The REAL civil rights issue is not ‘hands up,’ but equitable education funding

Plessy v. Ferguson http://www.streetlaw.org/en/landmark/cases/plessy_v_ferguson established the principle of “separate but equal” in race issues. Brown v. Board of Education http://www.streetlaw.org/en/landmark/cases/brown_v_board_of_education which overturned the principle of “separate but equal.” would not have been necessary, but for Plessy. If one believes that all children, regardless of that child’s status have a right to a good basic education and that society must fund and implement policies, which support this principle. Then, one must discuss the issue of equity in education. Because of the segregation, which resulted after Plessy, most folks focus their analysis of Brown almost solely on race. The issue of equity was just as important. The equity issue was explained in terms of unequal resources and unequal access to education.

People tend to cluster in neighborhoods based upon class as much as race. Good teachers tend to gravitate toward neighborhoods where they are paid well and students come from families who mirror their personal backgrounds and values. Good teachers make a difference in a child’s life. One of the difficulties in busing to achieve equity in education is that neighborhoods tend to be segregated by class as well as race. People often make sacrifices to move into neighborhoods they perceive mirror their values. That is why there must be good schools in all segments of the city and there must be good schools in all parts of this state. A good education should not depend upon one’s class or status.

The lawyers in Brown were told that lawsuits were futile and that the legislatures would address the issue of segregation eventually when the public was ready. Meanwhile, several generations of African Americans waited for people to come around and say the Constitution applied to us as well. Generations of African Americans suffered in inferior schools. This state cannot sacrifice the lives of children by not addressing the issue of equity in school funding in a timely manner.

Sabra Bireda wrote in the Center for American Progress, Funding Education Equitably

The old axiom that the rich get richer certainly plays out in the American classroom—often to the detriment of achieving academic success. Data on intradistrict funding inequities in many large school districts confirm

what most would guess—high-poverty schools actually receive less money per pupil than more affluent schools.1 These funding inequities have real repercussions for the quality of education offered at high-poverty schools and a district’s ability to overcome the achievement gap between groups of students defined by family income or ethnicity.

The source of these funding inequities is not a deliberate scheme designed to steer more state and local funds to affluent schools. Rather it is often the result of an accumulation of higher-paid, more senior teachers working in low-poverty schools. High-poverty schools typically employ less-experienced, lower-paid teachers, thereby drawing down less of the district’s funds. Bireda’s findings are supported by a U.S. Department of Education (Education Department) report.

In the report, Comparability of State and Local Expenditures Among Schools Within Districts: A Report From the Study of School-Level Expenditures, the Education Department finds:

For the study, Education Department researchers analyzed new school-level spending and teacher salary data submitted by more than 13,000 school districts as required by the American Recovery and Reinvestment Act (ARRA) of 2009. This school level expenditure data was made available for the first time ever in this data collection.

Using the data from the ARRA collection, Department staff analyzed the impact and feasibility of making this change to Title I comparability. That policy brief finds that:

Fixing the comparability provision is feasible. As many as 28 percent of Title I districts would be out of compliance with reformed comparability provisions. But compliance for those districts is not as costly as some might think—fixing it would cost only 1 percent to 4 percent of their total school-level expenditures on average.

Fixing the comparability provision would have a large impact. The benefit to low-spending Title I schools would be significant, as their expenditures would increase by 4 percent to 15 percent. Emma Brown reported in the Washington Post article, In 23 states, richer school districts get more local funding than poorer districts, about the continuing inequity.

According to Brown:

But in 23 states, state and local governments are together spending less per pupil in the poorest school districts than they are in the most affluent school districts, according to federal data from fiscal year 2012, the most recent figures available.

In some states the differences are stark. In Pennsylvania, per-pupil spending in the poorest school districts is 33 percent lower than per-pupil spending in the wealthiest school districts. In Vermont, the differential is 18 percent; in Missouri, 17 percent.

Nationwide, states and localities are spending an average of 15 percent less per pupil in the poorest school districts (where average spending is $9,270 per child) than they are in the most affluent (where average spending is $10,721 per child).

“What it says very clearly is that we have, in many places, school systems that are separate and unequal,” Education Secretary Arne Duncan said in an interview. “Money by itself is never the only answer, but giving kids who start out already behind in life, giving them less resources is unconscionable, and it’s far too common….”

The next huge case, like Brown, will be about equity in education funding. It may not come this year or the next year. It, like Brown, may come several years after a Plessy. It will come. Equity in education funding is the civil rights issue of this century.

University of Illinois Urbana-Champaign study: Many education experts lack expertise

Reporters, seminar sponsors, political town halls often rely on “experts” to give an opinion about a particular issue. Education is an area populated by “experts” from all over the pedagogical and political spectrum. What exactly is an expert? The Legal Information Institute provides the legal definition of expert:

A witness who is qualified as an expert by knowledge, skill, experience, training, or education may testify in the form of an opinion or otherwise if:
(a) the expert’s scientific, technical, or other specialized knowledge will help the trier of fact to understand the evidence or to determine a fact in issue;

(c) the testimony is the product of reliable principles and methods; and
(d) the expert has reliably applied the principles and methods to the facts of the case.

The people most often cited as “education experts” in blogs and news stories may have the backing of influential organizations — but have little background in education and education policy, a new study suggests.

The findings are cause for concern because some prominent interest groups are promoting reform agendas and striving to influence policymakers and public opinion using individuals who have substantial media relations skills but little or no expertise in education research, say the authors of the study, Joel R. Malin and Christopher Lubienski, both at the University of Illinois.

To examine possible links between individuals’ media presence and their levels of expertise, Malin and Lubienski compiled a diverse list of nearly 300 people who appeared on the lists of experts prepared by several major education advocacy and policy organizations, including the conservative American Enterprise Institute and the liberal National Education Policy Center.
Malin and Lubienski also added to their sample a handful of scholars not on those lists but who are prominent and influential in the field of education.

Each person’s level of expertise was then scored using a formula that included their number of Google Scholar citations; their years of experience, calculated by subtracting the year they attained their highest degree from 2014; and whether or not the person had earned a doctoral or equivalent degree.

Each person’s level of media influence was calculated based upon the number of times they were quoted or mentioned in education press, U.S. newspapers or blogs during 2013; whether they had a Twitter profile; and their Klout score, which is a proxy for social media influence.
Experts were more likely to be quoted or mentioned in newspapers and blogs if they had higher scores on Google Scholar, Malin and Lubienski found. Every 1-point increase in an expert’s Google Scholar score was associated with a 1-percent increase in blog mentions.
Accordingly, each 1-point increase in years of experience corresponded with an increase of about 1 percent in newspaper citations, the researchers found.

However, affiliation with a policy or advocacy organization also substantially increased an expert’s media presence. People associated with the American Enterprise Institute were nearly 2.5 times more likely to be cited in education media.

Likewise, experts were 1.78 and 1.5 times more likely to be mentioned in blogs if they were affiliated with Cato or the American Enterprise Institute, respectively.

Although the initial list included 287 experts, Malin and Lubienski could not find the necessary information to estimate 52 of these individuals’ years of experience. More than half of these people were connected to organizations such as Cato and Heritage.

While the three people in the sample who were affiliated with Cato each received the maximum number of points for blog mentions, these individuals’ average estimated expertise score was 4.67 — substantially lower than the average score for the full sample, which was greater than 20. Perhaps the most troubling finding was that possession of a doctoral degree was associated with 67 percent fewer blog citations and 60 percent fewer newspaper mentions, and fewer Klout points, which indicates that academic researchers with empirical expertise in education are often far removed from popular and policy conversations, Malin and Lubienski said…. http://www.sciencedaily.com/releases/2015/02/150220133338.htm

The efforts of many advocacy organizations to advance their preferred policies despite conflicting evidence of the effectiveness of these policies raise questions about factors that shape successful policy promotion. While many may like to think that expertise on an issue in question is an essential prerequisite for influence in public policy discussions, there is a traditional disconnect between research evidence and policymaking in many fields, including education. Moreover, the efforts of many policy advocates suggest that they see advantages in other factors besides research expertise in advancing their interpretation of evidence for use in policymaking processes. We hypothesize that some of the most influential education-focused organizations are advancing their agendas by engaging media and drawing on individuals who possess substantial media acumen, yet may not possess traditionally defined educational expertise. Thus, we hypothesize that media impact is loosely coupled with educational expertise. In fact, in analyzing various indicators of expertise and media penetration, we find a weak relationship between expertise and media impact, but find significantly elevated media penetration for individuals working at a sub-sample of organizations promoting what we term “incentivist” education reforms, in spite of their generally lower levels of expertise. We find these organizations are particularly effective in engaging new media forms by going directly to their audience. We consider the policy implications in the concluding discussion.

“Our findings suggest that individuals with less expertise can often have greater success in media penetration,” said Malin, a curriculum specialist with the Pathways Resource Center and a doctoral candidate in educational administration and leadership at the university. “Although some individuals might not have formal training in research methods for analyzing the issues about which they are speaking, they possess skills and orientations that make them accessible and appealing to the media. And when these people are affiliated with organizations that have strong media arms or outreach efforts, they have the support and the incentive to engage broader and policy audiences.“
“Newer forms of media offer particularly useful opportunities for directly engaging audiences, while bypassing traditional forms of quality checks on expertise,” said Lubienski, a professor of education policy and director of the Forum on the Future of Public Education at the university. “We believe caution and consideration of individuals’ expertise are warranted when reporters and bloggers are researching topics and seeking insights – and when policymakers and laypersons are consuming media.”

Researchers who want to see their work have impact beyond the academic community must become more adept at communicating via traditional and new media. Otherwise, policy changes in education will be guided more by ideology and agendas than by research, Malin and Lubienski said.
The study was published in a recent issue of the journal Education Policy Analysis Archives.

What is phonics?
Phonics is simply the system of relationships between letters and sounds in a language. When your kindergartener learns that the letter B has the sound of /b/ and your second-grader learns that “tion” sounds like /shun/, they are learning phonics.

Why is phonics important?
Learning phonics will help your children learn to read and spell. Written language can be compared to a code, so knowing the sounds of letters and letter combinations will help your child decode words as he reads. Knowing phonics will also help your child know which letters to use as he writes words.

When is phonics usually taught?
Your child will probably learn phonics in kindergarten through second grade. In kindergarten, children usually learn the sounds of the consonant letters (all letters except the vowels a, e, i, o, and u). First- and second-graders typically learn all the sounds of letters, letter combinations, and word parts (such as “ing” and “ed”). They practice reading and spelling words containing those letters and patterns. Learning to read entails mapping existing phonological representations to novel orthographic representations and is thus an ideal context for investigating experience driven audiovisual integration. Because two dominant brain-based theories of reading development hinge on the sensitivity of the visual-object processing stream to phonological information, we were interested in how reading skill relates to audiovisual integration in this area. Thirty-two children between 8 and 13years of age spanning a range of reading skill participated in a functional magnetic resonance imaging experiment. Participants completed a rhyme judgment task to word pairs presented unimodally (auditory- or visual-only) and cross-modally (auditory followed by visual). Skill-dependent sub-additive audiovisual modulation was found in left fusiform gyrus, extending into the putative visual word form area, and was correlated with behavioral orthographic priming. These results suggest learning to read promotes facilitatory audiovisual integration in the ventral visual-object processing stream and may optimize this region for orthographic processing.

“Phonological information is critical for helping identify words as they’re being read,” says Chris McNorgan, PhD, assistant professor of psychology, whose study, “Skill dependent audiovisual integration in the fusiform induces repetition suppression,” used MRI scans to observe how parts of the brain responded to audio and visual word cues. How this communication happens while reading – which requires visual and auditory knowledge – and to what extent is less clear. So McNorgan’s study looked for what’s known as top-down influence of auditory knowledge in the VWFA.

Think of a bottom-up process as a flow of information that begins with the visual system feeding neurons that detect basic features in words such as line orientation that eventually leads to word recognition. A top-down process implies that some other information enters that flow of visual recognition – information like the knowledge of the word sounds.

“This auditory knowledge can be used to help rule out some letter combinations. For example, many words end in ISK or ASK. For a few milliseconds there may be some ambiguity among the neurons trying to figure out whether that last letter is a K or an X,” said McNorgan. “Since you don’t have any words ending in ISX in your verbal repertoire, this helps rule out the possibility that you read the word DISX and instead read the word as DISK.”

To find evidence of this top-down input, researchers presented subjects with wide ranges of reading abilities between the ages of 8 and 13 with word pairs. The subjects had to determine if the words rhymed while an MRI scanner monitored their brain activity.

The experiment used three sets of conditions when presenting the word pairs: subjects first read the word pairs (visual-only); then heard the word pairs (auditory-only); and lastly, a combination of sight and sound, hearing the first word but reading the second (audio-visual). The MRI scanner determined which parts of the brain were most active during each condition by displaying a three dimensional representation of the brain, made up of what look like a series of cubes, called voxels.

“Think of the voxels as LEGOS assembled together to make a 3D model of the brain. Each cube has a measurement of activation strength that allows us to understand of what’s happening in each area under all three of the conditions,” said McNorgan.

The resulting images, he said, comprise something like a movie reel, with approximately one frame passing every two seconds. Signal strength is then measured in each voxel under all the condition across all the snapshots in time.

“Looking at the voxels in a particular brain area, if the signal strengths associated with two different conditions differ, then you have some evidence that brain area processes information about the two conditions differently,” says McNorgan.

To make sense of the results through all the conditions, researchers take the sum of the auditory-only and visual-only signals and compare that to the strength of the audio-visual condition. This helps them distinguish between multisensory sensory neurons, which become excited by audio-visual information, and collections of heterogeneous unisensory neurons, a mix of visual-only and auditory-only that respond excitedly to one or the other.

“If the audio-visual response is greater than the sum of the auditory-only and the visual-only, this suggests that getting both types of inputs causes these neurons to fire for longer periods of time. This is a superadditive effect,” says McNorgan. “An audio-visual response less than that sum suggests that getting both types of inputs causes these neurons to fire for less time. This is a subadditive effect.”
This subadditivity is associated with higher reading scores and faster responses to similarly spelled words, the reading equivalent to having a head start in a race.

“As you learn how to read, your brain starts to make more use of top-down information about the sounds of letter combinations in order to recognize them as parts of words,” says McNorgan. “This information gives your word-recognition system a leg-up, allowing it to respond more quickly. The multisensory neurons are getting the job done sooner, so they don’t need to fire for as long. Better readers seem to have more of these neurons taking advantage of auditory information to help the visual word recognition system along.”

Children who play the violin or study piano could be learning more than just Mozart. A University of Vermont College of Medicine child psychiatry team has found that musical training might also help kids focus their attention, control their emotions and diminish their anxiety. Their research is published in the Journal of the American Academy of Child & Adolescent Psychiatry.

James Hudziak, M.D., professor of psychiatry and director of the Vermont Center for Children, Youth and Families, and colleagues including Matthew Albaugh, Ph.D., and graduate student research assistant Eileen Crehan, call their study “the largest investigation of the association between playing a musical instrument and brain development.”

The research continues Hudziak’s work with the National Institutes of Health Magnetic Resonance Imaging (MRI) Study of Normal Brain Development. Using its database, the team analyzed the brain scans of 232 children ages 6 to 18.

As children age, the cortex — the outer layer of the brain — changes in thickness. In previous analysis of MRI data, Hudziak and his team discovered that cortical thickening or thinning in specific areas of the brain reflected the occurrence of anxiety and depression, attention problems, aggression and behavior control issues even in healthy kids — those without a diagnosis of a disorder or mental illness. With this study, Hudziak wanted to see whether a positive activity, such as music training, would influence those indicators in the cortex.

Objective
To assess the extent to which playing a musical instrument is associated with cortical thickness development among healthy youths.
Method
Participants were part of the National Institutes of Health (NIH) Magnetic Resonance Imaging (MRI) Study of Normal Brain Development. This study followed a longitudinal design such that participants underwent MRI scanning and behavioral testing on up to 3 separate visits, occurring at 2-year intervals. MRI, IQ, and music training data were available for 232 youths (334 scans), ranging from 6 to 18 years of age. Cortical thickness was regressed against the number of years that each youth had played a musical instrument. Next, thickness was regressed against an “Age × Years of Playing” interaction term. Age, gender, total brain volume, and scanner were controlled for in analyses. Participant ID was entered as a random effect to account for within-person dependence. False discovery rate correction was applied (p ≤ .05).
Results
There was no association between thickness and years playing a musical instrument. The “Age × Years of Playing” interaction was associated with thickness in motor, premotor, and supplementary motor cortices, as well as prefrontal and parietal cortices. Follow-up analysis revealed that music training was associated with an increased rate of thickness maturation. Results were largely unchanged when IQ and handedness were included as covariates.
Conclusion
Playing a musical instrument was associated with more rapid cortical thickness maturation within areas implicated in motor planning and coordination, visuospatial ability, and emotion and impulse regulation. However, given the quasi-experimental nature of this study, we cannot rule out the influence of confounding variables.

Musical Training Linked to Enhanced Brain Maturation
Patients who come to see child psychiatrists like Dr. Jim Hudziak at the Vermont Center for Children, Youth, and Families may leave with a prescription, but it often is not for a medication. As part of a model he developed called The Vermont Family Based Approach (VFBA), there is increased emphasis on incorporating wellness and health promotion strategies into the overall treatment plan. As Hudziak explains in a podcast related to the study, “One of my life goals is to see if there is a chance to move medicine away from its preoccupation with negative events and negative outcomes to argue that the opposite is also true, and that when positive things happen, positive outcomes will follow.” Thus, the goal of this model for children and families is to help them take steps not only to overcome whatever symptoms they have but to propel them towards true mental health and wellness. To get there requires attention to domains such as nutrition, parental mental health, sleep, mindfulness, and physical activity, often given short shrift in traditional approaches. Music and the arts are also highly encouraged within the VFBA. According to the Department of Education, approximately 75% of American high school students rarely or never participate in music or art training outside of the school.
While participation in music and the arts is widely viewed as positive for child development, how it affects the brain remains only partially understood. To investigate this question further and to bolster the scientific evidence behind the push for more involvement in music, Dr. Hudziak and his postdoctural associate Matt Albaugh, along with a team comprised of scientists from the University of Vermont, Montreal Neurological Institute, Harvard, and Washington University, examined brain scan data from the National Institutes of Health MRI Study of Normal Brain Behavior. Their study was published as the lead article in the November edition of the Journal of the American Academy of Child & Adolescent Psychiatry.
The subjects for the study were 232 typically developing children without psychiatric illness between the ages of 6 and 18, all of whom received structural MRI scans at up to three different time points. With these serial MRI scans the examiners were able to see how the thickness of the brain cortex changed with age. Prior studies have indicated that the cortex generally thins across adolescence as the brain undergoes a normal “pruning” process that may be related to more efficient brain functioning. A delay in this cortical thinning process, particularly in regions such as the prefrontal and orbitofrontal cortex, which are thought to be important for “executive control” functions such as inhibiting impulses and regulating attention, has recently been shown among those with clinical attention problems and ADHD.
The amount of musical training a child had was also measured to see if this variable interacted with age in its association to cortical thickness. The average time playing an instrument was about two years.
The main result of the study was that years of musical training were indeed related to age-related cortical thinning. Specifically, more musical training was associated with accelerated thinning, not only in the expected motor cortices but also in some of the very same regions implicated in those with more pronounced attention problems. “What was surprising was to see regions that play key roles in emotional regulation also modified by the amount of musical training one did.”
The authors concluded that musical training was associated with more rapid cortical maturation across many brain areas, and they hypothesized that musical training may have beneficial effects on brain development for children whether or not they suffered from attention or executive function difficulties.
Certainly, much more research is needed to support the notion of musical training as an effective treatment for diagnoses such as ADHD, but this study raises some thought-provoking possibilities. In the article, Hudziak and colleagues highlight Venezuela’s El Sistema program that has brought musical training and performance to millions of disadvantaged children both abroad and here in the U.S.. Studies have shown important improvements in drop-out rates, employment, and community involvement among participants of the program. Such efforts are critical as many families are unable to access music lessons due to their cost. Dr. Hudziak, who has done research on the genetic influence of various traits and abilities, notes that our culture seems to have it backwards in promoting certain activities only for children who seem born to excel at them. He questions why “only the great athletes compete, only the great musicians play, and only the great singers sing,” especially as children age. He and his team have worked to improve local access to musical training through research studies and mentorship programs. The need is still high, however, and is now underscored by the increasing data linking wellness activities to measurable changes in brain development.

The question is not whether children should be exposed to and study music. Children should be exposed to a wide range of the arts. The issue is what content is appropriate. There is no one right type of music, good music comes in all genres. There is music that feeds the soul and music that destroys the soul, psyche, and culture. There is a positive hip hop movement. Is a small school better for students than small class size?

There is an ongoing discussion or battle about whether class size matters in effective learning. Class size reduction theory has both supporters and skeptics. Gina Jordan reported in the State Impact article, Why Small Schools Might Be Better For Students Than Small Classes:

Now, an analysis by government watchdog Florida Taxwatch finds that small classes do make a difference in outcomes for kids in kindergarten through 3rd grade – but not in higher grades. The report’s author, Bob Nave, says the state is better off focusing on smaller schools, like SAS, rather than small classes.

“It’s fairly common sense that smaller classes should result in improved student performance,” Nave says. “The problem is the research just doesn’t back that up.”

The group compiled research showing students in smaller schools do better in math and reading, have fewer behavior problems, and participate in more extracurricular activities. They’re also more likely to graduate.

Nave says the state was actually on a path toward having smaller schools in 2000, when the Florida Legislature passed a law limiting the size of new schools under construction.  Then, the class size amendment passed.

“The Legislature was forced not only to fund small schools, but now they had to fund small classes,” Nave says. “When one looks at the amount of money that was projected for school construction, it became clear that the Legislature could not do both.”

Conclusions

Based on a literature review, the findings of studies analyzing the effects of school size on student achievement, student behavior, curriculum, economies of scale, and teacher quality suggest the following recurring themes:

  • Student academic achievement is higher in small schools, and this is especially true for minority and low-income students.
  • A greater percentage of students in small schools participate in extracurricular activities, and greater participation is associated with a variety of positive outcomes, including: higher self-esteem, higher educational aspirations, less delinquency, and greater involvement in community activities as an adult.
  • Small schools offer a climate that is more conducive to learning.
  • The cost per student is generally higher in a small school; however, once the size of a school exceeds some optimal level, the cost per student begins to increase, not decrease.
  • Although large schools generally offer a wider range of courses than small schools, there is no reliable relationship between school size and the quality of curriculum.
  • Large schools have an advantage over small schools in terms of teacher qualifications.
  • There is no clear agreement among researchers and educators about what constitutes a “small” school or a “large” school. What is considered to be a large school to one researcher may be considered a small school to another.

Policy Implications

The research suggests that two U-shaped relationships exist with respect to school size, one for student achievement and one for cost efficiency. In both relationships, there is a point at which the positive benefits associated with school size begin to diminish.

This suggests that there is an optimal size for public schools in Florida, above or below which produces diminishing returns in terms of student achievement and cost efficiency. An optimal school size could be calculated that represents the range in the number of students in which school size continues to show a positive relationship between student achievement and cost efficiency. Andrews, et al. (2002), reviewed a number of production function studies and found some evidence that moderately sized elementary schools (300-500 students) and high schools (600- 900 students) may optimally balance economies of size with the negative effects of large schools.

The Florida Legislature recognized the benefits associated with small school size and, in 2000, enacted legislation that required all plans for new educational facilities to be constructed to plans for small chools.

Small schools were defined as follows:

  • Elementary schools—student population of not more than 500 students;
  • Middle schools—student population of not more than 700 students;
  • High schools—student population of not more than 900 students;
  • Combination (K-8) schools—student population of not more than 700 students; and
  • Combination (K-12) schools—student population of not more than 900 students.

The establishment of enrollment limits for new school construction by the

Legislature was a responsible action supported by a substantial body of research demonstrating the positive benefits of small school size. The voters, however, put the Legislature in a difficult position in 2002 with the passage of the constitutional amendment establishing class size limits. This forced the Legislature to fund both small schools and small class sizes. Public Education Capital Outlay (PECO) funds, the primary source of funding for new educational facility construction, decreased from $807.0 million in fiscal year 2002-03 to $752.4 million in fiscal year 2003- 04 and no significant increase in PECO revenues was projected over the short term.

With insufficient revenues to fund both small schools and small classes, the Legislature acted responsibly when it repealed the requirements for small school construction in 2003. This is a good example of a popular initiative trumping a sound public policy that is based upon a competent and substantial body of

Brookings study: Father’s education level influences the life chances of their children

Moi has been saying for decades that the optimum situation for raising children is a two-parent family for a variety of reasons. This two-parent family is an economic unit with the prospect of two incomes and a division of labor for the chores necessary to maintain the family structure. Parents also need a degree of maturity to raise children; after all, you and your child should not be raising each other.

Eric Schulzke of Deseret News reported in the article, Like father like child: why your future may be closely tied to your father’s income and education:

A child’s odds of breaking out of poverty or gaining a college education are heavily shaped by the father’s income and education level, says Richard Reeves of the Brookings Institution.

In a couple of graphs that unpack piles of data from the Panel Study of Income Dynamics at the University of Michigan, Reeves breaks education and income levels down into quintiles and shows the close connection between a father’s level and how far his children go.

Whether you see that as a glass half empty or glass half full depend on your starting point, Reeves acknowledges. “If you assume that in an ideal world, where you would end up would bear no relation to where you started.” That is, he argues, if we had real equality of opportunity, 20 percent of every group would end up in the other four groups in the next generation.

Instead, 41 percent of kids whose father had top-level educational achievement stay there, and 36 percent of those who start in the bottom income bracket will remain there.

There is some mobility, of course. The two matrices look pretty similar – no surprise, given that income and education are tightly correlated. But in one respect there appears to be less mobility in terms of education: the replication of top-quintile status. Almost half (46%) the children of top-quintile parents ended up in the top education quintile themselves, and three in four (76%) stayed in one of the top two quintiles. The equivalent measures of ‘stickiness’ at the top for income are 41% and 65%.

This finding echoes research showing large, and possibly growing, gaps in educational attainment by social and economic background. The trend towards assortative mating – like marrying like – will likely strengthen the intergenerational transmission of high educational status. Of course education is one of main factors behind intergenerational income persistence, but it also troubling in its own right. The ethical demand for equality of opportunity in terms of education is even greater than for income. This is a problem which never should have been swept under the carpet and if the chattering classes, politicians, and elite can’t see the magnitude of this problem, they are not just brain dead, they are flat-liners. There must be a new women’s movement, this time it doesn’t involve the “me first” philosophy of the social “progressives” or the elite who in order to validate their own particular life choices espouse philosophies that are dangerous or even poisonous to those who have fewer economic resources. This movement must urge women of color to be responsible for their reproductive choices. They cannot have children without having the resources both financial and having a committed partner. For all the talk of genocide involving the response and aftermath of “Katrina,” the real genocide is self-inflicted.

So, a behavior that statistically is more damaging than consuming sugary drinks is never condemned. The child born to a single poor mother is usually condemned to follow her into a life of poverty. Yet, the same rigor of dissuasion is not applied to young impressionable women who are becoming single mothers in large numbers as is applied to regular Coke or Pepsi addicts. Personal choice is involved, some of the snarky could categorize the personal choice as moronic in both cases. Government intervention is seen as the antidote in the case of sugary drinks, but not single motherhood. Why? Because we like to pick the morons we want government to control. The fact of the matter is that government control is just as bad in the case of sugary drinks as it would be in regulating a individual’s reproductive choice. The folks like Mayor Bloomberg who want government to control some behavior really don’t want to confront the difficult, for them, political choice of promoting individual personal values and responsibility. It is much easier to legislate a illusory solution. So, the ruling elite will continue to focus on obesity, which is a major health issue, while a disaster bigger than “Katrina” and “Sandy “ sweeps across the country with disastrous results.

Dyslexia at a Glance

Dyslexia is the name for specific learning disabilities in reading. Dyslexia is often characterized by difficulties with accurate word recognition, decoding and spelling. Dyslexia may cause problems with reading comprehension and slow down vocabulary growth. Dyslexia may result in poor reading fluency and reading out loud. Dyslexia is neurological and often genetic. Dyslexia is not the result of poor instruction. With the proper support, almost all people with dyslexia can become good readers and writers.

As with other learning disabilities, dyslexia is a lifelong challenge that people are born with. This language processing disorder can hinder reading, writing, spelling and sometimes even speaking. Dyslexia is not a sign of poor intelligence or laziness. It is also not the result of impaired vision. Children and adults with dyslexia simply have a neurological disorder that causes their brains to process and interpret information differently.

Dyslexia occurs among people of all economic and ethnic backgrounds. Often more than one member of a family has dyslexia. According to the National Institute of Child and Human Development, as many as 15 percent of Americans have major troubles with reading.

Much of what happens in a classroom is based on reading and writing. So it’s important to identify dyslexia as early as possible. Using alternate learning methods, people with dyslexia can achieve success….

A designer who has dyslexia has created a font to help dyslexic readers navigate text, designing letters in a way that avoids confusion and adds clarity. And in England, two researchers are compiling a dictionary that favors meaning over alphabetical order.

Roughly 10 percent of the world’s population is dyslexic. And as NPR’s Nancy Shute reported in 2012, “People with dyslexia are often bright and verbal, but have trouble with the written word.”

The people behind two new projects hope they can help change that.

Dutch designer Christian Boer’s Dyslexie font has been around for a while, but it’s been getting new attention thanks to being featured in the Istanbul Design Biennial.

The font defaults to a dark blue color, which Boer’s website says “is more pleasant to read for dyslexics.”

“When they’re reading, people with dyslexia often unconsciously switch, rotate and mirror letters in their minds,” Boer tells British design magazine Dezeen. “Traditional typefaces make this worse, because they base some letter designs on others, inadvertently creating ‘twin letters’ for people with dyslexia.”

To avoid confusion, Boer designed letters that have a heavier bottom half, making it less likely that a reader might flip them. He also made some openings larger, and slightly tilted some letters that closely resemble others — such as a “b” and a “d.”

In that sense, Boer’s font uses a similar approach to another font developed with dyslexics in mind. OpenDyslexic is a free, open-sourced font that’s also designed to help prevent confusion, as NPR reported last year….

MDRC report: New York City’s small schools raise graduation rates for disadvantaged students

MDRC, with a grant from the Gates Foundation, has been studying small schools in New York City for the past several years. Disadvantaged students are enabled in the small school setting, according to their findings.

Patricia Willens of NPR reported in the story, New Research Suggests Small High Schools May Help After All:

Findings from a new long-term study of small high schools in New York City show the approach may not only boost a student’s chances of enrolling in college but also cost less per graduate.

The city began an intensive push to create smaller learning communities in its high schools in 2002. That year, the city’s education department rolled out a districtwide lottery system for high school admission.

The study, by the research group MDRC, compares the academic outcomes of students in the small schools with a control group of students who sought admission, lost a lottery, and enrolled in other New York City high schools.

At the same time, then-Mayor Michael Bloomberg started creating hundreds of high schools enrolling about 100 students per grade — enrollments much smaller than the comprehensive high schools that had been the norm for decades.

These small schools shared some key characteristics: academic rigor, personalized relationships with teachers, and real-world relevance to the classroom lessons. Another key: outside funding, including from the Bill & Melinda Gates Foundation, the Carnegie Corp. of New York, and the Open Society Foundations. (Those three philanthropies are also supporters of NPR.)

The proportion of students who graduated from these high schools in four years and enrolled the next year in a post-secondary institution was 8.4 percentage points higher than in the control group, 49 percent, the MDRC study finds. In particular, the researchers found that the schools boosted college enrollment for black males by 11.3 percentage points, a 36 percent increase relative to their control group counterparts.

The small high schools included in the multiyear study also cost less per graduate. (New York, October 16, 2014) — MDRC, a nonprofit, nonpartisan education and social policy research firm, released new findings today from its rigorous multiyear study of small public high schools in New York City. The findings confirm that these schools, which serve mostly disadvantaged students of color, not only raise graduation rates by 9.4 percentage points, but they boost college enrollment by 8.4 percentage points. In addition, the small high schools achieve these gains at a lower cost per graduate than that of the high schools attended by students who had applied to these schools but were randomly assigned to other public high schools when small school slots were full.

Nearly all of the increase in high school graduation rates can be attributed to a rise in Regents diplomas attained, and the effects are seen in virtually every student group attending these schools, including male and female students of color, students with below grade level eighth-grade proficiency scores in math and reading, low-income students, and students in special education. The effects on postsecondary enrollment are seen for most student subgroups, including low-income students and students of color. For example, the schools boosted college enrollment by 11.3 percentage points for black males, a 36 percent increase relative to their control group counterparts.

“Our study confirms that New York City’s small public high schools are making a marked difference for a wide range of disadvantaged students, not only helping more of them to graduate with Regents diplomas but equipping them to actually take the next critical step into college,” said Gordon Berlin, President of MDRC.  “What is truly remarkable, though, about these results is that a high school reform has had a measurable effect on college-going and it has done so at scale — across scores of public high schools.”

More Detail on the Study and the Findings

The creation of small schools by the New York City Department of Education (NYCDOE) began in the 1990s. In 2002, the NYCDOE instituted a district-wide high school admissions process that emphasized student choice and began establishing over 100 new academically nonselective small public schools. Each enrolling approximately 100 students per grade in grades 9 through 12, these schools were created to serve some of the district’s most disadvantaged students. Besides being small, they emphasize academic rigor, personalized relationships among strong teachers and students, and real-world relevance of learning. MDRC’s study takes advantage of the lottery-like features in New York City’s high school admissions process that kick in when schools have more applicants than seats available to compare over time the academic outcomes of students who won their first lottery and enrolled in the small schools with those who sought admission, lost a lottery, and enrolled in other New York City high schools.

Previous reports by MDRC (in 2010, 2012, and 2013) showed marked increases in graduation rates for the cohorts of students who entered these small high schools in 2005, 2006, and 2007. This new report updates those findings with results from a fourth cohort of students who entered ninth grade in the fall of 2008. For the first time, the study also follows students into postsecondary education. A separate working paper contains a cost analysis. The study’s new findings include:

  • For all four cohorts of students, small high schools in New York City markedly increased high school graduation rates for large numbers of disadvantaged students of color, even as graduation rates were rising at other New York City high schools. For the full sample, students at small high schools have a graduation rate of 71.6 percent, compared with 62.2 percent for students in the control situation. The higher graduation rate was driven by students earning Regents diplomas. These effects were seen among nearly all subgroups of students who attended the small high schools.
  • Attending a small high school increased the percentage of students who graduated from high school in four years and enrolled the next year in a postsecondary institution by 8.4 percentage points (to 49.0 percent). Most subgroups, including black males, black females, and students eligible for free/reduced-price lunch, experienced these effects. Small high schools modestly increased enrollment rates in postsecondary schools at every selectivity level, including competitive and very competitive schools, as defined by Barron’s ratings.
  • The small high schools achieved these gains at a lower cost per graduate than that of the high schools attended by their control group counterparts — roughly 14 percent to 16 percent lower. This is in large part because more students successfully graduate from small high schools and fewer need to attend an expensive fifth year of high school.

What Are Small Schools of Choice?

Small schools of choice (SSCs) — a term coined by the researchers to emphasize the fact that these nonselective schools are open to and chosen by students of all academic levels — are more than just small. They were developed and approved through a competitive proposal process administered by the New York City Department of Education and designed to stimulate innovative ideas for new schools by a range of stakeholders and institutions, from educators to school reform organizations, led in part by New Visions for Public Schools and including the Urban Assembly, the Institute for Student Achievement, the College Board, and others. The resulting schools emphasize academic rigor; strong, sustained relationships between students and faculty; and community partnerships to offer relevant learning opportunities outside the classroom. Each SSC also received start-up funding as well as assistance and policy support from the district and other key players to facilitate leadership development, hiring, and implementation. These reform efforts were supported by a consortium of funders, led by the Bill & Melinda Gates Foundation, Carnegie Corporation of New York, and the Open Society Foundations, and were implemented in collaboration with the United Federation of Teachers and the Council of School Supervisors and Administrators. Prior research by the Research Alliance for New York City Schools suggests that teachers and principals at SSCs strongly believe that academic rigor and personal relationships with students contribute to the effectiveness of their schools.

How Was the Study Conducted?

As noted above, the study takes advantage of lottery-like features in New York City’s high school admissions process. Each year, NYC eighth-graders are required to select in rank order of priority up to 12 high schools that they want to attend; when an SSC has more applicants than spaces, the district’s High School Application Processing System uses a randomized process to break ties and assign students to the SSC or to another school in the district from each student’s list of preferences. This analysis examines lotteries that occurred in 84 of the 123 SSCs and provides the basis for an unusually large and rigorous study of the effects of enrolling in SSCs on students’ academic achievement; the study tracks more than 12,000 students in SSCs and other high schools in New York City. The study does not compare the SSCs to the large, failing high schools they replaced but, rather, to the other public high schools operating in the reform-rich atmosphere in New York City.

There are pros and cons to attending a small school.

Class sizes are usually smaller at small high schools. With fewer students in a class, students get more personal attention from their teachers. Shy students may feel more comfortable participating and asking questions and in more intimate class settings.

Fewer students equal fewer cliques. The atmosphere at small schools encourages close friendships since classmates get to know each other better than they would with thousands of peers in the same building. There is no opportunity to be anonymous, so students are more accountable to themselves. I knew the name of every student in my graduating class and the classes below me when I graduated from high school.

Cons*

Large high schools tend to have a more diverse student body. While smaller schools may foster an atmosphere for close friendships, it is less likely that their students will be exposed to as many different ethnicities and cultures as their large school counterparts.

With diversity comes differences. A small and less diverse school does not introduce students to various and opposing opinions. For students’ budding minds, the exploration of all ideas is important for their development and self-discovery.

Although there may be less competition for Editor of the school newspaper or yearbook, the choices for extra curricular activities are more limited at a small high school. For example, my high school did not have any sports teams. If one of my classmates would have liked to play competitive sports, she would have had to join a league or group not affiliated with our school – not as convenient as playing on your school team.

The facilities can also be limited as a small school. New research, led by King’s College London finds that the high heritability of exam grades reflects many genetically influenced traits such as personality, behaviour problems, and self-efficacy and not just intelligence.

The study, published in the Proceedings of the National Academy of Sciences (PNAS), looked at 13,306 twins at age 16 who were part of the Medical Research Council (MRC) funded UK Twins Early Development Study (TEDS). The twins were assessed on a range of cognitive and non-cognitive measures, and the researchers had access to their GCSE (General Certificate of Secondary Education) scores.

In total, 83 scales were condensed into nine domains: intelligence, self-efficacy (confidence in one’s own academic ability), personality, well-being, home environment, school environment, health, parent-reported behaviour problems and child reported behaviour problems.

Identical twins share 100% of their genes, and non-identical twins (just as any other siblings) share 50% of the genes that vary between people. Twin pairs share the same environment (family, schools, teachers etc). By comparing identical and non-identical twins, the researchers were able to estimate the relative contributions of genetic and environmental factors. So, if overall, identical twins are more similar on a particular trait than non-identical twins, the differences between the two groups are due to genetics, rather than environment.

Eva Krapohl, joint first author of the study, from the Institute of Psychiatry, Psychology & Neuroscience (IoPPN) at King’s, says: “Previous work has already established that educational achievement is heritable. In this study, we wanted to find out why that is. What our study shows is that the heritability of educational achievement is much more than just intelligence — it is the combination of many traits which are all heritable to different extents.

“It is important to point out that heritability does not mean that anything is set in stone. It simply means that children differ in how easy and enjoyable they find learning and that much of these differences are influenced by genetics.”

The researchers found that the heritability of GCSE scores was 62%. Individual traits were between 35% and 58% heritable, with intelligence being the most highly heritable. Together, the nine domains accounted for 75% of the heritability of GCSE scores.

Heritability is a population statistic which does not provide any information at an individual level. Significance
Differences among children in educational achievement are highly heritable from the early school years until the end of compulsory education at age 16, when UK students are assessed nationwide with standard achievement tests [General Certificate of Secondary Education (GCSE)]. Genetic research has shown that intelligence makes a major contribution to the heritability of educational achievement. Abstract
Because educational achievement at the end of compulsory schooling represents a major tipping point in life, understanding its causes and correlates is important for individual children, their families, and society. Here we identify the general ingredients of educational achievement using a multivariate design that goes beyond intelligence to consider a wide range of predictors, such as self-efficacy, personality, and behavior problems, to assess their independent and joint contributions to educational achievement. We use a genetically sensitive design to address the question of why educational achievement is so highly heritable. We focus on the results of a United Kingdom-wide examination, the General Certificate of Secondary Education (GCSE), which is administered at the end of compulsory education at age 16. GCSE scores were obtained for 13,306 twins at age 16, whom we also assessed contemporaneously on 83 scales that were condensed to nine broad psychological domains, including intelligence, self-efficacy, personality, well-being, and behavior problems. The mean of GCSE core subjects (English, mathematics, science) is more heritable (62%) than the nine predictor domains (35–58%). Each of the domains correlates significantly with GCSE results, and these correlations are largely mediated genetically. The main finding is that, although intelligence accounts for more of the heritability of GCSE than any other single domain, the other domains collectively account for about as much GCSE heritability as intelligence. Together with intelligence, these domains account for 75% of the heritability of GCSE. Finding that educational achievement is heritable certainly does not mean that teachers, parents or schools aren’t important. Education is more than what happens to a child passively; children are active participants in selecting, modifying, and creating their experiences – much of which is linked to their genetic propensities, known in genetics as genotype–environment correlation.”

Stavanger University study: Readers comprehend less on computer screens than paper texts

This is an absolutely jaw-dropping statistic. According the article, Opinion Brief: Detroit’s ‘shocking’ 47 percent illiteracy rate which was posted at The Week:

More than 200,000 Detroit residents — 47 percent of Motor City adults — are “functionally illiterate,” according to a new report released by the Detroit Regional Workforce Fund. That means they can’t fill out basic forms, read a prescription, or handle other tasks most Americans take for granted, according to the fund’s director, Karen Tyler-Ruiz, as quoted by CBS Detroit. Illiteracy is a global problem, with some geographic areas and populations suffering more from illiteracy than others.

Education Portal defines illiteracy in the article, Illiteracy: The Downfall of American Society:

Most people think of literacy as a simple question of being able to read. But while a young child who can work her way through a basic picture book is considered to have age-appropriate literacy levels, an adult who can only read at the most fundamental level is still functionally illiterate.
The world requires that adults not only be able to read and understand basic texts, but also be able to function in the workplace, pay bills, understand legal and financial documents and navigate technology – not to mention the advanced reading comprehension skills required to pursue postsecondary education and the opportunities that come with it.
As a result, when we talk about the effects of illiteracy on society, we’re talking primarily about what happens when you have a large number of adults whose literacy skills are too low to perform normal, day-to-day tasks. However, it is worth keeping in mind that childhood illiteracy is, of course, directly correlated to adult illiteracy.

The key concept is the individual cannot adequately function in the society in which they live. That means that tasks necessary to provide a satisfactory life are difficult because they cannot read and/or comprehend what they read.

The Guardian reported in the article, Readers absorb less on Kindles than on paper, study finds:

A new study which found that readers using a Kindle were “significantly” worse than paperback readers at recalling when events occurred in a mystery story is part of major new Europe-wide research looking at the impact of digitisation on the reading experience.
The study, presented in Italy at a conference last month and set to be published as a paper, gave 50 readers the same short story by Elizabeth George to read. Half read the 28-page story on a Kindle, and half in a paperback, with readers then tested on aspects of the story including objects, characters and settings.
Anne Mangen of Norway’s Stavanger University, a lead researcher on the study, thought academics might “find differences in the immersion facilitated by the device, in emotional responses” to the story. Her predictions were based on an earlier study comparing reading an upsetting short story on paper and on iPad. “In this study, we found that paper readers did report higher on measures having to do with empathy and transportation and immersion, and narrative coherence, than iPad readers,” said Mangen.

ABSTRACT Objective: To explore effects of the technological interface on reading comprehension in a Norwegian school context.
Participants: 72 tenth graders from two different primary schools in Norway.
Method: The students were randomized into two groups, where the first group read two texts (1400 – 2000 words) in print, and the other group read the same texts as PDF on a computer screen. In addition pretests in reading comprehension, word reading and vocabulary were administered. A multiple regression analysis was carried out to investigate to what extent reading modality would influence the students’ scores on the reading comprehension measure.
Conclusion: Main findings show that students who read texts in print scored significantly better on the reading comprehension test than students who read the texts digitally. Implications of these findings for policy making and test development are discussed.

Educators have long recognized the importance of vocabulary in reading and learning. Francie Alexander writes in the Scholastic article, Understanding Vocabulary:

Why is vocabulary s-o-o important?
Vocabulary is critical to reading success for three reasons:
1. Comprehension improves when you know what the words mean. Since comprehension is the ultimate goal of reading, you cannot overestimate the importance of vocabulary development.
2. Words are the currency of communication. A robust vocabulary improves all areas of communication — listening, speaking, reading and writing.

The Slow Reading Movement is part of the “slow movement” which aims to decrease the pace of life and promote greater comprehension. Holly Ramer of AP reports on the slow reading movement. The goal of reading is comprehension of the material. Begin to Read summarizes the goals of reading comprehension:
