The term “school choice” means giving parents the power and opportunity to choose the school their child will attend. Traditionally, children are assigned to a public school according to where they live. People of means already have school choice, because they can afford to move to an area according to the schools available (i.e. where the quality of public schools is high), or they can choose to enroll their child in a private school. Parents without such means, until recently, generally had no choice of school, and had to send their child to the school assigned to them by the district, regardless of the school’s quality or appropriateness for their child.

School choice means better educational opportunity, because it uses the dynamics of consumer opportunity and provider competition to drive service quality. This principle is found anywhere you look, from cars to colleges and universities, but it’s largely absent in our public school system and the poor results are evident, especially in the centers of American culture – our cities. School choice programs foster parental involvement and high expectations by giving parents the option to educate their children as they see fit. It re-asserts the rights of the parent and the best interests of child over the convenience of the system, infuses accountability and quality into the system, and provides educational opportunity where none existed before.

The University of Arkansas released How Has the Louisiana Scholarship Program Affected Students?

School choice is frequently hailed as a way to change the trajectories of lives in ways that will resonate for generations. While this is certainly true in terms of the educational achievement that leads to college, employment and the social mobility those bring, a new study is taking a look at how school choice also reduces crime.

In the past, families with the financial means to pay for private school have always had school choice. School vouchers are one way to expand choice to those without such advantages, by providing tuition assistance to students who could otherwise not afford it.

Wisconsin has one such program and The School Choice Voucher: A “Get Out of Jail” Card?, a paper released Tuesday by the University of Arkansas, examines crime rates in Milwaukee among students in voucher programs compared to students in traditional public schools. The study was conducted by Corey DeAngelis, a doctoral student in education policy, and Patrick J. Wolf, professor and 21st Century Chair in School Choice at the University of Arkansas.

It found that, not only do crime rates decline among students who participate in voucher programs, they continue to decline the longer a student is enrolled. “We conclude,” the paper says, “that merely being exposed to private schooling for a short time through a voucher program may not have a significant impact on criminal activity, though persistently attending a private school through a voucher program can decrease subsequent criminal activity, especially for males.”

Abstract:
In this article we examine crime rates for students in Milwaukee’s citywide voucher program and a comparable group of public school students. Using unique data collected as part of a state-mandated evaluation of the program, we consider criminal activity by students initially exposed to voucher schools and those in public schools at the same time. We also consider criminal activity by students that stayed in the voucher program through 12th grade compared to those who were in public schools at the same time. We show that the mere exposure to private schooling through a voucher is associated with lower rates of criminal activity but the relationship is not robust to different analytic samples or measures of crime. We find a more consistent statistically significant negative relationship between students that stayed in the voucher program through 12th grade and criminal activity (meaning persistent voucher students commit fewer crimes). These results are apparent when controlling for student demographics, test scores, and parental characteristics. We conclude that merely being exposed to private schooling for a short time through a voucher program may not have a significant impact on criminal activity, though persistence in a voucher program can decrease subsequent criminal activity.

Study Finds Connection Between School Voucher Use, Lower Crime Rates

An evaluation by University of Arkansas researchers of a Milwaukee school voucher program found that students who used the vouchers to attend a private high school were less likely to commit crimes than comparable students who attended Milwaukee public schools.

Corey DeAngelis, a doctoral student in education policy, and Patrick J. Wolf, who holds the Twenty-First Century Chair in School Choice, describe the results of the analysis in their paper titled “The School Choice Voucher: A ‘Get Out of Jail’ Card?” They presented the paper in January at the annual meeting of the Southern Political Science Association in San Juan, Puerto Rico.

The School Choice Demonstration Project based at the U of A and directed by Wolf has conducted several previous studies of the Milwaukee program, looking at student achievement, high school graduation rates, college enrollment rates, promotion of civic values and parental satisfaction and views of safety.

Schools also can be thought of as social institutions that aim to improve the non-cognitive skills of students, according to the paper, and the combination of academic achievement and non-cognitive advancement of students can lead to better life outcomes as measured by lifetime earnings, employment and citizenship. In the current study, citizenship of a given student was evaluated by looking at criminal activity as adults.

DeAngelis and Wolf used data from the Milwaukee Parental Choice Program to conduct the first analysis of the effect of a private school choice program on the criminal behavior of young adults. Milwaukee’s is the first urban publicly funded tuition voucher system, launched in 1990, and currently enrolls more than 27,000 students in more than 110 private schools.

The researchers matched students using the voucher with students in public schools using data on grade, neighborhood, race, gender, English language learner status, and math and reading tests. They also controlled for family characteristics such as income, family composition and parental education. They used the Wisconsin Court System Circuit Court Access system to search for cases involving former students who had been in the program during a longitudinal study from 2006 to 2011 and were 22 to 25 years old during the criminal database search.

The results indicated that using a voucher to attend private school reduces the likelihood of a student committing a misdemeanor as a young adult by 5 to 7 percentage points, or committing a felony by 3 percentage points, and of being accused of any crime by 5 to 12 percentage points. The effects of the voucher program on reducing crime rates are especially clear and large for men, who commit more crimes than do women.

There is no magic bullet or “Holy Grail” in education. There is only what works to produce academic achievement in each population of children. That is why school choice is so important. Moi does not have the dread of a well-defined voucher program targeted at at-risk children. The tax credit program is entirely a horse of a different color and should be discouraged.

University of Arkansas report: Charter school funding inequity expands

Charter schools invoke passion on both sides of the argument as to whether they constitute good public policy. BOULDER, CO (May 3, 2012) — Do charter schools live up to their supporters’ claim that they deliver a better education for less money?
While previous research has focused on the first half of that claim – education quality — a new report published by the National Education Policy Center examines the second half – what charters spend.
Schools operated by major charter management organizations (CMOs) generally spend more than surrounding public schools, according to Spending by the Major Charter Management Organizations: Comparing Charter School & Local Public District Financial Resources in New York, Ohio and Texas.
The finding is significant, especially when programs such as the U.S. Department’s “Race to the Top” are directing more resources to charters deemed to be successful. The NEPC report presents new research on this question by Rutgers University Education Professor Bruce Baker, working with University of Colorado Boulder doctoral students Ken Libby and Kathryn Wiley. The research team examined spending in New York City, Ohio and Texas.
“Charter school finances are hard to measure,” says Baker. “Charters generally receive both public and private funds. Also, in-kind assistance and resources from districts and states to charters vary greatly. Yet we can see that the most successful charters, such as KIPP and the Achievement First schools, have substantially deeper pockets than nearby traditional schools.”
The report explains that most studies highlighting or documenting a successful charter school have sidestepped or downplayed cost implications while focusing on specific programs and strategies in those schools. The broad conclusion across these studies is that charter schools or traditional public schools can produce dramatic improvements to student outcomes in the short- and long-term by implementing “no excuses” strategies and perhaps wrap-around services. Most charter school studies conclude that these strategies either come with potentially negligible costs, or that higher costs, if any, are worthwhile since they yield a substantial return.
But according to Spending by the Major Charter Management Organizations, a “marginal expense” may be larger than it sounds. An additional $1,837 expense in Houston for a KIPP charter school, where the average middle school operating expenditure per pupil is $7,911, equals a 23 to 30 percent cost increase.
“A 30 percent increase in funding is a substantial increase by most people’s definition,” says Baker.
The study compares per-pupil spending of charter schools operated by CMOs to the spending in nearby district schools. The report’s authors examined three years of data, including information on school-level spending per pupil, school size, grade ranges and student populations served. For charter schools, the report’s authors drew spending data from government (and authorizer) reports as well as IRS non-profit financial filings (IRS 990s). Notably, the data from these two different sources matched only for New York City; the data reported for Texas and Ohio from the two sources varied considerably.
The study found many high-profile charter network schools to be outspending similar district schools in New York City and Texas. But it also found instances where charter network schools are spending less than similar district schools, particularly in Ohio. In Ohio, charters across the board spend less than district schools in the same city.
In contrast, KIPP, Achievement First and Uncommon Schools charter schools in New York City, spend substantially more ($2,000 to $4,300 per pupil) than similar district schools. Given that the average spending per pupil was around $12,000 to $14,000 citywide, a nearly $4,000 difference in spending amounts to an increase of some 30 percent.
Similarly, some charter chains in Texas, such as KIPP, spend substantially more per pupil than district schools in the same city and serving similar populations. In some Texas cities (and at the middle school level), these charters spend around 30 to 50 percent more based on state reported current expenditures. If the data from IRS filings are used, these charters are found to spend 50 to 100 percent more.

Blogger Alyssa Morones posted the Education Week article, Charter Schools Receive Inequitable Funding, Says Report:

When it comes to public school funding, charters are getting the short end of the stick, researchers from the University of Arkansas say in a new report. The truth behind the numbers, though, remains up for debate.
The report, Charter School Funding: Inequity Expands, examines funding inequities that exist for public charter students, according to Nina Rees, President and CEO of the National Alliance for Public Charter Schools. According to the report, traditional public schools receive an average of $3,059 per pupil more than traditional charter schools—a gap that’s larger in urban areas. This gap has increased by more than 54 percent between 2007 and 2011.
The inequity is caused mostly by differences in state-level funding, according to the report.
“The underlying causes of state funding and inequities are structural in nature,” said Jay May, a researcher at the University of Arkansas, in an interview with Education Week.
Dollars that flow outside of the funding formula or funds from city agencies that charters cannot access are two contributors to funding disparities.
“For me, this is a matter of equity,” said Larry Maloney, also a researcher. “Particularly when you look at the type of students in charters. They’re not the elite of our country. They are students with high need.”
While the disparities in funding reported by the study are the aggregate of a number of sources, the researchers call on states in particular to close these gaps. State practices that widen the funding gaps include denying charters some funding distributed to traditional public schools in the state funding formula, prohibitions on access to local funding, and reduced or no access to public facility funding.
The issue of charter funding and the disparities that exist may be even more complicated than the report makes out, though….
According to Miron, charter schools already have a cost advantage not captured and explained by the data present in the report….
In fact, in his previous studies, Miron found that charters actually have a cost advantage, because charters do not have to provide the same services or have the same expenditures as traditional public schools.Transportation costs, for example, are an area in which charters have a funding advantage. Districts are required to provide student transportation while charters are not.
Miron also iIsagreed with the report’s claim that charters do not receive more private and philanthropic funds than traditional public schools. In order to get a more accurate picture, he said, researchers must look at data beyond the federal data set, for which most charters reported zero dollars under private revenues.
Miron said that tax forms and school audits he examined in his own research revealed considerable money that comes into charters—money that the federal data did not reveal, in large part because the money was being received and spent by separate foundations or trusts established to serve a specific charter.

Center for Education Reform commented in Charter Funding: Inequity Expands:

Charter schools receive significantly less per-pupil funding than traditional public schools, according to an April 2014 study from the University of Arkansas. On average, charter schools receive 28.4 percent less for each student than their traditional counterparts, amounting to $3,814 less per year. Over time, the funding disparity between districts and charter schools has increased by 54 percent in eight years, as charter enrollment has continued to grow. Funding gaps vary from state to state, but researchers found that the gap is widest at the local level, where on average charter schools receive $1,780 per pupil from local sources, compared with $5,230 received by traditional schools. Moreover, there is overwhelming evidence that state funding inequities are structural in nature, and charter funding can’t possibly be resolved without starting over. WASHINGTON, D.C. – Today the University of Arkansas released a report that shows public charter schools now receive $3,509 less per pupil than traditional public schools. Charter Funding: Inequity Expands reveals the disparity is greatest in major cities and that the funding gap has grown in recent years.
“This report is a stark reminder of the funding inequity that exists for public charter school students,” said Nina Rees, President and CEO of the National Alliance for Public Charter Schools. “One in 20 children in America now attends a public charter school and there is no justifiable reason why their schools should receive fewer dollars than other public schools. What makes this particularly frustrating is that the disparity continues to grow, rising by nearly 55 percent over the past eight years. We must remind state and local leaders of the impact their policy decisions have on our students and work to ensure we are closing this funding gap.”
The report, based on data from Fiscal Year 2011, found state funding deficits ranged from $365 in New Mexico to as much as $12,736 in Washington, D.C. In urban areas the disparity was greatest – on average traditional public schools received $4,352 more per pupil than charter schools. The report also found that public charter schools received fewer private and philanthropic donations per pupil than traditional public schools.
Since 2010, all but one independent research study has found that students in charter schools do better in school than their traditional school peers. For example, one study by the Center for Research on Education Outcomes at Stanford University found that charter schools do a better job teaching low income students, minority students, and students who are still learning English than traditional schools. Separate studies by the Center for Reinventing Public Education and Mathematica Policy Research have found that charter school students are more likely to graduate from high school, go on to college, stay in college and have higher earnings in early adulthood.
“Public charter schools have proven time and again that they are doing an effective job educating some of our most disadvantaged kids,” Rees continued. “But too often, potential school leaders are discouraged from opening a charter school due to limited resources. We should be doing everything we can to make sure more public charter schools are able to access the resources they need to offer high-quality education options.”

This blog wholeheartedly supports charters, but more important, this blog supports school choice. One of the principles of this blog is that all children have a right to a good basic education. There are a variety of ways that each child will receive that good basic education and the choice should be left to the parents or guardians. The only caveat should be that if the education option is failing to educate that child, there should be other alternatives to choose from. Charters are governed by state law which authorizes them and sets the parameters for operation. One of the reasons many support charters is it is at least theoretically possible for failing schools to be closed. There are going to be good education options of all types and there will be failures of public school, private schools, and homeschools. Just as success is not attributed to all choices in a category, the fact that a public school or charter school is a failure does not mean that ALL public schools or ALL charter schools are failure. People, use a little discernment. Many are so caught up in their particular political agenda that they lose sight of the goal, which is that all children have a right to a good basic education.

Small colleges face fight for survival

College Data describes what is meant by a small college in the post, College Size: Small, Medium or Large?

Colleges Considered Small, Medium, or Large
• Colleges considered “small” have fewer than 5,000 students. These are typically private colleges like Hobart, Colgate, Grinnell, and Reed. Yet, it is entirely possible to find small public colleges, such as SUNY Geneseo and Delaware State University.
• Many colleges fall into the “medium” category, between 5,000 to 15,000 students. Yale, Brown, Howard, Duke, University of Arkansas, University of Montana, and Binghamton University are all medium-sized.
• “Large” usually means more than 15,000 students. University of Southern California, New York University, and University of Pennsylvania qualify as large on the private side; UCLA, Michigan State, and University of Texas at Austin on the public side. A label of “huge” would be more accurate for those public universities that have more than 30,000 students.
The Social Side of College Size
Deciding between a large college and a small college often comes down to the social environment you prefer. Knowing whether you feel more comfortable as “a small fish in a big pond” or a “big fish in a small pond” can help you make a decision.
• Smaller schools can easily set the stage for camaraderie and team spirit. You can get to know just about everybody in a small school, and see familiar faces whether you are in the library, the cafeteria, the quad, or in class.
• Larger colleges may seem impersonal on the surface, but most offer many opportunities to become part of a smaller community of students with common interests. You may need a bit of self-control to say “no” to all the socializing that tempts you away from your studies.
Small Colleges Don’t Have a Monopoly on Small Classes
Small colleges are more likely to offer classes with fewer students, enabling professors to give students more individual attention. At larger colleges, classes may be more lecture-oriented. But many such classes are supported by lively discussion sessions. There should not be a one-size-fits-all in education. Many small colleges are facing financial challenges which they may not survive.

Michael McDonald of Bloomberg reported in the article, Small U.S. Colleges Battle Death Spiral as Enrollment Drops:

Dozens of schools have seen drops of more than 10 percent in enrollment, according to Moody’s. As faculty and staff have been cut and programs closed, some students have faced a choice between transferring or finishing degrees that may have diminished value…
The number of private four-year colleges that have closed or were acquired doubled from about five a year before 2008 to about 10 in the four years through 2011, according to a study last year by researchers at Vanderbilt University in Nashville, Tennessee, citing federal data. Plus, among all colleges, 37 merged in the three years through 2013, more than triple the number from 2006 to 2009, according to Higher Education Publications Inc., a Reston, Virginia-based directory publisher.
‘Difficult Steps’
“There will clearly be some institutions that won’t make it and there will be some institutions that will be stronger because of going through these difficult steps,” said David Warren, president of the Washington-based National Association of Independent Colleges and Universities….
Harvard Business School professor Clayton Christensen has predicted that as many as half of the more than 4,000 universities and colleges in the U.S. may fail in the next 15 years. The growing acceptance of online learning means higher education is ripe for technological upheaval, he has said…
“I’m not sure a lot of these institutions have the cushion to experiment with how to stay afloat,” said Michelle Weise, a senior research fellow at the Clayton Christensen Institute for Disruptive Innovation, a think tank the Harvard professor helped establish in San Mateo, California.
Franklin Pierce University in Rindge, New Hampshire, said in January that it would discontinue six majors, said Lisa Murray, a spokeswoman for the school, which has about 1,400 undergraduates.
Ratings Cut
Net tuition revenue fell 14 percent to $30.3 million last year from 2009 as Franklin Pierce boosted financial aid to attract freshmen and keep students from transferring. Standard & Poor’s cut the Rindge, New Hampshire-based school’s credit rating last year to B, five steps below investment grade, from BB. Moody’s reduced its rating to B3 from B1 the year prior.
“Disheartening is certainly a valid term,” said Carl Brezovec, a math professor whose program will no longer be offered as a major, the second time it’s been cut in a decade.
Ashland University, a 136-year-old college in Ohio, reduced tuition by about $11,000 — and direct aid commensurately — for the coming school year, with the goal that a lower-tuition/lower-discount model will eliminate sticker shock and lure students. In November, Moody’s downgraded Ashland’s rating to Caa2, eight levels below investment grade, saying the probability it will default has increased after three years of enrollment declines….
Enrollment Targets
Even wealthier schools are working to plug budget gaps. Yeshiva University in New York, which has a $1.2 billion endowment, has been selling real estate around its campus.
Some colleges are looking beyond belt-tightening for more permanent solutions. Morgan State University in Baltimore, a historically black college, is targeting more Hispanic applicants and those of other ethnicities, according to Moody’s. Chatham University in Pittsburgh, whose undergraduate program is women-only, said in February it was considering going co-ed to boost enrollment.
All of the schools in the Vanderbilt study that closed in recent years were small, with fewer than 1,000 students and average assets of less than $50 million. Most had endowments of about $1 million. Many were religious, such as Bethany University in Scotts Valley, California, which shut in 2011. Some folded into other colleges such as Southern New England School of Law, whose assets were acquired by the University of Massachusetts in 2010.

“We haven’t hit bottom yet,” said Glenn Harlan Reynolds, a law professor at the University of Tennessee in Knoxville and author of the book, “The New School: How the Information Age Will Save American Education From Itself.” Students are shopping for a less expensive education as the cost of college has increased and the job market worsened, he said.
“It’s a question of return on investment,” Reynolds said.
Declining enrollment has forced many colleges to offer deeper tuition discounts to attract students, according to the National Association of College and University Business Officers. The average freshman discount rate rose to 45 percent in 2012 from about 40 percent in 2008, according to Nacubo.

There are many reasons to go to a small college.

Jeremy S. Hyman and Lynn F. Jacobs wrote in the U.S. News article, 10 Reasons to Go to a Small College:

1. You get small classes. Unlike large research universities where you could regularly find yourself in lecture halls with many hundreds of other students, at a small college you’ll rarely be in classes of more than 50 students; in most cases two-thirds of your classes will have fewer than 20 students. (Again, the U.S. News Best Colleges rankings include the percentage of classes under 20 at each school.) The small class environment will give you a much greater opportunity to ask questions, participate in discussion, and have a professor who actually knows who you are. It’s always nice to be a real person, rather than a nameless spectator in the crowd of a mega-university.

2. All the teaching is done by professors. Since most small colleges only grant undergraduate degrees, they don’t have graduate students. And if you don’t have graduate students, you don’t have to stick graduate students in the classroom to get trained on how to be a professor. This means that you won’t have to deal with inexperienced TA’s teaching your class. (It doesn’t mean that you might not get stuck with inexperienced young professors. But with many colleges “tenured in,” and with not much chance for professors to change jobs in this ultra-tight economy, there should be fewer beginning professors compared to the steady stream of green graduate students coming into the research university.)

3. Your professors will be more committed to teaching. At many research universities, “publish or perish” is still the phrase of the day. As a result, professors there who seek tenure and promotion have to make research their No. 1 priority and teaching, at best, No. 2….
4. Your work will be evaluated more carefully. In larger schools, professors, TA’s, and/or graders have to rush through huge stacks of papers and exams to grade (that is, when they haven’t relegated the grading to a computer), so they don’t have much time to offer feedback and suggestions on individual pieces of work….
5. You’ll have a chance to write more papers. Grading papers is quite time consuming and papers are one of the first things to go when an instructor is faced with a large class. The limited size of classes at small colleges, though, makes it possible for professors to assign more written work (or other sorts of projects)….
6. You’ll have more opportunity for one-on-one contact with your professor. At the big universities, your professor may just be a speck in the distance, someone you would never dare approach….
7. You’ll have more freedom in the curriculum. Often smaller colleges are more flexible about requirements and give you more leeway to construct programs that meet your individual interests….
8. You’ll have more opportunities to collaborate with a professor. At larger schools, the are endless hordes of graduate students waiting in line to partner with a professor in his or her research program. At smaller schools, it’s the undergraduates who are called upon to look up the sources, help conduct the experiments, and often even write up—or present at a conference—the findings with the professor…..
9. You’ll face less bureaucracy. At small colleges you will be spared the endless lines at registration, the hand-to-hand combat to get into closed classes, and the sprinting between innumerable offices to try to get your simplest questions answered. Sounds like a good deal, doesn’t it?
10. You get the feeling that you count. Large universities can be very alienating places. There it’s easy to feel that no one cares about you and whether you learn anything. A college degree is no guarantee of either employment or continued employment. Still, because of the economic uncertainty there is an “arms race” in education. University of Arkansas study finds Milwaukee voucher students go to college at higher rate

Perhaps, the best testimonial about parental choice comes from an editorial which describes the emotions of one parent. In the NY Daily News editorial, My Baby is Learning this was the description of the protest in support of charter schools:

Those words were spoken by a mother who had brought her child for the first day of classes at Harlem Success Academy 2 Charter School – and faced loud protesters with her youngster.

The demonstrators were part of a movement that portrays charter schools as an elitist threat to public education. They are not. They are publicly funded schools that admit neighborhood kids by lottery. Their students far outperform children in traditional public schools.

Charters have proliferated in Harlem, and thousands of parents have children on waiting lists – a trend that has driven activists, including state Sen. Bill Perkins, into shamefully charging that charters are creating a separate and “unequal” system.

But parents, the vast majority of them minorities, know better. Like the woman who confronted the protesters, they’re flocking to charters as a way out of failing local schools. And the bottom line for them is crystal-clear: Their babies are learning. 

The only way to overcome the great class divide is to give all children a first class education.

The only perfect choice is school choice.

The Center for Education Reform defines School Choice

The term “school choice” means giving parents the power and opportunity to choose the school their child will attend. Traditionally, children are assigned to a public school according to where they live. People of means already have school choice, because they can afford to move to an area according to the schools available (i.e. where the quality of public schools is high), or they can choose to enroll their child in a private school. Parents without such means, until recently, generally had no choice of school, and had to send their child to the school assigned to them by the district, regardless of the school’s quality or appropriateness for their child.

School choice means better educational opportunity, because it uses the dynamics of consumer opportunity and provider competition to drive service quality. This principle is found anywhere you look, from cars to colleges and universities, but it’s largely absent in our public school system and the poor results are evident, especially in the centers of American culture – our cities. School choice programs foster parental involvement and high expectations by giving parents the option to educate their children as they see fit. It re-asserts the rights of the parent and the best interests of child over the convenience of the system, infuses accountability and quality into the system, and provides educational opportunity where none existed before.

     School vouchers, also known as scholarships, redirect the flow of education funding, channeling it directly to individual families rather than to school districts. This allows families to select the public or private schools of their choice and have all or part of the tuition paid. Scholarships are advocated on the grounds that parental choice and competition between public and private schools will improve education for all children. Vouchers can be funded and administered by the government, by private organizations, or by some combination of both.

     Government-run voucher programs are very controversial, and they have been criticized from two very different angles. The first body of criticism alleges that competitive markets are not well suited to the field of education, and that any school reform based on privatization, competition, and parental choice is doomed to failure. The second body of criticism states that government-funded scholarships would not create a genuinely free educational market, but instead would perpetuate dependence on government funding and regulation to the continued detriment of families. Charter schools and vouchers are possible options in the theory of “school choice.”

Andrew Rotherham has an excellent article in Time, The 5 Biggest Myths About School Vouchers

1. Vouchers skim the best students from public schools. Although many voucher proponents want universal vouchers, today, the programs are targeted to specific populations, for instance low-income students or students with disabilities. So while vouchers don’t generally serve the absolute poorest of the poor, they do not skim off the most affluent or easiest-to-educate students either….

2. Students who receive vouchers do better academically than their public school peers. That depends on the measure. Overall the test scores of students who use vouchers are largely indistinguishable from students who stay behind in public schools. On the other hand, parent satisfaction is generally greater among parents whose children received vouchers. And while it’s too soon to tell for sure, there is some evidence that other outcomes, for instance graduation rates, may be better for students who receive vouchers. ….

3. Vouchers drain money from the public schools. It seems obvious that taking money from the public schools and sending it to private schools would leave public schools with less money. But in the through the looking glass world of school finance, things rarely are what they seem. In Milwaukee for instance, Robert Costrell of the School Choice Demonstration Project analyzed the financial outcomes of the voucher program and found that it is saving money in Wisconsin. And, in Washington, D.C. there was an infusion of federal funds into the city’s public schools in exchange for the passage of the voucher program.

4. Vouchers make all schools get better because they have to compete for students. It seems logical to assume that forcing schools to vie for students will improve quality. But schools are not economic entities like a store and respond differently to competition — for instance by going to court or to lobby state legislators. There have been vouchers for years in Cleveland and Milwaukee yet the schools there are still generally poor quality. In Washington almost a third of the city’s students were using various choice options (mostly charter schools) before the public schools began to make real changes. But, we’re still learning. Researchers at the National Center for Analysis of Longitudinal Data in Education Research have found evidence that competition improved schools in Florida.

5. Private, parochial, or even public charter schools are better than regular public schools. Parents should worry a lot less about the legal status of a particular school than whether it’s the right school for their child. A good fit depends on a host of factors including a strong academic program, successful outcomes, a clear curriculum, areas of emphasis like arts or technology, and even lifestyle factors such as limiting time spent in transit or a year-round schedule. Just because a school is private doesn’t mean it is better overall or better for your child and even in places where the public schools are struggling overall there are often hidden gems. ….

FAYETTEVILLE, Ark. – A school voucher program in Milwaukee increased the chances of students graduating from high school and going on to college, according to the School Choice Demonstration Project based at the University of Arkansas.

Researchers will wrap up five years of evaluations of the Milwaukee Parental Choice Program on Monday, Feb. 27, with two panel presentations and discussion of the demonstration project’s findings in Milwaukee.

The Milwaukee Parental Choice Program was the first school voucher program of its kind when it started in 1990. In 2006, Wisconsin policymakers mandated that the School Choice Demonstration Project lead a five-year evaluation of the Milwaukee program.

“Our clearest positive finding is that the Choice Program boosts the rates at which students graduate from high school, enroll in a four-year college, and persist in college,” said John Witte, professor of political science and public affairs at the University of Wisconsin-Madison. “Since educational attainment is linked to positive life outcomes such as higher lifetime earnings and lower rates of incarceration, this is a very encouraging result of the program.”

Witte worked on the evaluations with Patrick Wolf, holder of the Twenty-First Century Chair in School Choice at the University of Arkansas and director of the School Choice Demonstration Project, and a team of researchers. The evaluations covered numerous aspects of the program, including academic achievement, parental satisfaction and cost-savings.

“Our final set of reports on the Milwaukee Parental Choice Program represent the last word on the first private school choice program targeted to low-income inner-city students in the U.S. – a pioneering program that operated for 22 years and paved the way for 25 voucher and tax-credit scholarship programs that have come in its wake,” Wolf stated in the summary of final reports. “Our findings include several ‘no significant difference’ results but also some evidence that participation in MPCP or enrollment in an independent public charter school has produced better student outcomes than those experienced by similar students in Milwaukee Public schools.”

Release of the demonstration project’s final report and accompanying discussion will take place between 8 and 11:30 a.m. Monday, Feb. 27, at the Italian Community Center, 631 E. Chicago St., Milwaukee. The reports may also be accessed online at the School Choice Demonstration Project website. In addition to researchers’ reports, today’s event will include comments from several leading figures in Wisconsin education, including Bob Peterson of the Milwaukee Teachers Education Association, Brother Bob Smith of Messmer Schools, Jim Bender of School Choice Wisconsin, and Mark Blitz of the University of Wisconsin -Madison.

The evaluation concluded that, when similar students in the voucher program and in Milwaukee Public Schools were compared, the achievement growth of students in the voucher program was higher in reading but similar in math. When a snapshot of students in the voucher program who took the state accountability test was compared to a snapshot of the performance of Milwaukee Public School students with similar income disadvantages, the students in the voucher program performed at higher levels in the upper grades in reading and science but at lower levels in math at all grade levels examined and in reading and science in fourth grade.

The researchers also were able to estimate that 7.5 to 14.6 percent of students in the voucher program have a disability. Even the low end of that range is more than four times higher than the disability rate previously reported by the Wisconsin Department of Public Instruction based merely on the number of voucher students who received special accommodations while testing.
