 percent in 2006. The teachers also became more likely to teach spelling and use standardized assessments in kindergarten, they found.
What I find telling is that, while kindergarten teachers became more and more likely to consider academic skills like knowing the alphabet, colors, and shapes vital for students to learn in the earliest grades, they still rated them as less crucial than skills associated with self-regulation—following directions, sitting still, and completing tasks, for example. As the entry point to school, kindergarten is still the place where children are learning to raise their hands and color inside the lines. Yet as more students attend preschool at ages 2, 3, and 4, academic expectations for kindergarten may continue to rise, increasing the potential for school-readiness gaps at ever younger ages….

Kindergarten classrooms nationwide have changed dramatically since the late 1990s and nearly all of these changes are in the direction of a heightened focus on academics, particularly literacy, according to researchers from EdPolicyWorks, the center on education policy and workforce competitiveness at the University of Virginia.
In a working paper titled “Is Kindergarten the New First Grade? The Changing Nature of Kindergarten in the Age of Accountability,” U.Va. researchers Daphna Bassok and Anna Rorem posit that increased emphasis on accountability led to meaningful changes in the kindergartener experience.
“In less than a decade we’ve seen the kindergarten experience essentially transformed,” said Bassok, assistant professor at the Curry School of Education. “Academic skill-building has really taken center stage in today’s kindergarten classrooms, in a way that just wasn’t the case” before the late 1990s.
The study by Bassok and Rorem, a policy associate at U.Va.’s Weldon Cooper Center for Public Service,, uses two large nationally representative datasets to track changes in kindergarten classrooms between 1998 and 2006. It shows that in 1998, 31 percent of kindergarten teachers indicated that most children should learn to read while in kindergarten. By 2006, 65 percent of teachers agreed with this statement. To accommodate this new reality, classroom time spent on literacy rose by 25 percent, from roughly 5.5 to seven hours per week.
Bassok said that, done correctly, this increased focus on academics could be helpful. “Young children are curious, enthusiastic learners, with immense potential. There are ways to teach early literacy and math content to young learners so that it’s engaging, fun and really helps them get a head start.”
But the increased emphasis on literacy may have a cost. As teachers spend more time and attention on academic content, time centered on play, exploration and social interactions may drop.
“It certainly doesn’t have to be an ‘either/or’ scenario, where academics crowd out everything else,” Bassok said, “but I worry that in practice, this is what is happening in many classrooms.”
Over the last decade, both media and research accounts have suggested that kindergarten classrooms were increasingly characterized by mounting homework demands, worksheets, pressure to learn to read as early as possible, and heightened levels of stress. Bassok’s and Rorem’s study is [db1] the first that provides nationally representative empirical evidence about the actual changes.
“We went into this project expecting to see some change over time,” Bassok said. “What was surprising to us was to see substantial changes in the kindergarten experience along essentially every dimension. And the magnitude of these changes was striking.”
The study focused on four dimensions: Teacher beliefs about school readiness and kindergarten learning, how teachers used their time during daily activities, what specific curricular content was covered and kindergarten teachers’ views about assessments.
Teachers’ expectations for their kindergarten students escalated rapidly. Between 1998 and 2006, the percentage of teachers who indicated that incoming kindergarteners need to know most of the letters or count to 20 doubled. Teachers also increasingly believe that children who begin formal reading and math instruction before kindergarten will do better in elementary school.
Over the time period analyzed in the study, teachers reported spending 25 percent more time on reading and language arts. Time spent on all other subjects decreased.
“We saw meaningful drops in time spent on physical education, art, music, science and social studies, which was really striking given that far more children now attend full-day kindergarten so, at least in theory, there should be more time available for all sorts of learning experiences,” Bassok said.
In fact, the data show that kindergarteners in 2006 spent as much time on reading and language arts as they did on mathematics, science, social studies, music and art combined. The number of kindergarten teachers who reported their students never have physical education also doubled over this period[P2] .
Physical activity and play are particularly important for kindergarten students, Rorem said.
“Playtime has been part of the kindergarten classroom since its beginnings,” Rorem said. “In fact, Freidrich Froebel, who helped make kindergarten popular in the United States, is said to have thought of play as ‘highly serious.’ Today, some research suggests that time for play and physical activity is beneficial for kids not only in its own right, but also as it helps them ’reset’ their attention spans.”
Bassok and Rorem reviewed teachers’ responses to 15 specific curricular elements of English language arts skills. The percentage of teachers reporting they taught a particular literacy skill every day went up for all 15 items considered.
Teachers were also asked specifically about language arts skills that in 1998 were considered “advanced” and taught in a later grade, such as composing and writing complete sentences, conventionally spelling and composing and writing stories with an understandable beginning, middle and end. By 2006, teaching each of these skills in kindergarten was much more commonplace. For example, in 1998, 45 percent of teachers said they never taught students “conventional spelling” because it was an advanced concept taught in later grades; this figure fell to 13 percent in the later period. The percentage who said they taught conventional spelling every day doubled from 18 percent to 36 percent.
The final dimension was how teachers’ views about assessment have changed over time. In the study, the researchers found that teachers who considered a child’s achievement relative to local, state or professional standards “very important” or “essential” rose from 57 percent to 76 percent.
Strikingly, kindergarten teachers in 2006 reported using standardized tests in their classrooms far more than even first-grade teachers did in the pre-accountability years. While a quarter of kindergarten teachers in 2006 reported using standardized tests at least once a month, in 1999, only 11 percent of first-grade teachers used these tests so often.
Kindergarten classrooms, at least traditionally, have included much broader goals beyond teaching reading and math skills, according to Bassok. Children were learning how to share and navigate friendships, how to cooperate but also how to be confident and self-sufficient.
“We know that these early social skills are important predictors of students’ learning trajectories,” Bassok said. “So our worry is that if done inappropriately, the focus on academics may have really pushed these other kind of learning opportunities aside.”
Bassok, who is currently studying the possible drivers for these shifts, believes that one key candidate is the introduction of No Child Left Behind, which was signed into law in 2002.
“Since the introduction of NCLB, there has been a greater focus on high-stakes assessments in literacy and math,” Bassok said. “There are many anecdotal accounts of a ‘trickling down’ of intense accountability pressures from the tested grades – beginning in grade three – down to lower elementary grades, including kindergarten and even preschool.”
Another likely factor, according to Bassok, is changes over this period in early childhood experiences before school entry.
“With our increased awareness of the importance of early childhood education, we have way more children attending preschool, and we have parents, particularly middle- and high-income families, investing in their young children’s early education in a way that likely wasn’t the case two decades ago. Children are exposed to academic content earlier than they used to be and, in part, kindergarten teachers may be responding to these changes.”
EdPolicyWorks is a joint collaboration between the Curry School of Education and the Frank Batten School of Leadership and Public Policy that seeks to bring together researchers from across the University and the state to focus on important questions of educational policy and the competitiveness of labor in an era of globalization.

Julia Lawrence of Education News reports in the article, Kentucky Venture Aims to Train Parents to Become Ed Leaders:

When the Governor’s Commonwealth Institute for Parent Leadership opens its doors in Kentucky, it will do so with the goal of getting parents more involved in their children’s academic lives. The Institute’s mission will be to empower parents to take a more active role in determining the future direction of their local education system, which includes greater participation in parent-teacher groups, local school boards and school councils.

Kentucky residents who wish to get involved will have an opportunity to enroll in a 24-month mentoring program offered by the Institute, which will introduce them to the ins and outs of the state’s academic system. Institute leaders say that parents will graduate from the course having learned “the business of education,” leaving them more able to understand the problems confronting state schools today.

Their attempts at involvement will no longer be thwarted by unfamiliar jargon and impenetrable quantitative reports. The goal at graduation will be to have parents not only fully cognizant of the current issues facing K-12 education in the state but also ready to provide solutions for those issues as well….

The CIPL will be building on top of the work done by the existing Commonwealth Institute for Parent Leadership, which has been working for more than 15 years on ways to keep parents in the loop on education. Over 1,600 Kentucky parents have gone through the programs offered by the CIPL, with many going on to take leadership positions in their schools, districts and even at state level. According to KYForward.com, CIPL boasts recruiting two people who have served on the Kentucky Board of Education.

Furthermore, as CIPL expanded its reach, it created a self-perpetuating network among the state’s parents. Those who go through CIPL later go on to recruit and mentor up to 20 other parents each – all in service of giving parents a greater voice in their children’s education…..

Lesli A. Maxwell reports in the Education Week article, Head Start Advantages Mostly Gone by 3rd Grade, Study Finds:

In the first phase of the evaluation, a group of children who entered Head Start at age 4 saw benefits from spending one year in the program, including learning vocabulary, letter-word recognition, spelling, color identification, and letter-naming, compared with children of the same age in a control group who didn’t attend Head Start. For children who entered Head Start at age 3, the gains were even greater, demonstrated by their language and literacy skills, as well their skills in learning math, prewriting, and perceptual motor skills.

The second phase of the study showed that those gains had faded considerably by the end of 1st grade, with Head Start children showing an edge only in learning vocabulary over their peers in the control group who had not participated in Head Start.

And now, in this final phase of the study, “there was little evidence of systematic differences in children’s elementary school experiences through 3rd grade, between children provided access to Head Start and their counterparts in the control group,” the researchers wrote in an executive summary…

Specifically, by the end of 3rd grade, 4-year-old Head Start participants showed only a single advantage in the areas of literacy, numeracy, and school performance over their peers in the control group. Only their performance on one reading assessment showed that they still retained some benefit over their control group counterparts. But, according to the study, their participation in Head Start showed no significant positive impacts on math skills, prewriting, promotion, or teachers’ reports of children’s school accomplishments. About 40 percent of the children in the control group did not receive formal preschool services; the rest did, just not through Head Start.

In the 3-year-old cohort, researchers found a learning disadvantage for those who had been in Head Start. Parents of the Head Start children reported lower rates of grade promotion than parents of the students who were not in the Head Start group….

When researchers examined the impacts on children’s social-emotional development, their findings were significantly different for the two age groups. For 4-year-olds, parents of Head Start participants reported less aggressive behavior at the end of 3rd grade than did the parents of the control group children. In contrast, teachers reported higher incidences of emotional problems in Head Start students, and less positive relationships with them. For the 3-year-old group, parents of Head Start participants reported better social skills in their children, compared to the control group parents.

In examining impacts on health, the researchers similarly found no remaining advantages of Head Start participation at the end of 3rd grade. Parenting practices however, still showed some positive benefits of Head Start participation in both age groups. For 4-year-olds in the Head Start group, parents reported spending more time with their children than did the control group parents, and in the 3-year-old group, researchers found that parents in the Head Start group were more likely to use a parenting style characterized by high warmth and high control.

Yasmina Vinci, the executive director of the National Head Start Association, called the vanishing impacts of Head Start in the early grades “troubling,” but noted that Head Start does its core job well by preparing disadvantaged children for kindergarten. “Our work with students ends when children graduate from Head Start, but it is clear that for many, their circumstances continue to hinder their success; circumstances including, but not limited to, the quality of their primary and secondary education,” she said in a prepared statement.

Ms. Guernsey said to sustain the positive impacts of any early-learning experience into the first years of elementary school requires more emphasis on improvements in kindergarten, first, and second grades.

Key Findings

Looking across the full study period, from the beginning of Head Start through 3rd grade, the evidence is clear that access to Head Start improved children’s preschool outcomes across developmental domains, but had few impacts on children in kindergarten through 3rd grade. Providing access to Head Start was found to have a positive impact on the types and quality of preschool programs that children attended, with the study finding statistically significant differences between the Head Start group and the control group on every measure of children’s preschool experiences in the first year of the study. In contrast, there was little evidence of systematic differences in children’s elementary school experiences through 3rd grade, between children provided access to Head Start and their counterparts in the control group.

In terms of children’s well-being, there is also clear evidence that access to Head Start had an impact on children’s language and literacy development while children were in Head Start. These effects, albeit modest in magnitude, were found for both age cohorts during their first year of admission to the Head Start program. However, these early effects rapidly dissipated in elementary school, with only a single impact remaining at the end of 3rd grade for children in each age cohort.

With regard to children’s social-emotional development, the results differed by age cohort and by the person describing the child’s behavior. For children in the 4-year-old cohort, there were no observed impacts through the end of kindergarten but favorable impacts reported by parents and unfavorable impacts reported by teachers emerged at the end of 1st and 3rd grades. One unfavorable impact on the children’s self-report emerged at the end of 3rd grade. In contrast to the 4-year-old cohort, for the 3-year-old cohort there were favorable impacts on parent-reported social emotional outcomes in the early years of the study that continued into early elementary school. However, there were no impacts on teacher-reported measures of social-emotional development for the 3-year-old cohort at any data collection point or on the children’s self-reports in 3rd grade.

In the health domain, early favorable impacts were noted for both age cohorts, but by the end of 3rd grade, there were no remaining impacts for either age cohort. Finally, with regard to parenting practices, the impacts were concentrated in the younger cohort. For the 4-year-old cohort, there was one favorable impact across the years while there were several favorable impacts on parenting approaches and parent-child activities and interactions (all reported by parents) across the years for the 3-year-old cohort.

In summary, there were initial positive impacts from having access to Head Start, but by the end of 3rd grade there were very few impacts found for either cohort in any of the four domains of cognitive, social-emotional, health and parenting practices. The few impacts that were found did not show a clear pattern of favorable or unfavorable impacts for children.

In addition to looking at Head Start’s average impact across the diverse set of children and families who participated in the program, the study also examined how impacts varied among different types of participants. There is evidence that for some outcomes, Head Start had a differential impact for some subgroups of children over others. At the end of 3rd grade for the 3-year-old cohort, the most striking sustained subgroup findings were found in the cognitive domain for children from high risk households as well as for children of parents who reported no depressive symptoms. It is a well-known fact that children from affluent families tend to do better in school. Yet the income divide has received far less attention from policy makers and government officials than gaps in student accomplishment by race.

Teachers and schools have been made TOTALLY responsible for the education outcome of the children, many of whom come to school not ready to learn and who reside in families that for a variety of reasons cannot support their education. All children are capable of learning, but a one-size-fits-all approach does not serve all children well. Different populations of children will require different strategies and some children will require remedial help, early intervention, and family support to achieve their education goals.
