House politics attempt to intervene in school lunch program

President Harry S. Truman began the national school lunch program in 1946 as a measure of national security. He did so after reading a study that revealed many young men had been rejected from the World War II draft due to medical conditions caused by childhood malnutrition. Since that time more than 180 million lunches have been served to American children who attend either a public school or a non-profit private school.

In 1966, President Lyndon Johnson extended the program by offering breakfast to school children. It began as a two years pilot program for children in rural areas and those living in poorer neighborhoods. It was believed that these children would have to skip breakfast in order to catch the bus for the long ride to school. There were also concerns that the poorer families could not always afford to feed their children breakfast. Johnson believed, like many of us today, that children would do better in school if they had a good breakfast to start their day. The pilot was such a success that it was decided the program should continue. By 1975, breakfast was being offered to all children in public or non-profit private school. This change was made because educators felt that more children were skipping breakfast due to both parent being in the workforce.

In 1968, a summer meals program was offered to low income children. Breakfast, lunch and afternoon snacks are still available to students each year, during the summer break. Any child in need can apply for the program at the end of the school year. Parents that are interested in the summer meals program should contact their local school administration.

Nirvi Shah reports in the Education Week article, U.S. House Offers Not-So-Fresh Version of Fruit and Vegetable Program:

For at least the second time, a U.S. House of Representatives committee is offering a version of the massive farm bill that would dramatically change a snack program that is intended to develop a taste for fresh produce in children from low-income families.

In the version of the Federal Agriculture Reform and Risk Management Act marked up by the House Agriculture Committee this week, the word “fresh” is stricken from language about the Fresh Fruit and Vegetable Program.

The program, created 11 years ago, provides snack-sized servings of fresh fruits and vegetables to children in high-poverty schools, children who are the least likely to be exposed to these items outside of school. (Fresh produce can cost far more than dried, canned, or frozen versions, and more than fried, salty, and sugary snacks.) The theory is that, by introducing the items to children, they will develop a taste for them, making them lifelong consumers of items like kale, carrots, and cantaloupe.

One recent study showed that kids at schools with the program actually do eat more fruits and vegetables.

“This is targeted at children most likely not to have access to fresh items,” said Kristy Anderson, the government relations manager for the American Heart Association. Her organization supports serving children other forms of fruits and vegetables—canned, frozen, and dried—at school meals, but it wants to see the integrity of this program remain intact.

“This could open doors to a whole cadre of things that aren’t even fruits and vegetables,” Anderson told me.

She said it would only take the creativity of food engineers to change the program completely. Sugary fruit snacks, high-calorie trail mix, and even fruit-based candy could end up in the program if it’s changed. “I’m sure somebody out there could figure that out.”

Why change the program? It’s worth about $150 million per year—a lot of money over the five-year life span of the farm bill—and could open up a new market for frozen, canned, and dried fruit and vegetable companies, and possibly others in the food industry.

I talked to some schools about the possibility of this change when it came up last year, and they didn’t like it.

Fifty-five percent of  food-insecure households participated in one or more of the three largest Federal food and nutrition assistance programs ( USDA 2008, p. iv.) The programs are the Supplemental Nutrition Assistance Program (SNAP), the new name for the food stamp program (Wikipedia 2010), the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) (Wikipedia 2010), and the National School Lunch Program (Wikipedia 2010).

SNAP/Food stamps  The Food Stamp Program, the nation’s most important anti-hunger program, helps roughly 40 million low-income Americans to afford a nutritionally adequate diet. More than 75 percent of all food stamp participants are in families with children; nearly one-third of participants are elderly people or people with disabilities.  Unlike most means-tested benefit programs, which are restricted to particular categories of low-income individuals, the Food Stamp Program is broadly available to almost all households with low incomes. Under federal rules, to qualify for food stamps, a household must meet three criteria (some states have raised these limits)….

National School Lunch Program The National School Lunch Program is a federally assisted meal program that provides nutritionally balanced, low-cost or free lunches to children from low income families, reaching 30.5 million children in 2008.  Children from families with incomes at or below 130 percent of the poverty level are eligible for free meals. Those with incomes between 130 percent and 185 percent of the poverty level are eligible for reduced-price meals, for which students can be charged no more than 40 cents. (For the period July 1, 2009, through June 30, 2010, 130 percent of the poverty level is $28,665 for a family of four; 185 percent is $40,793.) Children from families with incomes over 185 percent of poverty pay a full price, though their meals are still subsidized to some extent by the program. Program cost was $9.3 billion in 2008. Ron Nixon reports on the weasels in Congress who backed down on new rules which would provide more nutritious meals for school children. Many of these children rely on school breakfasts and/or lunches as their primary source of nutrition for the day. In the New York Times article, Congress Blocks New Rules on School Lunches, Nixon reports:

A slice of pizza still counts as a vegetable.

In a victory for the makers of frozen pizzas, tomato paste and French fries, Congress on Monday blocked rules proposed by the Agriculture Department that would have overhauled the nation’s school lunch program.

The proposed changes — the first in 15 years to the $11 billion school lunch program — were meant to reduce childhood obesity by adding more fruits and green vegetables to lunch menus, Agriculture Department officials said. 

The rules, proposed last January, would have cut the amount of potatoes served and would have changed the way schools received credit for serving vegetables by continuing to count tomato paste on a slice of pizza only if more than a quarter-cup of it was used. The rules would have also halved the amount of sodium in school meals over the next 10 years.

But late Monday, lawmakers drafting a House and Senate compromise for the agriculture spending bill blocked the department from using money to carry out any of the proposed rules.

In a statement, the Agriculture Department expressed its disappointment with the decision.

While it is unfortunate that some in Congress chose to bow to special interests, U.S.D.A. remains committed to practical, science-based standards for school meals that improve the health of our children,” the department said in the statement.

Food companies including ConAgra, Coca-Cola, Del Monte Foods and makers of frozen pizza like Schwan argued that the proposed rules would raise the cost of meals and require food that many children would throw away.

The companies called the Congressional response reasonable, adding that the Agriculture Department went too far in trying to improve nutrition in school lunches.

Study: Parental unemployment adversely affects children

Nirvi Shah writes in the Education Week article, Parents’ Unemployment Affects Students at Home, School:

About 6.2 million children lived in families with unemployed parents in 2012, and that number rises to 12.1 million American children—about one in six—when including families with unemployed or underemployed parents during an average month of 2012. That’s a decrease from 2010, when the figure was about 13.5 million children, but a huge increase from 2007, when the number was 7.1 million children.

These children may especially feel the effects of their parents’ unemployment in their education, the report says:

One of the earliest signs that children are not doing well is their school performance. Several studies have documented lower math scores, poorer school attendance, and a higher risk of grade repetition or even suspension or expulsion among children whose parents have lost their jobs. …[P]arental job loss increases the chances a child will be held back in school by nearly 1 percentage point a year, or 15 percent.

But the effects of parental job loss can persist as children age: The report notes that low-income youth whose parents lose a job have lower rates of college attendance. Washington – Federal benefits are largely failing to reach children affected by unemployment, according to a report released today by the bipartisan children’s advocacy organization First Focus.

“One in six children live with an unemployed or underemployed parent, so our leaders should be doing everything they can to prevent kids from falling through the cracks,” said First Focus president Bruce Lesley.

Unemployment from a Child’s Perspective, authored by Julia Isaacs of the Urban Institute, examined the reach of three federal initiatives designed to help the families of the unemployed; Unemployment Insurance (UI), the Supplemental Nutrition Assistance Program (SNAP, formerly known as food stamps), and Temporary Assistance for Needy Families (TANF); and found:

  • UI reaches just 36 percent of children with at least one unemployed parent.
  • More than one fourth (29 percent) of children with unemployed parents have incomes limited enough to be eligible for and receive SNAP and/or TANF, but did not receive the larger UI benefits in the last year.
  • The remaining 35 percent of children impacted by parental unemployment do not receive any of these three benefits designed to support unemployed or low-income families.

Families experiencing long-term unemployment and the exhaustion of available federal unemployment benefits are particularly vulnerable to economic stress. This group has more than tripled since before the recession to 2.8 million children, or almost half of all children living with an unemployed parent. Poverty nearly tripled among parents who remained out of work for six months or longer.

While 9 percent of children experience parental unemployment overall, children from families of color are disproportionately impacted:

  • 14 percent of African-American children live with at least one unemployed parent.
  • 11 percent of Latino children live with at least one unemployed parent.
  • 7 percent of Caucasian children live with at least one unemployed parent.
  • 6 percent of Asian children live with at least one unemployed parent.

The analysis also shows that economic stress can have significant consequences for children. Job loss can have a negative impact on family dynamics through increased parental irritability, depression, and higher levels of family conflict. Family unemployment has a marked impact on children, including documented lower math scores, poorer school attendance, higher risk of grade repetition, and suspension/expulsion.

The report cites recent threats to federal funding for unemployment insurance, SNAP, and TANF. The federal budget resolution passed last week by the U.S. House of Representatives would make deep cuts to SNAP and other anti-poverty initiatives.

“This is an important reminder that kids are still recovering from the recession, and parents should expect their lawmakers to deliver a federal budget that invests in our children,” said Lesley.

Richard D. Kahlenberg, a senior fellow at The Century Foundation wrote the informative Washington Post article, How to attack the growing educational gap between rich and poor:

In fact, research published by The Century Foundation and other organizations going back more than a decade shows that there are an array of strategies that can be highly effective in addressing the socioeconomic gaps in education:

* Pre-K programs. As Century’s Greg Anrig has noted, there is a wide body of research suggesting that well-designed pre-K programs in places like Oklahoma have yielded significant achievement gains for students. Likewise, forthcoming Century Foundation research by Jeanne Reid of Teachers College, Columbia University, suggests that allowing children to attend socioeconomically integrated (as opposed to high poverty) pre-K settings can have an important positive effect on learning.

* Socioeconomic Housing Integration. Inclusionary zoning laws that allow low-income and working-class parents and their children to live in low-poverty neighborhoods and attend low-poverty schools can have very positive effects on student achievement, as researcher David Rusk has long noted. A natural experiment in Montgomery County, Maryland, showed that low-income students randomly assigned to public housing units and allowed to attend schools in low-poverty neighborhoods scored at 0.4 of a standard deviation higher than those randomly assigned to higher-poverty neighborhoods and schools. According to the researcher, Heather Schwartz of the RAND Corporation, the initial sizable achievement gap between low-income and middle-class students in low-poverty neighborhoods and schools was cut in half in math and by one-third in reading over time.

* Socioeconomic School Integration. School districts that reduce concentrations of poverty in schools through public school choice have been able to significantly reduce the achievement and attainment gaps. In Cambridge, Massachusetts, for example, where a longstanding socioeconomic integration plan has allowed students to choose to attend mixed-income magnet schools, the graduation rate for African American, Latino, and low-income students is close to 90 percent, far exceeding the state average for these groups.

* College Affirmative Action for Low-Income Students. Research finds attending a selective college confers substantial benefits, and that many more low-income and working-class students could attend and succeed in selective colleges than currently do. Research by Anthony Carnevale and Stephen J. Rose of Georgetown University for the Century volume, America’s Untapped Resource: Low-Income Students in Higher Education , found that selective universities could increase their representation from the bottom socioeconomic half of the population from 10 percent to 38 percent, and overall graduation rates for all students would remain the same.

In addition to these ideas, Century Foundation research by Gordon MacInnes has highlighted promising programs to promote the performance of low-income students in New Jersey. Forthcoming research will suggest ways to revitalize organized labor, a development that could raise wages of workers and thereby have a positive impact on the educational outcomes of their children. We will also be exploring ways to strengthen community colleges as a vital institutions for social mobility.

Sabrina Tavernise wrote an excellent New York Times article, Education Gap Grows Between Rich and Poor, Studies Say:

It is a well-known fact that children from affluent families tend to do better in school. Yet the income divide has received far less attention from policy makers and government officials than gaps in student accomplishment by race.

Teachers and schools have been made TOTALLY responsible for the education outcome of the children, many of whom come to school not ready to learn and who reside in families that for a variety of reasons cannot support their education. All children are capable of learning, but a one-size-fits-all approach does not serve all children well. Different populations of children will require different strategies and some children will require remedial help, early intervention, and family support to achieve their education goals.

Samreen Hooda writes about a new study from the National Center for Education Statistics (NCES) in the Huffington Post article, Poverty Drives College Attainment Gaps: Education Department Report:

According to the study, much of the divide in educational limitations arises from poverty which “poses a serious challenge to a child’s ability to succeed in school and its prevalence is markedly higher among certain racial/ethnic groups than in others.”

Parental education levels also tend to influence how well students perform in school. Students whose parents are highly educated tend to have higher success rates. Executive Summary

Numerous studies, including those of the National Center for Education Statistics (NCES), have documented persistent gaps between the educational attainment of White males and that of Black, Hispanic, American Indian/Alaska Native, and Native Hawaiian/Pacific Islander males. Further, there is evidence of growing gaps by sex within these racial/ethnic groups, as females participate and persist in education at higher rates than their male counterparts (Aud, Fox, and KewalRamani 2010; Aud et al. 2011). In the interest of formulating policies to address these gaps, Congress directed the U.S. Department of Education to produce a report documenting the gaps in access to and completion of higher education by minority males and to outline specific policies that can help address these gaps (Higher Education Opportunity Act, H.R. 4137, 110th Cong. §1109, 2008). NCES was directed to produce the Higher Education: Gaps in Access and Persistence Study, a statistical report that documents the scope and nature of the gaps by sex and by race/ethnicity.

The primary focus of the Higher Education: Gaps in Access and Persistence Study is to examine gaps in educational participation and attainment between male Blacks, Hispanics, Native Hawaiians/Pacific Islanders, and American Indians/Alaska Natives and their female counterparts and to examine gaps between males in these racial/ethnic groups and White males. The secondary focus of the report is to examine overall sex and racial/ethnic differences. In addition to these descriptive indicators, this report also includes descriptive multivariate analyses of variables that are associated with male and female postsecondary attendance and attainment.

Postsecondary attendance rates are generally lower for youth from lower socioeconomic backgrounds and those from various racial/ethnic groups (e.g., Blacks and Hispanics) when compared to Whites and Asians (Aud et al. 2011). In 2010, as in every year since 1980, a lower percentage of male than female 18- to 24-year-olds were enrolled either in college or graduate school (39 vs. 47 percent). This pattern was also observed for Whites (43 vs. 51 percent), Blacks (31 vs. 43 percent), Hispanics (26 vs. 36 percent), American Indians (24 vs. 33 percent), and persons of two or more races (40 vs. 49 percent). In addition to college enrollment differences, there are gaps in postsecondary attainment for males and females. For instance, among first-time students seeking bachelor’s degrees who started full time at a 4-year college in 2004, a higher percentage of females than males completed bachelor’s degrees within 6 years (61 vs. 56 percent)—a pattern that held across all racial/ethnic groups.

This report will document the scope and nature of a number of differences between sex and racial/ethnic groups in education preparation and achievement as well as differences in postsecondary access, persistence, and attainment between males and females within and across racial/ethnic groups. The report presents indicators that include the most recently available, nationally representative data from NCES, other federal agencies, and selected items from the ACT and the College Board. The report draws on multiple sources that represent different years and different populations.

 In The next great civil rights struggle: Disparity in education funding, moi wrote:

Plessy v. Ferguson established the principle of “separate but equal” in race issues. Brown v.Board of Education which overturned the principle of “separate but equal.” would not have been necessary, but for Plessy. See also, the history of Brown v. Board of Education

If one believes that all children, regardless of that child’s status have a right to a good basic education and that society must fund and implement policies, which support this principle. Then, one must discuss the issue of equity in education. Because of the segregation, which resulted after Plessy, most folks focus their analysis of Brown almost solely on race. The issue of equity was just as important. The equity issue was explained in terms of unequal resources and unequal access to education.

People tend to cluster in neighborhoods based upon class as much as race. Good teachers tend to gravitate toward neighborhoods where they are paid well and students come from families who mirror their personal backgrounds and values. Good teachers make a difference in a child’s life. One of the difficulties in busing to achieve equity in education is that neighborhoods tend to be segregated by class as well as race. People often make sacrifices to move into neighborhoods they perceive mirror their values. That is why there must be good schools in all segments of the city and there must be good schools in all parts of this state. A good education should not depend upon one’s class or status.

I know that the lawyers in Brown were told that lawsuits were futile and that the legislatures would address the issue of segregation eventually when the public was ready. Meanwhile, several generations of African Americans waited for people to come around and say the Constitution applied to us as well. Generations of African Americans suffered in inferior schools. This state cannot sacrifice the lives of children by not addressing the issue of equity in school funding in a timely manner.

The next huge case, like Brown, will be about equity in education funding. It may not come this year or the next year. It, like Brown, may come several years after a Plessy. It will come. Jonathan Cohn’s ‘The Two Year Window’

Moi has got plenty to say about hypocrites of the conservative persuasion, those who espouse family values, but don’t live up to them or who support corporate welfare while tossing out that old bromide that individuals must pull themselves up by their bootstraps even if they don’t have shoes.

Because of changes in family structure and the fact that many children are now being raised by single parents, who often lack the time or resources to care for them, we as a society must make children and education a priority, even in a time of lack. I know that many of the conservative persuasion will harp on about personal responsibility, yada, yada, yada. Moi promotes birth control and condoms, so don’t harp on that. Fact is children, didn’t ask to be born to any particular parent or set of parents.

Jonathan Cohn reports about an unprecedented experiment which occurred in Romanian orphanages in the New Republic article, The Two Year Window. There are very few experiments involving humans because of ethical considerations.

Nelson had traveled to Romania to take part in a cutting-edge experiment. It was ten years after the fall of the Communist dictator Nicolae Ceauşescu, whose scheme for increasing the country’s population through bans on birth control and abortion had filled state-run institutions with children their parents couldn’t support. Images from the orphanages had prompted an outpouring of international aid and a rush from parents around the world to adopt the children. But ten years later, the new government remained convinced that the institutions were a good idea—and was still warehousing at least 60,000 kids, some of them born after the old regime’s fall, in facilities where many received almost no meaningful human interaction. With backing from the MacArthur Foundation, and help from a sympathetic Romanian official, Nelson and colleagues from Harvard, Tulane, and the University of Maryland prevailed upon the government to allow them to remove some of the children from the orphanages and place them with foster families. Then, the researchers would observe how they fared over time in comparison with the children still in the orphanages. They would also track a third set of children, who were with their original parents, as a control group.

In the field of child development, this study—now known as the Bucharest Early Intervention Project—was nearly unprecedented. Most such research is performed on animals, because it would be unethical to expose human subjects to neglect or abuse. But here the investigators were taking a group of children out of danger. The orphanages, moreover, provided a sufficiently large sample of kids, all from the same place and all raised in the same miserable conditions. The only variable would be the removal from the institutions, allowing researchers to isolate the effects of neglect on the brain….

Drury, Nelson, and their collaborators are still learning about the orphans. But one upshot of their work is already clear. Childhood adversity can damage the brain as surely as inhaling toxic substances or absorbing a blow to the head can. And after the age of two, much of that damage can be difficult to repair, even for children who go on to receive the nurturing they were denied in their early years. This is a revelation with profound implication—and not just for the Romanian orphans.

APPROXIMATELY SEVEN MILLION American infants, toddlers, and preschoolers get care from somebody other than a relative, whether through organized day care centers or more informal arrangements, according to the Census Bureau. And much of that care is not very good. Because the ranks of poor children are growing in the U.S., this study portends some grave challenges not only for particular children, but this society and this country. Adequate early learning opportunities and adequate early parenting is essential for proper development in children.

 

Michael A. Fletcher reported in the Washington Post article, Nearly one in six in poverty in the U.S.; children hit hard, Census says:

The economic turmoil has pummeled children, for whom the poverty rate last year — 22 percent — was at the highest level since 1993. The rate for black children climbed to nearly 40 percent, and more than a third of Hispanic children lived in poverty, the Census Bureau reported. The rate for white children was reported as above 12 percent.

Cohn recognizes that in a time of economic distress it is difficult to call for massive spending on parent support and early learning programs, but that is what he says the implications of the Romanian study are if early damage to poor children is to be avoided. A conference where MIT was a participant described the economic benefit of early childhood programs NPR has an audio debate about the MIT report

Legislators are correct in their prudence about the budget, but the question is whether they are being, as the saying goes, “penny wise and pound foolish.” So much of economic development and full employment is based on an educated and skilled population. Third world countries are undeveloped for many reasons including unsustainable debt, corruption, and being disadvantaged in the world system of trade. One of the primary reasons that third world countries are third world is the limited education opportunity for the majority of their population.

Politics has always been a tough business, the Ides of March is one example of how brutal politics can be. Many times those who serve do so under tough conditions, often with little thanks. Still it is time to recognize that there must be some investments made for the future and early childhood programs are an example of necessary investment. Just as there are those who reflex ably say no to school choice, there are those who just as reflex ably say no to investing in this country’s future.

Moi blogs about education issues so the reader could be perplexed sometimes because moi often writes about other things like nutrition, families, and personal responsibility issues. Why? The reader might ask? Children will have the most success in school if they are ready to learn. Ready to learn includes proper nutrition for a healthy body and the optimum situation for children is a healthy family. Many of society’s problems would be lessened if the goal was a healthy child in a healthy family. There is a lot of economic stress in the country now because of unemployment and underemployment. Children feel the stress of their parents and they worry about how stable their family and living situation is.

The best way to eliminate poverty is job creation, job growth, and job retention. One of the major contributors to poverty in third world nations is limited access to education opportunities. Two articles detail why this society must be focused on job creation and the expansion and preservation of the middle class.

They drive cars, but seldom new ones. They earn paychecks, but not big ones. Many own homes. Most pay taxes. Half are married, and nearly half live in the suburbs. None are poor, but many describe themselves as barely scraping by.

Down but not quite out, these Americans form a diverse group sometimes called “near poor” and sometimes simply overlooked — and a new count suggests they are far more numerous than previously understood.

When the Census Bureau this month released a new measure of poverty, meant to better count disposable income, it began altering the portrait of national need. Perhaps the most startling differences between the old measure and the new involves data the government has not yet published, showing 51 million people with incomes less than 50 percent above the poverty line. That number of Americans is 76 percent higher than the official account, published in September. All told, that places 100 million people — one in three Americans — either in poverty or in the fretful zone just above it.

Too many people are financially insecure in the current economic climate.

The Huffington Post article, Poor Students With Poorly Educated Parents More Disadvantaged In U.S. Than Other Countries about the effect of income inequality:

Intuitively, a child’s academic performance is likely higher if he or she has highly educated parents, and lower if the child has less educated parents. A new report confirms that’s true, but reveals that American children of poorly educated parents do a lot worse than their counterparts in other countries.

Income mobility just within the U.S. has significantly declined since the mid-90s, according to a report this month by the Boston Federal Reserve. In recent years, families were more likely to stay within their income class than before — the rich are staying rich, and the poor and middle-class are struggling to move up the economic ladder.

But the Pew Economic Mobility Project takes it a step further by asking the question, “Does America promote mobility as well as other nations?” Researchers in 10 countries took to analyzing socioeconomic advantage as a function of parental education.

Researchers found that a child’s economic and educational status is more affected by parental education than in any other country studied.

Using a basic metric, researchers studied performance gaps on vocabulary tests among five-year-olds with highly educated parents, moderately educated parents and poorly educated parents. Among the English-speaking countries studied, the American gap between children with highly educated parents and poorly educated parents was the widest, while the Canadian gap proved to be the most narrow.

The government that money buys: School lunch cave in by Congress

There is the saying that “we have the best government that money could buy. We don’t. We have the government that money interests will allow. Fifty-five percent of  food-insecure households participated in one or more of the three largest Federal food and nutrition assistance programs ( USDA 2008, p. iv.) The programs are the Supplemental Nutrition Assistance Program (SNAP), the new name for the food stamp program (Wikipedia 2010), the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) (Wikipedia 2010), and the National School Lunch Program (Wikipedia 2010).

SNAP/Food stamps  The Food Stamp Program, the nation’s most important anti-hunger program, helps roughly 40 million low-income Americans to afford a nutritionally adequate diet. More than 75 percent of all food stamp participants are in families with children; nearly one-third of participants are elderly people or people with disabilities.  Unlike most means-tested benefit programs, which are restricted to particular categories of low-income individuals, the Food Stamp Program is broadly available to almost all households with low incomes. Under federal rules, to qualify for food stamps, a household must meet three criteria (some states have raised these limits)….

National School Lunch Program The National School Lunch Program is a federally assisted meal program that provides nutritionally balanced, low-cost or free lunches to children from low income families, reaching 30.5 million children in 2008.  Children from families with incomes at or below 130 percent of the poverty level are eligible for free meals. Those with incomes between 130 percent and 185 percent of the poverty level are eligible for reduced-price meals, for which students can be charged no more than 40 cents. (For the period July 1, 2009, through June 30, 2010, 130 percent of the poverty level is $28,665 for a family of four; 185 percent is $40,793.) Children from families with incomes over 185 percent of poverty pay a full price, though their meals are still subsidized to some extent by the program. Program cost was $9.3 billion in 2008. Ron Nixon reports on the weasels in Congress who backed down on new rules which would provide more nutritious meals for school children. Many of these children rely on school breakfasts and/or lunches as their primary source of nutrition for the day. In the New York Times article, Congress Blocks New Rules on School Lunches, Nixon reports:

In a victory for the makers of frozen pizzas, tomato paste and French fries, Congress on Monday blocked rules proposed by the Agriculture Department that would have overhauled the nation’s school lunch program.

The proposed changes — the first in 15 years to the $11 billion school lunch program — were meant to reduce childhood obesity by adding more fruits and green vegetables to lunch menus, Agriculture Department officials said. 

The rules, proposed last January, would have cut the amount of potatoes served and would have changed the way schools received credit for serving vegetables by continuing to count tomato paste on a slice of pizza only if more than a quarter-cup of it was used. The rules would have also halved the amount of sodium in school meals over the next 10 years.

But late Monday, lawmakers drafting a House and Senate compromise for the agriculture spending bill blocked the department from using money to carry out any of the proposed rules.

In a statement, the Agriculture Department expressed its disappointment with the decision.

While it is unfortunate that some in Congress chose to bow to special interests, U.S.D.A. remains committed to practical, science-based standards for school meals that improve the health of our children,” the department said in the statement.

Food companies including ConAgra, Coca-Cola, Del Monte Foods and makers of frozen pizza like Schwan argued that the proposed rules would raise the cost of meals and require food that many children would throw away.

The companies called the Congressional response reasonable, adding that the Agriculture Department went too far in trying to improve nutrition in school lunches.

Unfortunately, the lobbyists won this battle against the interests of children.

A Special-Interest Stew

Since the strength and longevity of these programs come from an ample and well-balanced diet of public compassion, political sensitivities, and powerful lobbying, change does not come easily. The interests of the schools–primarily teachers, administrators, school nutritionists, and food-service workers–are represented by groups like the School Nutrition Association and the National School Boards Association, both headquartered in Alexandria, Virginia, a stone’s throw across the Potomac River from Capitol Hill. With well-funded and sophisticated national organizations, these groups lobby for more federal money while fighting to keep federal mandates to a minimum.

The giant food and beverage industry–names like Tyson and Archer Daniels Midland–is also involved. Its various lobbying arms, including food processors, distributors, service management companies, soft drink makers, and agricultural giants, work to ensure that the government buys food products from its members and keeps schools open to vending machines and à la carte offerings in the school cafeteria, a little oasis of choice that represents millions of extra dollars of revenue each year. Food advocacy and nutrition groups like the Food Research Action Center and the Center on Budget and Policy Priorities represent the interests of children who consume the food offered by schools. They are the nutrition watchdogs, providing reliable and timely information about any food issue that comes before Congress…

It is very unsettling the attacks on Planned Parenthood by knuckle dragging idiots because Planned Parenthood provides basic health care for many women. Laura Bassett has an excellent post at Huffington Post, Planned Parenthood Defunded In New Hampshire about the consequences to women in New Hampshire:

Until July 1, a low-income New Hampshire woman paid an average of $5 to fill a birth control pill prescription at any of the state’s six Planned Parenthood clinics. She might have even gotten the birth control for free, depending on her poverty level.

But since the New Hampshire Executive Council voted to cancel the state’s contract with Planned Parenthood, a woman now has to pay anywhere from $40 to over $100 for birth control pills at a regular pharmacy.

The latest battle in the Planned Parenthood front is occurring in Mississippi.
Before discussing that battle, here are a few facts from the National Center for Children In Poverty about Mississippi:

In Mississippi, there are 398,312 families, with 746,486 children. Among these children, 54 percent live in families that are low-income, defined as income below twice the federal poverty level (nationally, 42 percent of children live in low-income families). Young children are particularly likely to live in low-income families.

Low wages and a lack of higher education contribute to families having insufficient incomes. Nationally, 46 percent of low-income children have at least one parent who works full-time, year-round; in Mississippi, the figure is 45 percent.

Parents without a college education often struggle to earn enough to support a family, but only 19 percent of adults in Mississippi have a bachelor’s degree. A substantial portion of children in Mississippi whose parents only have a high school diploma—72 percent—are low income.

According to the Atlanta Journal Constitution article, 19 percent of Georgians on food stamps; Mississippi at 21.5 percent:

Georgia had 1,851,586 people on food stamps in August, according to the U.S. Department of Agriculture, as noted in The Wall Street Journal.
That’s 19 percent of the population.

Georgia ranks among the highest in the category. Mississippi had the highest percentage of recipients at 21.5 percent.

Wyoming had only 6 percent.

Southeast states generally had the largest percentage of people on food stamps, with Louisiana, Alabama, Tennessee and South Carolina all over 18 percent.
Nationwide, nearly 15 percent used food stamps.

When so many Mississipians seem to be in crisis, it is interesting what is currently happening regarding an amendment to the Mississippi constitution.
Mallory Simpson of CNN is reporting in the article, Mississippi gov. supports amendment to declare fertilized egg a person:

Mississippi Gov. Haley Barbour offered his support Friday for an amendment to the state constitution that would define life as beginning at the moment of conception, saying he cast his absentee ballot for the measure despite struggling with its implications.

“I have some concerns about it,” he said in a statement issued Friday, a day after casting his ballot. “But I think all in all, I believe life begins at conception, so I think the right thing to do was to vote for it….”

Though the text of the amendment is simple, the implications if it passes couldn’t be more complex. If approved by Mississippi voters on Tuesday, it would make it impossible to get an abortion and hamper the ability to get some forms of birth control.

This proposed amendment could provide work for lawyers on both sides of the abortion argument as the clarification of what it means is fleshed out. Abortion is a choice. No matter what law or laws are on the books, some women will choose abortion. In order to decrease the number of abortions, sexually active individuals must have access to cheap and available birth control. Women should be persuaded that adoption is an option and families who wish to adopt must be provided with assistance. Enacting a law without providing real family support will probably not stop abortion. It will only make abortions more dangerous for the women who feel that is their only choice.

The issue which the anti-Planned Parenthood crowd is not willing to discuss is that ethical issues are sometimes very complicated. It boils down to what is the greater good?

In the course of caring for patients, there are some situations in which some type of harm seems inevitable, and we are usually morally bound to choose the lesser of the two evils, although the lesser of evils may be determined by the circumstances….

The Mississippi legislature should be focused on family planning and improving the lives of their citizens.

School lunches: The political hot potato

There are some very good reasons why meals are provided at schools. Education Bug has a history of the school lunch program

President Harry S. Truman began the national school lunch program in 1946 as a measure of national security. He did so after reading a study that revealed many young men had been rejected from the World War II draft due to medical conditions caused by childhood malnutrition. Since that time more than 180 million lunches have been served to American children who attend either a public school or a non-profit private school.

The U.S. Department of Agriculture (Agriculture Department) has a School Lunch Program Fact Sheet

According to the fact sheet, more than 30 million children are fed by the program. Physicians for Responsible Medicine criticize the content of school lunch programs

In Healthy School Lunches the physicians group says:    

Menus in most school lunch programs are too high in saturated fat and cholesterol and too low in fiber- and nutrient-rich fruits, vegetables, whole grains, and legumes (see PCRM’s 2008 SchoolLunch Report Card). Major changes are needed to encourage the health of the nation’s youth and to reverse the growing trends of obesity, early-onset diabetes, and hypertension, among other chronic diseases, in children and teens.

It was a harsh indicator of hard times here in the United States. Nearly 15 percent of the U.S. population relied on food stamps for the month of August, as the number of recipients hit 45.8 million. Food stamp rolls have risen 8.1 percent in the past year. The Department of Agriculture reported these startling new figures, that fly in face that the pace of growth has slowed from the depths of the recession….

Mississippi reported the largest share of food stamps recipients, more than 21 percent. One in five residents in New Mexico, Tennessee, Oregon and Louisiana were also food stamp recipients.

Education is the key for moving individuals, families, and communities out of poverty. In an ideal world, children would arrive at school ready-to-learn. Children who are hunger have a much more difficult time focusing in school. What are the effects of child poverty?

  • Psychological research has demonstrated that living in poverty has a wide range of negative effects on the physical and mental health and wellbeing of our nation’s children.
  • Poverty impacts children within their various contexts at home, in school, and in their neighborhoods and communities.
  • Poverty is linked with negative conditions such as substandard housing, homelessness, inadequate nutrition and food insecurity, inadequate child care, lack of access to health care, unsafe neighborhoods, and underresourced schools which adversely impact our nation’s children.
  • Poorer children and teens are also at greater risk for several negative outcomes such as poor academic achievement, school dropout, abuse and neglect, behavioral and socioemotional problems, physical health problems, and developmental delays.
  • These effects are compounded by the barriers children and their families encounter when trying to access physical and mental health care.
  • Economists estimate that child poverty costs the U.S. $500 billion a year in lost productivity in the work force and spending on health care and the criminal justice system.

Poverty and academic achievement

  • Poverty has a particularly adverse effect on the academic outcomes of children, especially during early childhood.
  • Chronic stress associated with living in poverty has been shown to adversely affect children’s concentration and memory which may impact their ability to learn.
  • School drop out rates are significantly higher for teens residing in poorer communities. In 2007, the dropout rate of students living in low-income families was about 10 times greater than the rate of their peers from high-income families (8.8% vs. 0.9%).
  • The academic achievement gap for poorer youth is particularly pronounced for low-income African American and Hispanic children compared with their more affluent White peers.
  • Underresourced schools in poorer communities struggle to meet the learning needs of their students and aid them in fulfilling their potential.
  • Inadequate education contributes to the cycle of poverty by making it more difficult for low-income children to lift themselves and future generations out of poverty.

Ron Nixon has a report in the New York Times about the political wrangling about the school lunch program. In the article, School Lunch Proposals Set Off a Dispute, Nixon reports:

The government has some thoughts on how to make the federally financed school lunch program more nutritious: A quarter-cup of tomato paste on pizza will no longer be considered a vegetable. Cut back on potatoes and add more fresh peaches, apples, spinach and broccoli. And hold the salt.

The proposed changes — the first in 15 years to the $11 billion school-lunch program — are meant to reduce rising childhood obesity, Agriculture Department officials say. Food companies including Coca-Cola, Del Monte Foods and the makers of frozen pizza and French fries have a huge stake in the new guidelines and many argue that it would raise the cost of meals and call for food that too many children just will not eat…

According to a Harvard School of Public Health study, published this year in The New England Journal of Medicine, starchy carbohydrates like those in potatoes are responsible for many of the nation’s health problems, including obesity, diabetes, hypertension and heart disease. French fries and potato chips are the worst uses of the potato, but even boiled potatoes contribute to weight gain, the study found….

Schools that serve more than 60 percent of their lunches for free or reduced prices are reimbursed $2.79 per meal by the federal government. Members of the Congressional Black Caucus worry that that might not be enough to cover the additional cost of preparing healthier meals in low-income districts.

The House has passed a bill directing the Agriculture Department to basically start over with a new proposal while the Senate has restricted the department from cutting back on potatoes.

The challenge is getting kids to eat the food mandated by the rules and for school districts to find “kid tasty” foods which are affordable. A Child’s health is too important to be the subject of tawdry political wrangling and high pressure tactics from big money interests. Our goal as a society should be:
