Two articles detail why this society must be focused on job creation and the expansion and preservation of the middle class. Too many people are financially insecure in the current economic climate.
The Huffington Post article, Poor Students With Poorly Educated Parents More Disadvantaged In U.S. Than Other Countries about the effect of income inequality:

Intuitively, a child’s academic performance is likely higher if he or she has highly educated parents, and lower if the child has less educated parents. A new report confirms that’s true, but reveals that American children of poorly educated parents do a lot worse than their counterparts in other countries.
Income mobility just within the U.S. has significantly declined since the mid-90s, according to a report this month by the Boston Federal Reserve. Samreen Hooda reports in the Huffington Post article, Virginia New Achievement Standards Based On Race And Background:

Virginia’s new achievement standards have raised eyebrows.
Part of the state’s new standards dictate a specific percentage of racial group that should pass school exams, a move that has angered the Virginia Black Caucus. The caucus’ chairwoman, Democratic state Sen. Mamie Locke, says the new standards marginalize students by creating different goals for students of various backgrounds.
“Nothing is going to work for me if there is a differentiation being established for different groups of students,” Locke told the Daily Press. “Whether that’s race, socio-economic status or intellectual ability. If there is a differentiation, I have a problem with it.”
Virginia Secretary of Education Laura Fornash disagrees with Virginia Black Caucus’ assertions.
“Please be assured that the McDonnell administration does not hold a student of a particular race or income level, or those of any other subgroup, to a different standard,” Fornash wrote in a three-page letter explaining the changed standards.
The standards do not pose different pass rates for different groups: regardless of race, each student has to correctly answer the same number of test questions in order to pass. The difference lies in the expectation of passing from groups of different backgrounds. The new rules were designed as part of Virginia’s waiver from No Child Left Behind, along with 31 other states and Washington, D.C.
For instance, only 45 percent of black students are required to pass the math state test while 82 percent for Asian Americans, 68 percent for whites and 52 percent for Hispanics are required to pass. The Examiner reports that the Florida State Board of Education has proposed setting academic benchmarks in math and reading according to the following subgroups:
 
Proficiency rating for reading by 2018 –

Students with disabilities, those learning English as a second language and economically disadvantaged students will be left out of the new benchmarks completely, according to the Daily Caller. While this is the short-term goal proposed by the state board, members are quick to point out that the long-term goal is to have 100-percent proficiency in all subgroups for both math and reading by the 2022-2023 school year. That long-term goal hasn’t smoothed the feathers of many who were significantly ruffled after hearing the breakdown of the subgroups for the six-year goal….
 
It isn’t just the minority students at the bottom of the benchmarks getting a raw deal, according to representatives of some of the other subgroups. Winnie Tang, president of the Asian American Federation of Florida, told the Examiner that there are “a lot of [Asian] students that are average and below average. Being perceived as a higher achiever really hurts a lot of students.”
 
Even the former governor of Florida, Jeb Bush, appears at odds with the new standards. When similar benchmarks were recently introduced in Washington D.C., Bush wrote an op-ed for the Washington Post asserting that academic standards should be “color blind.” Others have voiced concerns over the fact that different benchmarks for races could eventually translate into different grading policies in the classroom between students. However, at this time, there is no indication that changes in grading policies would occur.  
 
Method to the Madness?
 
The Florida School Board defends its actions, stating the benchmarks are a more accurate reflection of where students are currently. Pam Stewart, Florida commissioner of education, told USA Today that the achievement targets for low-income and minority children are “very aggressive” – in fact more aggressive than those for white students because the former have more ground to make up in meeting federal benchmarks in the future. The goal is improvement in the numbers, after all.
 
For example, while the goal for African-American students is a reading proficiency of 74 percent, that is a monumental increase from the proficiency rating of 38 percent last year. By the same token, 69 percent of white students were proficient in reading last year. That means the jump they must make to 88 percent is actually a smaller jump than for African-American students.
 
“The target proficiency levels are very aggressive and they reflect the outlook by the board that none of the demographic sub-groups will achieve 100-percent proficiency by the end of the period outlined in the strategic plan,” Stewart also stated in the Daily Caller. “Nevertheless, the board did set higher expectations for the rate of growth in proficiency level for those subgroups with the lowest percentage of students currently performing at grade level.”
 
Amy Wilkins of the Education Trust in Washington D.C. told USA Today that her group designed the plan, which has been somewhat misrepresented by the Florida school board. Wilkins explains that similar plans have been adopted in 20 other states in order to qualify for No Child Left Behind waivers from the federal government. Last month, the District of Columbia announced a similar program for schools there.
 
Wilkins describes the plan as demanding “more improvement, and faster improvement for the kids that are falling behind. If people focused on that… we might get a little further without the fireworks,” Wilkins added.
 
While the hoopla over the racially-charged benchmarks continue, some educators worry that the controversy will mask the larger issue underneath. When only 38 percent of a particular subgroup is reading at a proficient level, the education system is failing a broad number of students. Even proficiency levels of 69 percent are far below the national goal of having all students reading at grade level. Whether students are broken down by race, income level or gender, one fact remains consistent – the United States is not doing a satisfactory job of educating its youth to be the American workforce of the future.

Jamon Smith writes in the Tuscaloosa News article, New education standards factor in student race, economic status:

It sets a different standard for students in each of several subgroups — American Indian, Asian/Pacific Islander, black, English language learners, Hispanic, multirace, poverty, special education and white.
No Child Left Behind divided students into subgroups as well, but it didn’t set different goals for students by subgroup.
For example, under No Child Left Behind, 95 percent of all third-graders had to pass math by 2013 for a school to meet education standards. All third-graders, black, white, poor, special needs or otherwise, had to meet the same goal.
But under Plan 2020, the percentage of third-graders required to pass math in 2013 is different for each subgroup.
The percentages needed for third-graders to pass math in their subgroups for 2013 are:
– 93.6 percent of Asian/Pacific Islander students.
– 91.5 percent of white students.
– 90.3 percent of American Indian students.
– 89.4 percent of multiracial students.
– 85.5 percent of Hispanic students.
– 82.6 percent of students in poverty.
– 79.6 percent of English language-learner students.
– 79 percent of black students.

Schools must be relentless about the basics for their population of kids.   
What does it Mean to Be Relentless About the Basics:      
1.Students acquire strong subject matter skills in reading, writing, and math.
2.Students are assessed often to gauge where they are in acquiring basic skills.
3.If there are deficiencies in acquiring skills, schools intervene as soon as a deficiency assessment is made.
4.Schools intervene early in life challenges faced by students which prevent them from attending school and performing in school.
5.Appropriate corrective assistance is provided by the school to overcome both academic and life challenges.   
Many educators and policymakers are at a lost to deal with the complex social and economic stew of America. People tend to cluster in neighborhoods based upon class as much as race. Good teachers tend to gravitate toward neighborhoods where they are paid well and students come from families who mirror their personal backgrounds and values. Good teachers make a difference in a child’s life. One of the difficulties in busing to achieve equity in education is that neighborhoods tend to be segregated by class as well as race. People often make sacrifices to move into neighborhoods they perceive mirror their values. That is why there must be good schools in all segments of the country and there must be good schools in all parts of this society. A good education should not depend upon one’s class or status.

UNESCO report: Link between absenteeism from school and violence

UNESCO has released the report, Children Battling to Go to School, about the link between absenteeism and violence.

In the United States, the push to improve school attendance often focuses on outreach efforts, better monitoring, and parent education. But in much of the world absenteeism is a matter of life and death.
“Children Battling to Go to School,” a report released this morning by the United Nations Educational, Scientific, and Cultural Organization’s Education for All initiative finds half of the world’s out-of-school children, 28.5 million primary-school-age kids, live in a country affected by conflict, from civil war to extreme gang violence. For adolescents, who were last measured in 2011, 69 million are not attending secondary school, and 20 million of those out-of-school students live in conflict zones.
Nearly all of these children live in middle- to low-income countries, UNESCO found, with more than 12 million in sub-Saharan Africa alone. Moreover, the report found schools and other education centers often become direct targets of fighting, as “Sita,” a 12-year-old refugee in Sevaré, central Mali, reported:
“On Monday I went to school. They came into the school. It made me scared. They broke our school desks, destroyed our school books and our things. I didn’t like what they were doing at all. School is supposed to be a place where we learn things. They came in and chased us all out. They shot at the doors. When we left the school, we all ran straight home and stayed there. We didn’t go back. We stayed at home from then on.”

UNESCO: Half of all out-of-school children live in conflict-affected countries
A new paper by UNESCO’s EFA Global Monitoring Report shows that half of the 57 million children out of school live in conflict-affected countries. Released in partnership with Save the Children to mark the 16th birthday on 12 July of Malala Yousafzai, the Pakistani schoolgirl shot by the Taliban on her way home from school in October 2012, the paper shows that urgent action is needed to bring education to the 28.5 million primary school age children out of school in the world’s conflict zones.
Globally, the number of children out of school has fallen from 60 million in 2008 to 57 million in 2011. However, the benefits of this slow progress have not reached children in conflict-affected countries; they now make up 50% of children who are denied an education, up from 42% in 2008.
The paper, Children battling to go to school, shows that 44% of the 28.5 million children affected live in sub-Saharan Africa, 19% in South and West Asia and 14% in the Arab States. The vast majority – 95%- live in low and lower-middle income countries. Girls, who make up 55% of the total, are the worst affected, as they are often victims of rape and other sexual violence that accompanies armed conflicts.
In addition to the boys and girls out of school, almost a third of the world’s out-of-school adolescents (20 million) live in conflict affected countries.  Some 54% of these are women.
“Education seldom figures in assessments of the damage inflicted by conflict”, said Irina Bokova, Director-General of UNESCO.  “International attention and the media invariably focus on the most immediate images of humanitarian suffering, not on the hidden costs and lasting legacies of violence. Yet nowhere are these costs more evident than in education. Across many of the world’s poorest countries, armed conflict continues to destroy not just school infrastructure, but also the hopes and ambitions of a whole generation of children.”
The EFA Global Monitoring Report’s paper also shows that the share of humanitarian aid for education has declined from 2% in 2009 to just 1.4% in 2011. Not only does it receive a small share overall, but it also receives the smallest proportion of the amount requested from humanitarian aid of any sector: in 2010, of the modest amount requested for education in humanitarian crises, just over a quarter was actually received, leaving a funding gap of around $220 million.
“The decline in humanitarian aid for education is especially bad news because funds are needed more than ever,” said Pauline Rose, Director of the EFA Global Monitoring Report. “There are more refugees now than there have been since 1994; children make up half of those who have been forcibly displaced. Nowhere is this more painfully visible than in Syria today. These girls and boys face a disruption of their learning process at a critical time – and the risk of a lifetime of disadvantage as a result.”

Missing school matters:
In a nationally representative data set, chronic absence in kindergarten was associated with lower academic performance in first grade. The impact is twice as great for students from low-income families.
A Baltimore study found a strong relationship between sixth-grade attendance and the percentage of students graduating on time or within a year of their expected high school graduation.
Chronic absenteeism increases achievement gaps at the elementary, middle, and high school levels.
Because students reared in poverty benefit the most from being in school, one of the most effective strategies for providing pathways out of poverty is to do what it takes to get these students in school every day. This alone, even without improvements in the American education system, will drive up achievement, high school graduation, and college attainment rates.
Students miss school for many reasons. These can, however, be divided into three broad categories:
Students who cannot attend school due to illness, family responsibilities, housing instability, the need to work or involvement with the juvenile justice system.
Students who will not attend school to avoid bullying, unsafe conditions, harassment and embarrassment.
Students who do not attend school because they, or their parents, do not see the value in being there, they have something else they would rather do, or nothing stops them from skipping school.
Despite being pervasive, though overlooked, chronic absenteeism is raising flags in some schools and communities. This awareness is leading to attendance campaigns that are so vigorous and comprehensive they pay off quickly. Examples of progress nationally and at state, district, and school levels give hope to the challenge of chronic absenteeism, besides being models for others.
In addition to these efforts, both the federal government, state departments of education, and school districts need to regularly measure and report the rates of chronic absenteeism and regular attendance (missing five days or less a year) for every school. State and district policies need to encourage every student to attend school every day and support school districts, schools, non-profits, communities, and parents in using evidence-based strategies to act upon these data to propel all students to attend school daily. Mayors and governors have critical roles to play in leading inter-agency task forces that bring health, housing, justice, transportation, and education agencies together to organize coordinated efforts to help every student attend every day.

Education Week/Gallup Poll: How superintendents view their jobs

Just about anyone in education has a tough job these days, from the building staff to the superintendent. There is pressure to perform in an environment of declining resources. Lately, the job of superintendent of large urban school districts has been characterized by turnover. Thomas E. Glass in The History of the Urban Superintendent writes:

The twenty-first century finds one-third of America’s public school children attending one of ten large urban (large-city) school districts. By 2020 approximately one-half of public school enrollment will be clustered in twenty districts. The educational stewardship of a majority of the nations youth rests uncomfortably on the shoulders of a very few large-city school superintendents. Their success and the success of their districts may very well determine the future of American democracy.
Urban districts are typically considered to be those located in the inner core of metropolitan areas having enrollments of more than 25,000 students. The research and literature about large-city school districts portray conditions of poverty, chronic academic underachievement, dropouts, crime, unstable school boards, reform policy churn, and high superintendent turnover.
The typical tenure of a superintendent in the largest large-city districts is two to three years. This brief tenure makes it unlikely a superintendent can develop and implement reform programs that can result in higher academic achievement–let alone re-build crumbling schools buildings, secure private sector assistance, and build a working relationship with the city’s political structure.
The large-city superintendency is a position defined by high expectations, intense stress, inadequate resources, and often a highly unstable politicized board of education.

Life expectancy of a superintendent: A lot of bullets and little glory


The editors of Education Week have released the results of a survey about superintendent’s views in the article, Gallup-EdWeek Poll: What Superintendents Really Think:

While many of the nation’s superintendents are optimistic about the potential of the common-core standards and new technology to improve what goes on in classrooms, a healthy percentage are also skeptical about such developments, according to results from the first Gallup-Education Week Superintendents Panel survey.
The Washington-based Gallup organization teamed up with Education Week last year to develop what is envisioned as a four-times-a-year survey.

For this inaugural round, the Gallup pollsters conducted online surveys of more than 12,000 district superintendents around the country between March and April of this year. The 2,586 superintendents who responded are not a nationally representative mix; most lead districts serving between 200 and 500 students. (See Key Findings or Download Entire Survey)
The results show that more than half the respondents—58 percent—believe that the new Common Core State Standards adopted by most states will improve the quality of education in their communities; 75 percent say the shared standards will provide more consistency in educational quality from district to district and state to state.
But 30 percent predict the standards will have no effect on schooling.
And, though the standards were not developed through a federal initiative, many district leaders say more help is needed from the federal government to help with their implementation. Just 2 percent strongly agree that the federal level of support has been adequate.
In the area of technology, the superintendents are slightly more lukewarm. More than four in 10 (44 percent) say the use of technology in the classroom increases student engagement. Fewer—33 percent—strongly agree that “a good teacher who uses advanced technology to teach creates a better student learning environment than a good teacher who does not use advanced technology to teach.”
The superintendents also flag principals’ professional development as a problem area. Just 17 percent agree that their districts have effective, ongoing professional-development programs for principals.
In the full report, the superintendents weigh in on their districts’ teacher-evaluation practices, college-admissions testing, their students’ readiness for college and work, and the challenges their districts face in the coming school year.

Liana Heiten reports in the Education Week article, Survey Finds Rising Job Frustration Among Principals:

The 29th annual MetLife Survey of the American Teacher, based on telephone interviews with 1,000 K-12 public school teachers and 500 principals, tells a story of enduring budget problems in schools and declining morale among both teachers and school leaders. (The MetLife Foundation provides funding to Education Week Teacher to support its capacity to engage teachers interactively in professional community.)
According to the survey, conducted for MetLife Inc. by Harris Interactive, the majority of principals say school leadership responsibilities have changed significantly over the last five years. Nearly half of principals surveyed indicated that they “feel under great stress several days a week.” And job satisfaction among principals has decreased notably, from 68 percent indicating they were “very satisfied” in 2008 to 59 percent saying so in this year’s survey.
While weighted to key demographic variables to reflect a national sample, the survey does not have an estimated sampling error.
When asked about the main obstacles they face, 83 percent of school leaders rate “addressing individual student needs” as “challenging” or “very challenging.” Seventy-eight percent rate managing the budget and resources as challenging or very challenging—an unsurprising figure given that more than half of principals also report their school’s budget decreased in the last year, and 35 percent say it remained flat.
“I’ve always said the worst time to be a principal is during a tight budget time, and this survey holds that up,” Mel Riddile, associate director of high school services for the National Association of Secondary School Principals, said during a MetLife-hosted webinar for reporters on Feb. 20.
Principals were also likely to point to parent engagement and implementing the Common Core State Standards as significant challenges. Evaluating teacher effectiveness ranked lower on the list, with 53 percent of principals indicating it is a challenge.
Lack of Control
The survey finds that many principals view key challenges facing their schools as being outside of their control. For example, only 22 percent of principals say they have “a great deal of control in making decisions about finances.”
Steven Tozer, coordinator of the urban education leadership program at the University of Illinois at Chicago, said in an interview that, given that “as much as 80 percent of a [district] budget is dedicated to personnel, there are precious little dollars known as discretionary. I’m actually surprised that figure is as high as it is.”
According the MetLife Survey, only 43 percent of principals say they have control when it comes to removing teachers, while 42 percent say they have control over curriculum and instruction. More than three-fourths of principals, however, do acknowledge having control over teacher hiring and schedules.

The struggle to educate students in rural America

Moi has posted several articles about the struggle to provide children in rural America a quality education. In Rural schools, moi said:
A significant number of children attend rural schools. According to The Rural Assistance Center, the definition of a rural school is:

Question: What is the definition of a rural and/or small school?
Answer: According to the National Center for Education Statistics, the definition of rural schools was revised in 2006 after working with the Census Bureau to create a new locale classification system to capitalize on improved geocoding technology and the 2000 Office of Management and Budget definitions of metro areas that rely less on population size and county boundaries than proximity of an address to an urbanized area. Small schools do not necessarily mean rural, and rural does not mean small. A small school could be an urban school with a decreasing population. Rural schools can be large due to the center school concept where students are bused in to one school to save on costs. Some schools are considered small when compared to the mega-schools of several thousand that are common in some districts. A small school could be one designed to accommodate a specific population of students and their unique needs or a private school. Rural and/or small schools have similar needs and concerns.
According to The Condition of Education in Rural Schools (U.S. Department of Education, 1994), ‘few issues bedevil analysts and planners concerned with rural education more than the question of what actually constitutes “rural”.’ In the Federal Register published December 27, 2000, the Office of Management and Budget (OMB) announced the Standards for Defining Metropolitan and Micropolitan Statistical Areas. These new standards replace and supersede the 1990 standards for defining Metropolitan Areas. OMB announced definitions of areas based on the new standards and Census 2000 data in June 2003. The lack of a clear, accepted definition of “rural” has impeded research in the field of rural education. When defining the term rural, population and remoteness are important considerations as these factors influence school organization, availability of resources, and economic and social conditions.
According to the U.S. Department of Education, the definition of “small rural schools” are those schools eligible to participate in the Small Rural School Achievement (SRSA) program. SRSA includes districts with average daily attendance of fewer than 600 students, or districts in which all schools are located in counties with a population density of fewer than 10 persons per square mile, AND all schools served by the districts are located in a rural area with a school locale code of 7 or 8. http://www.raconline.org/topics/schools/schoolsfaq.php

Sarah Carr of the Hechinger Report writes in the Time article, Plight of Rural Schools Laid Bare in Dying Delta Town:

One promising young teacher decided she wanted to start a family outside of the Mississippi Delta. A second teacher left abruptly in the middle of the first semester with little explanation. A third took one spin through town before the school year started and never came back.
Schools across the country struggle to attract and keep good teachers. In this fading Mississippi Delta town of 1,200, a place with a storied history and a slender chance of economic revival, it’s an epic quest. Some residents have even allegedly set their own homes on fire, hoping the insurance money will enable them to start over elsewhere.
“Experienced teachers who don’t live here say they have very little reason to come,” said Pauline Rhodes, the superintendent of Coahoma County School District, which includes Friars Point Elementary, a school of about 150 students–down from 200 two years ago–and the town’s only elementary school. “If you are a really good applicant, you can select what district you go to.”
All of the school’s students come from families living below the poverty level; 97% are African-American. Although the school, which runs from kindergarten through sixth grade, has made some academic gains, in 2011-12 less than half of the students scored proficient on the state’s standardized tests, according to figures from the Mississippi Department of Education. In a typical year, the school has to replace at least a third of its teachers; some years, it’s as many as half, said Sherry Coleman, the school’s hard-working principal. She will have to fill at least five of 13 teaching positions for the 2013-14 school year, and possibly more if some teachers make last-minute decisions to leave over the summer.
There are more rural schools in America than city or suburban ones: During the 2011-12 school year, the U.S. Department of Education reported 33,000 schools in rural locations, 28,000 in suburbs, and 27,000 in cities. But the current approach to school reform in America, which centers on getting the best teacher in front of each classroom, and then holding them accountable for student results, often neglects rural schools’ unique needs. It is rooted in corporate principles of competition and change: If a teacher fails to get the job done, replace him; if a school fails to meet its bottom line (defined by test scores), close it.
As Friars Point shows, this strategy, designed largely with struggling urban school districts in mind, breaks down in impoverished small towns. These are places with little civic or economic infrastructure and a shortage of educated professionals. Diette Courrégé writes in Education Week about the challenges rural educators face in the article, Rural After-School Efforts Must Stretch to Serve:

For after-school providers in rural communities, much like their urban counterparts, the economy is an ongoing challenge to their ability to provide high-quality programming to enough students, said Ms. Rinehart, citing recent studies.
“The indication is that rural communities seem to be right in line with the overall after-school picture, which is not optimistic,” she said.
A 2011 Harvard Family Research Project report found that out-of-school-time programs in rural areas had positive effects on students, but they face problems that urban and suburban programs did not.
The report, “Out-of-School Time Programs in Rural Areas,” highlighted high family poverty, low funding, lack of transportation, and a shortage of qualified workers as some of the biggest issues facing rural communities.
On funding, rural areas generally have smaller populations that limit financial resources. They receive less federal, state, and local money for after-school services compared with urban and suburban areas, according to the study.
Another report, “Uncertain Times 2012,” released this year by the Afterschool Alliance, found that nearly four out of 10 programs reported that their budgets were worse today than at the height of the recession in 2008.
That lack of money is huge for Sherry Comer, who has directed an after-school program in Camdenton, Mo., for 14 years. Her program was one of the original recipients of the federal 21st Century Community Learning Center grants, and it’s relied on a combination of sources, such as federal Title I and economic-stimulus money, to keep afloat since then….
Out-of-School Enrichment
Many rural communities rely on 21st Century Community Learning Center grants to serve their students. The program offers funding for centers that provide academic-enrichment opportunities during nonschool hours for children, especially those who are considered poor and attend low-performing schools.
The $1.2 billion program is formula-based and allows states to decide how to distribute the money. There’s no mandate for a rural set-aside, although some states award grant applicants more priority points if they are rural.
An estimated 8.5 million children are in after-school programs nationwide, and more than 1.5 million are in those funded by that pot of federal money, according to the Afterschool Alliance.
Sylvia Lyles, the director for academic improvement and teacher-quality programs in the U.S. Department of Education’s office of elementary and secondary education, which oversees the 21st Century grants, has rural areas on her agenda because they face so many difficulties. She has worked closely with some states on solutions…
In some communities, the lack of money can lead to a lack of access, which is troubling for rural after-school advocates. One national study found that 57 percent of rural parents who said their children didn’t participate in after-school programs cited the unavailability of such programs, compared with 37 percent of suburban parents and 36 percent of urban parents…
The isolation of rural communities can make transportation to and from out-of-school programs a costly and time-intensive prospect. Rural areas typically don’t have the public-transportation systems available in more-populated areas.
“It’s harder to keep the kids here and to get them home,” said Ms. Comer, the Missouri after-school provider. “Transportation is a huge barrier.”
Ms. Comer spends roughly 15 percent of her program’s budget on transportation, but that’s still not enough to be able to deliver students to their front doors. The program trimmed costs by creating drop-off points, and those work well until later in a given month, when parents run low on money, she said. When parents can’t afford the gas to get to work, much less pick up their child from a drop-off point, the child can’t stay after school, she said.
Finding the staff needed to run out-of-school programs can also be difficult. A smaller workforce, low education levels, and high poverty rates make it tough to recruit and retain employees.
In Wyoming, it’s hard to find employees who are willing to come in and work for two hours in the middle of the afternoon with no benefits, Ms. Barton of Lights on in Lander said.
Finding Success
It’s also hard to find money or time to offer additional training, and there’s no money set aside to provide for cost-of-living adjustments or raises, which Ms. Barton called a flaw in the federal 21st Century grant program.

Inside this Research Update: The benefits, challenges, and successful strategies of OST programs in rural areas.
Out-of-school time (OST) programming can be a crucial asset to families in rural areas where resources to support children’s learning and development are often insufficient to meet the community’s needs. OST programs that offer youth in rural communities a safe and supportive adult-supervised environment—along with various growth-enhancing opportunities—can promote academic, personal, social, and recreational development. However, programs located in rural areas face a number of challenges in implementation and sustainability. This Research Update highlights findings from evaluations and research studies of nine programs located in rural areas, all of which have been profiled in HFRP’s OST Database.
The rural programs profiled in the OST database represent a diverse range of geographic locations across the U.S. These programs mainly serve elementary-age children, but some also serve middle school grades. Some of the programs focus on a specific demographic, such as Spanish-speaking children or struggling students, while other programs provide services to any interested child within the local community. They also provide a variety of program offerings, from academic supports to recreational activities.
This Research Update addresses the benefits, challenges, and successful strategies of OST programs in rural areas, based on data from the nine programs, and supplemented by other OST research examining programs in rural areas. In addition, the Appendix provides listings of all of the research and evaluations about rural OST programs that we are currently tracking in our OST bibliography.

Study: Wealthier students are more connected on Facebook

Many educators have long recognized that the impact of social class affects both education achievement and life chances after completion of education. There are two impacts from diversity, one is to broaden the life experience of the privileged and to raise the expectations of the disadvantaged. Social class matters in not only other societies, but this one as well.

Jason DeParle reports in the New York Times article, For Poor Strivers, Leap to College Often Ends in a Hard Fall:

 

Everyone wants to think of education as an equalizer — the place where upward mobility gets started,” said Greg J. Duncan, an economist at the University of California, Irvine. “But on virtually every measure we have, the gaps between high- and low-income kids are widening. It’s very disheartening.”

 

The growing role of class in academic success has taken experts by surprise since it follows decades of equal opportunity efforts and counters racial trends, where differences have narrowed. It adds to fears over recent evidence suggesting that low-income Americans have lower chances of upward mobility than counterparts in Canada and Western Europe.

 

Thirty years ago, there was a 31 percentage point difference between the share of prosperous and poor Americans who earned bachelor’s degrees, according to Martha J. Bailey and Susan M. Dynarski of the University of Michigan. Now the gap is 45 points.

 

While both groups improved their odds of finishing college, the affluent improved much more, widening their sizable lead.

 

Likely reasons include soaring incomes at the top and changes in family structure, which have left fewer low-income students with the support of two-parent homes. Neighborhoods have grown more segregated by class, leaving lower-income students increasingly concentrated in lower-quality schools. And even after accounting for financial aid, the costs of attending a public university have risen 60 percent in the past two decades. Many low-income students, feeling the need to help out at home, are deterred by the thought of years of lost wages and piles of debt….

 

Income has always shaped academic success, but its importance is growing. Professor Reardon, the Stanford sociologist, examined a dozen reading and math tests dating back 25 years and found that the gap in scores of high- and low-income students has grown by 40 percent, even as the difference between blacks and whites has narrowed.

 

While race once predicted scores more than class, the opposite now holds. By eighth grade, white students surpass blacks by an average of three grade levels, while upper-income students are four grades ahead of low-income counterparts.

 

The racial gaps are quite big, but the income gaps are bigger,” Professor Reardon said.

 

One explanation is simply that the rich have clearly gotten richer. A generation ago, families at the 90th percentile had five times the income of those at the 10th percentile. Now they have 10 times as much.

 

But as shop class gave way to computer labs, schools may have also changed in ways that make parental income and education more important. SAT coaches were once rare, even for families that could afford them. K-12 education must not only prepare students by teaching basic skills, but they must prepare students for training after high school, either college or vocational. There should not only be a solid education foundation established in K-12, but there must be more accurate evaluation of whether individual students are “college ready.” A study by Purdue University Libraries Associate Professor Reynol Junco shows the class differences in the soft social skill of networking.

 

Bianca Bosker writes in the Huffington Post article, Wealthier College Students Share, Connect More On Facebook: Study:

 

Social media may have to reconsider its reputation as the great equalizer: according to a new study, college students from lower socioeconomic backgrounds are less likely than their wealthier peers to communicate and share on Facebook, behavior the study’s author argues could in turn be detrimental to academic performance and social life.

Purdue University Libraries Associate Professor Reynol Junco surveyed 2,359 college students with an average age of 22 years old to understand how gender, ethnicity and socioeconomic status affected their time spent on and usage of the social networking site. The survey participants were asked to estimate how much time they spent on Facebook and what they did during that time. (However, a previous study by Junco showed self-reporting to be an inaccurate representation of the time students actually spent browsing the site.)

The table above lists the frequency with which all the students surveyed said they engaged in different activities on Facebook.

Junco found that students used the site with equal frequency, irrespective of their backgrounds, spending an average of 101 minutes a day on Facebook.

But those whose parents completed a lower level of education — a proxy for socioeconomic status — were less inclined to engage in seven of 14 of core social activities on Facebook, including tagging photos, messaging privately, chatting on the site and creating or RSVPing to events, according to the study.

Abstract

 

While research has examined digital inequalities in general Internet use, little research has examined inequalities in social networking website use. This study extends previous research by examining how Facebook use is related to student background characteristics. Analyses were conducted to assess differences in time spent and activities performed on Facebook using a large sample (N = 2359) of college students. Results showed that women were more likely to use Facebook for communication, African Americans were less likely to use Facebook to check up on their friends, and students from lower socioeconomic levels were less likely to use Facebook for communication and sharing. Implications for education, communication, and student outcomes are presented.

 

These networking skills often aid in success later.

Emotional intelligence (EQ) is the ability to identify, use, understand, and manage emotions in positive ways to relieve stress, communicate effectively, empathize with others, overcome challenges, and diffuse conflict. Emotional intelligence impacts many different aspects of your daily life, such as the way you behave and the way you interact with others.

 

If you have a high emotional intelligence you are able to recognize your own emotional state and the emotional states of others and engage with people in a way that draws them to you. You can use this understanding of emotions to relate better to other people, form healthier relationships, achieve greater success at work, and lead a more fulfilling life.

 

Emotional intelligence consists of four attributes:

 

  • Self-awareness – You recognize your own emotions and how they affect your thoughts and behavior, know your strengths and weaknesses, and have self-confidence.

  • Self-management – You’re able to control impulsive feelings and behaviors, manage your emotions in healthy ways, take initiative, follow through on commitments, and adapt to changing circumstances.

  • Social awareness – You can understand the emotions, needs, and concerns of other people, pick up on emotional cues, feel comfortable socially, and recognize the power dynamics in a group or organization.

  • Relationship management – You know how to develop and maintain good relationships, communicate clearly, inspire and influence others, work well in a team, and manage conflict.

 

Why is emotional intelligence (EQ) so important?

 

As we know, it’s not the smartest people that are the most successful or the most fulfilled in life. You probably know people who are academically brilliant and yet are socially inept and unsuccessful at work or in their personal relationships. Intellectual intelligence or IQ isn’t enough on its own to be successful in life. IQ can help you get into college but it’s EQ that will help you manage the stress and emotions of sitting your final exams.

 

Emotional intelligence affects:

 

  • Your performance at work. Emotional intelligence can help you navigate the social complexities of the workplace, lead and motivate others, and excel in your career. In fact, when it comes to gauging job candidates, many companies now view emotional intelligence as being as important as technical ability and require EQ testing before hiring.

  • Your physical health. If you’re unable to manage your stress levels, it can lead to serious health problems. Uncontrolled stress can raise blood pressure, suppress the immune system, increase the risk of heart attack and stroke, contribute to infertility, and speed up the aging process. The first step to improving emotional intelligence is to learn how to relieve stress.

  • Your mental health. Uncontrolled stress can also impact your mental health, making you vulnerable to anxiety and depression. If you are unable to understand and manage your emotions, you’ll also be open to mood swings, while an inability to form strong relationships can leave you feeling lonely and isolated.

  • Your relationships. By understanding your emotions and how to control them, you’re better able to express how you feel and understand how others are feeling. Whether one calls success traits “emotional intelligence” or “soft skills” is really not important. The traits associated are those more likely to result in a successful outcome for the student.

Dallas Independent School District develops three-year high school diploma, savings to go to prekindergarten

As students are prepared for functioning in a 21th century world, the role of schools is evolving. The Future of Children describes high school in the article, Purpose and Outcomes of Today’s High Schools:

Given a common structure, but distinct environments and a still separate and unequal experience for many students, what is the purpose of high school in the twenty-first century? The weight of evidence suggests a growing consensus among both the students who attend the schools and the school districts and states that organize them that regardless of the characteristics of a school or its students, the primary purpose of high school today is to prepare students for college. Two reports and one article by Diane Ravitch in the Washington Post, which is a reply to the report by the Center for American Progress regarding whether children are learning the skills which are necessary in the 21st-century. These papers highlight the questions of what skills are necessary for children to be successful and whether they are learning these skills in school. Morgan Smith of The Texas Tribune writes in the article, In Dallas, 3-Year High School Diploma Would Expand Preschool which was published in the New York Times:

Dallas Independent School District, the state’s second largest, is developing a voluntary three-year high school diploma plan that is likely to start in the 2014-15 school year and would funnel cost savings to finance prekindergarten.

A bill passed in the recently concluded legislative session, sponsored by two Dallas Democrats, Representative Eric Johnson and Senator Royce West, will allow the district to use savings that occur when students in the new plan graduate early. Under current Texas law, districts get state funding on a per-pupil basis, and the Dallas I.S.D. would have lost state aid for a senior year for students who graduated early.

It’s a way to start thinking about the system differently,” said Mike Morath, the Dallas district trustee who promoted the three-year concept. “Do we view education as schools and buildings and first grade and second grade and third grade? Or do we view education as a way to enrich the lives of young people, and do we start taking these institutional blinders off and thinking about it more creatively?”

Advocates of early childhood learning say prekindergarten programs have long-term benefits, including making students less likely to drop out, repeat grades or need remedial course work. In his State of the Union address in February, President Obama set as a priority making “high-quality preschool available to every single child in America.”

The state now pays for half-day preschool programs for children who are learning English or are from homeless, low-income, foster or military families.

In 2011, the Legislature, facing a multibillion-dollar budget shortfall, slashed more than $200 million in grant money that had helped districts extend pre-K programs to a full day. Since then, many districts have been seeking ways to keep full-day prekindergarten without state aid, including charging tuition and, in the case of San Antonio, imposing a city sales tax.

The new legislation authorizes the state to credit the Dallas district for students who graduate under the three-year plan, Mr. Morath said. The district would receive an additional year of state financing for students who finish after what would normally have been the 11th grade.

The plan will enable the district to finance full-day pre-K programs at a rate of two children for every three-year high school graduate, he said. It could also result in savings from what he called a “slightly reduced need” for high school staff members.

Because the program, which must still be approved by the state education commissioner, is in its initial stages, Ann Smisko, the Dallas school district’s chief academic officer, said the district could not predict what the demand might be.

Ms. Smisko said educators would work with middle school students to determine who would enter the new diploma plan. Under the legislation, the district is required to form partnerships with state community colleges and four-year universities to place students who graduate early in some form of postsecondary education. Parents must give their approval for students to participate.

The district is in the midst of developing curriculum requirements for the three-year diploma, which Ms. Smisko said would be geared to “college-ready” standards.

Mr. Morath said an alternative diploma plan would appeal to high-performing students as well as to those eager to start vocational training.

He said the district would determine within five years whether the program was successful. At that point, the Legislature could decide whether to expand it to other school districts in Texas.

Florida students entering their first year of high school in the 2007-2008 school year
may choose from the following graduation programs:

  • The Traditional 24-credit Program

  • An International Baccalaureate Diploma Program

  • An Advanced International Certificate of Education Diploma Program

  • A three-year, 18-credit college preparatory program

  • A three-year, 18-credit career preparatory program

All of these graduation paths include opportunities to take rigorous academic courses designed to prepare students for their future academic and career choices. All students, regardless of graduation program, must still earn a specific grade point average on a 4.0 scale and achieve passing scores on the Florida Comprehensive Assessment Test in order to graduate with a standard diploma. However, the two three-year programs are significantly different from the traditional 24-credit
program.

Traditional 24-Credit Program – It’s a Major Opportunity!

This program requires students to take at least 24 credits in subject areas such as English, mathematics, science, social studies, fine arts, and a physical education course to include the integration of health. Foreign language credit is not required for this program, although it is recommended for community college preparation and is required for admission to Florida’s state universities. This program offers students the chance to take eight elective credits- four credits in a major area of interest and four credits combined to allow for a second major area of interest, a minor area of interest, or elective courses. Major areas of interests will allow students to define their interests and use their high school experience to become better prepared for higher education and/or a career of their choosing.

International Baccalaureate Diploma Program

The International Baccalaureate Diploma Program is a rigorous pre-university course of study leading to internationally standardized tests. The program’s comprehensive two-year curriculum allows its graduates to fulfill requirements of many different nations’ education systems. Students completing IB courses and exams from the six subject groups are eligible for college credit. The award of credit is based on scores achieved on IB exams. Students can earn up to 30 postsecondary semester credits by participating in this program at the high school level. Approximately 45 Florida high schools participate in the IB program. Students in Florida’s public secondary schools who are enrolled in IB courses do not have to pay to take the exams. For information, visit www.ibo.org.

Advanced International Certificate of Education Program

The Advanced International Certificate of Education Program is an international curriculum and examination program modeled on the British pre-college curriculum and “A-Level” exams. Florida’s public community colleges and universities provide college credit for successfully passed exams. Three-Year, 18-Credit College Preparatory Program

This accelerated graduation program requires fewer credits than the traditional 24-credit program and does not require the student to select a major area of interest. It focuses more on academic courses, which means students take fewer elective courses. Unlike the traditional 24-credit program, the three-year college preparatory program requires students to earn two credits in a foreign language. Students must earn at least six of the 18 required credits in specified rigorous level courses and maintain a cumulative weighted grade point average of a 3.5 on a 4.0 scale with a weighted or non-weighted grade that earns at least a 3.0 or its equivalent in each of the 18 required credits for the college preparatory program. It also requires higher-level mathematics courses than does the 24-credit program and the three-year career preparatory program. The credits required by this program must satisfy the minimum standards for admission into Florida’s state universities.

Three-Year, 18-Credit Career Preparatory Program

This accelerated graduation program requires fewer credits than the traditional 24-credit program and does not require the student to select a major area of interest. It focuses more on academic courses, which means students take fewer elective courses. Unlike the 24-credit program, the three-year career preparatory program requires students to earn specific credits in a single vocational or career education program. It requires students to maintain a cumulative weighted grade point average of a 3.0 on a 4.0 scale with a weighted or non-weighted grade that earns at least a 2.0 or its equivalent in each of the 18 required credits for the career preparatory program. The requirements of the program are designed to prepare students for entrance into a technical center or community college for career preparation or for entrance into the work force.

Choosing a Program

The three-year programs are designed for students who are clear about their future goals, who are mature enough to leave high school, and who are ready to pursue their goals beyond high school in an accelerated manner. To assist students and parents with this task, each school district shall provide each student in grades 6 through 9 and their parents with information concerning the three-year and four-year high school graduation options, including the respective curriculum requirements for those options, so that the students and their parents may select the program that best fits their needs. To select a three-year graduation program, students and their parents must meet with designated school personnel to receive an explanation of the requirements, advantages, and disadvantages of each program option.
Students must also receive the written consent of their parents. Students must select a graduation program prior to the end of ninth grade. A comprehensive college preparation program must address four distinct dimensions of college readiness: cognitive strategies, content knowledge, self-management skills, and knowledge about postsecondary education.

 

Key Cognitive Strategies

 

Colleges expect their students to think about what they learn. Students entering college are more likely to succeed if they can formulate, investigate, and propose solutions to nonroutine problems; understand and analyze conflicting explanations of phenomena or events; evaluate the credibility and utility of source material and then integrate sources into a paper or project appropriately; think analytically and logically, comparing and contrasting differing philosophies, methods, and positions to understand an issue or concept; and exercise precision and accuracy as they apply their methods and develop their products.

 

Key Content Knowledge

 

Several independently conducted research and development efforts help us identify the key knowledge and skills students should master to take full advantage of college. Standards for Success (Conley, 2003) systematically polled university faculty members and analyzed their course documents to determine what these teachers expected of students in entry-level courses. The American Diploma Project (2004) consulted representatives of the business community and postsecondary faculty to define standards in math and English. More recently, both ACT (2008) and the College Board (2006) have released college readiness standards in English and math. Finally, the Texas Higher Education Coordinating Board (2008), under mandate of state law, developed one of the first and most comprehensive sets of state-level college readiness standards….

 

Key Self-Management Skills

 

In college, students must keep track of massive amounts of information and organize themselves to meet competing deadlines and priorities. They must plan their time carefully to complete these tasks. They must be able to study independently and in informal and formal study groups. They must know when to seek help from academic support services and when to cut their losses and drop a course. These tasks require self-management, a skill that individuals must develop over time, with considerable practice and trial-and-error.

 

Key Knowledge About Postsecondary Education

 

Choosing a college, applying, securing financial aid, and then adjusting to college life require a tremendous amount of specialized knowledge. This knowledge includes matching personal interests with college majors and programs; understanding federal and individual college financial aid programs and how and when to complete appropriate forms; registering for, preparing for, and taking required admissions exams; applying to college on time and submitting all necessary information; and, perhaps most important, understanding how the culture of college is different from that of high school….

Lumina Foundation Announces 10 New Targets for Moving America Closer to Goal 2025

WASHINGTON, DC, June 13, 2013—As the demand for skilled workers continues to grow, a new report released today by Lumina Foundation shows that the rate of college attainment is steadily improving across America. Unfortunately, the pace of progress is far too modest to meet future workforce needs. The report also finds massive and ongoing gaps in educational achievement—gaps tied to race, income and other socioeconomic factors—that must be addressed.

According to the report, A Stronger Nation through Higher Education, 38.7 percent of working-age Americans (ages 25-64) held a two- or four-year college degree in 2011—the most recent year for which data are available. That figure is up from 2010, when the rate was 38.3 percent and from 2009, when the rate was 38.1 percent. The Stronger Nation report measures progress toward Goal 2025 which is a national effort to increase the percentage of Americans with high-quality degrees and credentials to 60 percent by the year 2025.

Research tells us that 65 percent of U.S. jobs will require some form of postsecondary education by 2020, yet fewer than 40 percent of Americans are educated beyond high school today,” said Jamie P. Merisotis, president and chief executive officer of Lumina. “Our pace of attainment has been too slow and America is now facing a troubling talent gap. If we intend to address this problem, new strategies are required and a heightened sense of urgency is needed among policymakers, business leaders and higher education institutions across our nation.”

Achievement Gaps by Race Continue

Educational success has historically been uneven across America, particularly among, low-income, first-generation students, racial and ethnic minorities, immigrants and adults who are underrepresented among college students and graduates. The Stronger Nation report shows that degree attainment rates among adults (ages 25-64) in the U.S. continue to be woefully unbalanced, with 59.1 percent of Asians having a degree versus 43.3 percent of whites, 27.1 percent of blacks, 23.0 of Native Americans and 19.3 of Hispanics.

As worrisome as those differentials are, there is an even more troubling trend in the data regarding young adults (ages 25-29) who serve as a leading indicator of where the nation’s higher education attainment rates are headed overall. The highest attainment rate for 25- to 29-year old Americans is among Asians at 65.6 percent, followed by non-Hispanic whites at 44.9 percent. Then, the bottom drops out with an attainment rate for young African-Americans at 24.7 percent, for Hispanics at 17.9 percent and for Native Americans at 16.9 percent.

This is an intolerable situation,” said Merisotis. “We certainly must close these gaps to meet the attainment levels that our nation needs. But the fact that these racial achievement differentials even exist must be rejected on both moral and economic grounds, given the increasingly severe consequences that come with not having a degree beyond high school. Our democracy and our economy are ill-served by a system that fails to effectively tap all of our available talent.”

New Strategies for Reaching Goal 2025

Earlier this year, Lumina released a new Strategic Plan that outlines how the Foundation will work over the next four years to help move the country closer to reaching Goal 2025. The plan includes strategies to: 1) design and build a higher education system for the 21st century, and 2) mobilize employers, policymakers, institutions, state and metro leaders and others to better position America for success in the knowledge economy.

The strategies for designing and building a 21st century higher education system focus on: creating new models of student financial support; developing new higher education business and finance models, and creating new systems of quality credentials and credits defined by learning and competencies rather than time.

The mobilization strategies focus on: building a social movement to support increased attainment in America; working with employers, metro areas and regions to encourage broader adoption of Goal 2025; advancing state and federal policy for increased attainment, and mobilizing higher education institutions and systems to increase the adoption of data- and evidence-based policies, partnerships and practices.

The strength of our nation—or any nation—is its people, the sum total of talents, skills and abilities inherent in its citizenry,” said Merisotis. “America needs a bigger and more talented workforce to succeed, but we cannot expect our citizens to meet the demands of the 21st century without a 21st century education. That’s why we are working to mobilize more stakeholders to commit to achieving this 60 percent college-attainment goal. And it’s why we are working to design and build a new system of higher education that is grounded in quality and is flexible and affordable enough to properly serve the needs of students, employers and society at large.”

To measure progress toward Goal 2025 in the near term, Lumina has established 10 specific achievement targets for 2016 that will guide the Foundation’s work. They include:

  • 55 percent of Americans will believe that increasing higher education attainment is necessary to the nation. (2012 baseline = 43 percent)

  • 67.8 percent of students will pursue postsecondary education directly from high school. (2012 baseline = 62.5 percent)

  • 1.3 percent of older adults will be first-time participants in higher education. (2012 baseline = 1.1 percent)

  • 3.3 million Hispanic students will be enrolled in college. (2012 baseline = 2.5 million)

  • 3.25 million African-American students will be enrolled in college. (2012 baseline = 2.7 million)

  • 22 million students will be enrolled in college across America. (2012 baseline = 18.1 million)

  • 800,000 fewer working-age adults (ages 25-64) will have some college and no degree (2012 baseline = 36.3 million; 2016 target = 35.5 million)

  • 60 percent of first-time, full-time students will complete college within six years. (2012 baseline = 54 percent)

  • 48 percent of adult learners (ages 25-64) will complete higher education. (2012 baseline = 45 percent)

  • 3 million will be the number of associate and bachelor’s degrees awarded annually. (An increase of 500,000 per year based on 2012 baseline of 2.5 million)

K-12 education must not only prepare students by teaching basic skills, but they must prepare students for training after high school, either college or vocational. There should not only be a solid education foundation established in K-12, but there must be more accurate evaluation of whether individual students are “college ready.”

National Council on Teacher Quality releases first Teacher Prep Review

Why we’re doing the Teacher Prep Review

There’s widespread public interest in strengthening teacher preparation – but there’s a significant data gap on what’s working We aim to fill this gap, providing information that aspiring teachers and school leaders need to be come strategic consumers and institutions and states need in order to rapidly improve how tomorrow’s teachers are trained.

Our strategy is modeled on Abraham Flexner ’s 1910 review of medical training programs, an effort that launched a new era in the field of medicine, transforming a sub-standard system into the world’s best.

How we’re doing it. NCTQ takes an in-depth look at admissions standards, course requirements,course syllabi, textbooks, capstone projects, student teaching manuals and graduate surveys, among other sources, as blueprints for training teachers. We apply specific and measurable standards that identify the teacher preparation programs most likely to get the best outcomes for their students. To develop these standards, we consulted with international and domestic experts on teacher education, faculty and deans from schools of education, statistical experts and PK-12 leaders. We honed our methodology in ten pilot studies conducted over eight years.

Our goals. Currently, high-caliber teacher training programs go largely unrecognized. The Review will showcase these programs and provide resources that schools of education can use to provide trulyexceptional training. Aspiring teachers will be able to make informed choices about where to attend school to get the best training. Principals and superintendents will know where they should recruit new teachers. State leaders will be able to provide targeted support and hold programs accountable for improvement. Together, we can ensure a healthy teacher pipeline.

There is a lot of support for strengthening teacher prep. To date, 24 state school chiefs, over 100 district superintendents, the Council of the Great City Schools and almost 80 advocacy organizations across 42 states and the District of Columbia have endorsed the Review. The Review is funded by 65 local and national foundations. There’s also growing support for raising the bar on the system from national organizations representing state education chiefs (CCSSO), teachers (both the American Federation of Teachers and the National Education Association) and teacher educators themselves (the new national accreditation body, CAEP).

The first edition of the Review will be published June 18, 2013, in partnership with U.S. News & World Report. What’s next? NCTQ has made a commitment to publish three annual editions of the Review.

There is much that needs to be done before we have a truly excellent system of preparing teachers. We must set a high standard for teacher preparation, shed light on high-performers and give educators the information they need to make the system work for their students. Alverno College, the small women’s college on Milwaukee’s south side, has been widely cited as a national model for training teachers, thanks to its combination of clinical and classroom experience and use of video and other tools to evaluate whether graduates are meeting the standards for what makes a good teacher…. 

Key elements of an excellent teacher education program: 

  • Strong content knowledge, teaching skills. Future teachers gain a solid grounding in the content to be taught as well as how to teach it.

  • Flexible methods. Emphasis is placed on teaching diverse learners – knowing how to differentiate teaching to reach a broad range of students.

  • Fieldwork. Coursework clearly is connected to fieldwork. The clinical experience, like in medical school, consists of intensive student-teaching, preferably for a semester or entire year, under the supervision of an experienced mentor.

  • Professional mentors. Mentors observe future teachers in the classroom – sometimes videotaping for later analysis – and work with them on everything from lesson-planning and creating assignments to monitoring student progress and grading.

  • Designated “learning schools.” Mentors and school sites for student-teaching are well-chosen. There are close relationships and a sense of joint responsibility among the school sites at which future teachers train, the local district and the teacher-education program.

  • Escalating teaching responsibilities. Future teachers gradually take over a full classroom, first teaching short segments on a single topic with a small group of students, then co-teaching with the mentor before assuming full responsibility for a class.

  • Feedback. Feedback from multiple sources (mentors, professors, peers) is routine.

  • Selective admission standards. Admission to the program is selective; not everyone has the necessary skills or demeanor to be an effective teacher.

Adults may be a little surprised by some of the preliminary findings of new research on what makes a great teacher.

 

How do you find the most effective teachers? Ask your kids. That’s one of four main conclusions of the Bill & Melinda Gates Foundation and its research partners after the first year of its Measures of Effective Teaching Project.

 

Preliminary results of the study were posted online Friday; a more complete report is expected in April, according to the foundation….

 

The first four conclusions of the study are as follows:

 

-The average student knows effective teaching when he or she experiences it.

 

-In every grade and every subject, a teacher’s past success in raising student achievement on state tests is one of the strongest predictors of his or her ability to do so again.

 

-The teachers with the highest value-added scores on state tests, which show improvement by individual students during the time they were in their classroom, are also the teachers who do the best job helping their students understand math concepts or demonstrate reading comprehension through writing.

 

-Valid feedback does not need to come from test scores alone. Other data can give teachers the information they need to improve, including student opinions of how organized and effective a teacher is….

Bottom line, education is a partnership between the student, parent(s) or guardian(s), teacher(s), and school. All parts of the partnership must be involved. Students must arrive at school ready to learn. Parents must provide an environment which supports education and education achievement. Teachers must have strong subject matter knowledge and pedagogic skills. Schools must provide safe environments and discipline. Communities are also part of a successful school system and outcome for community children. Education is a partnership.

Douglas County Colorado experiments with variable teacher pay

Teacher compensation is a hot education topic. The role of evaluations in compensation, merit pay, pay based upon credentials and higher pay for specialty areas are all hot topics and hot button issues. The Center for American Progress has a report by Frank Adamson and Linda Darling Hammond. In the report, Speaking of Salaries: What It Will Take to Get Qualified, Effective Teachers In All Communities  Adamson and Darling- Hammond write:

 

As Education Trust President Kati Haycock has noted, the usual statistics about teacher credentials, as shocking as they are, actually understate the degree of the problem in the most impacted schools:

 

The fact that only 25% of the teachers in a school are uncertified doesn’t mean that the other 75% are fine. More often, they are either brand new, assigned to teach out of field, or low-performers on the licensure exam … there are, in other words, significant numbers of schools that are essentially dumping grounds for unqualified teachers – just as they are dumping grounds for the children they serve….

Stephanie Simon of Reuters writes in the article, Valuing Physics Over P.E., Colorado Schools Test Novel Pay Scale:

 

A wealthy school district in Colorado is launching a radical experiment that sets a different pay scale for each category of educator, ensuring that even the best third-grade teacher would never earn as much as a veteran high-school math teacher.

The new system, which takes effect next month for all 3,300 educators in suburban Douglas County, Colorado, has sparked fury and resentment among some teachers and some parents. But it has also drawn interest from superintendents around the nation.

“It’s quite novel,” said Eric Hanushek, an education economist at Stanford University.

School districts across the United States have traditionally treated all teachers the same; no matter what grade or subject they taught, they started at the same base salary and received the same raises for experience and advanced degrees.

In recent years, districts have tried to differentiate a bit by offering merit pay to their most effective educators, signing bonuses for teachers in high-poverty schools, and pay bumps for those in hard-to-staff fields, such as special education. But Douglas County’s system goes much further.

The district’s chief human relations officer, Brian Cesare, said he asked school administrators, “Which jobs keep you up at night because they are so difficult to fill?” Using the answers as a gauge of supply and demand, he divided teaching jobs into five salary bands.

Most elementary, art and physical education teachers are in the lowest bracket; their annual salary tops out at $61,000. Middle-and high-school English teachers can earn up to $72,000. High-school science and math teachers draw upper salaries of $82,000. At the very top: Special education therapists, who max out at $94,000.

QUIRKS IN SYSTEM

The broad categories contain some quirks: The district is more selective about kindergarten and first grade teachers than other elementary teachers, Cesare said, so they fall in a higher bracket. Middle school social studies teachers are considered easy to hire, so they’re in the lowest bracket.

The goal, Cesare said, is to “pay the top more… the bottom less.”

No teacher currently employed by Douglas County will have to take a pay cut, but if they’re earning more than their market value, their merit bonuses will be smaller, Cesare said.

A sprawling swath of suburbia between Denver and Colorado Springs, Douglas County is one of the wealthiest in the nation, with a well-regarded school system. A slate of conservative Republicans took control of the school board in 2009 and has pushed through a series of controversial policies, including expanding the number of charter schools and providing vouchers to help students pay tuition at private and religious schools. The voucher system is being challenged in court.

The board abolished traditional tenure protections for teachers in 2010 and said last year it would no longer recognize the teachers’ union after contract negotiations hit an impasse.

With no contract to set guidelines on salaries, performance evaluations or working conditions, the board is free to impose systems like the new market-based pay rate.

“We no longer exist,” said Brenda Smith, the president of the local union, who has mustered protests against the new system but cannot block it.

Dads read to kids in LA to promote literacy

This comment is not politically correct. If you want politically correct, stop reading. Children, especially boys, need positive male role models. They don’t need another “uncle” or “fiancée” who when the chips are down cashes out. By the way, what is the new definition of “fiancée?” Is that someone who is rented for an indefinite term to introduce the kids from your last “fiancée” to? Back in the day, “fiancée” meant one was engaged to be married, got married and then had kids. Nowadays, it means some one who hangs around for an indeterminate period of time and who may or may not formalize a relationship with baby mama. Kids don’t need someone in their lives who has as a relationship strategy only dating women with children because they are available and probably desperate. What children, especially boys, need are men who are consistently there for them, who model good behavior and values, and who consistently care for loved ones. They don’t need men who have checked out of building relationships and those who are nothing more than sperm donors.

This Washington Post article made moi think about the importance of healthy male role models in a child’s life. This article is about a good male role model, a hero. Number of Black Male Teachers Belies Their Influence

“I love teaching, and I feel like I am needed,” said Thomas, 33, of Bowie. “We need black male teachers in our classrooms because that is the closest connection we are able to make to children. It is critical for all students to see black men in the classrooms involved in trying to make sure they learn and enjoy being in school.”

The shortage of black male teachers compounds the difficulties that many African American boys face in school. About half of black male students do not complete high school in four years, statistics show. Black males also tend to score lower on standardized tests, take fewer Advanced Placement courses and are suspended and expelled at higher rates than other groups, officials said.

Educators said black male teachers expose students to black men as authority figures, help minority students feel that they belong, motivate black students to achieve, demonstrate positive male-female relationships to black girls and provide African American youths with role models and mentors.

The reason that teachers like Will Thomas are needed, not just for African American kids, is because the number of households headed by single parents, particularly single women is growing. Not all single parent households are unsuccessful in raising children, but enough of them are in crisis that society should be concerned. The principle issues with single parenting are a division of labor and poverty. Two parents can share parenting responsibilities and often provide two incomes, which lift many families out of poverty. Families that have above poverty level incomes face fewer challenges than families living in poverty. Still, all families face the issue of providing good role models for their children. As a society, we are like the Marines, looking for a few good men.

Single Parent Households

About.Com has a quick snapshot of which was condensed from the original source Custodial Mothers and Fathers and Their Child Support: 2005 Information from the snapshot comes from the Custodial Mothers report which was released in 2007. According to Custodial Mothers and Fathers and Their Child Support: 2005, released by the U.S. Census Bureau in August, 2007, there are approximately 13.6 million single parents in the United States today, and those parents are responsible for raising 21.2 million children (approximately 26% of children under 21 in the U.S. today).

So what’s the “average” single parent really like? According to the U.S. Census Bureau…

She is a Mother:

·         Approximately 84% of custodial parents are mothers, and

·         16% of custodial parents are fathers

She is Divorced or Separated:

Of the mothers who are custodial parents:

·         44% are currently divorced or separated

·         33% have never been married

·         22% are married (In most cases, these numbers represent women who have remarried.)

·         1% were widowed         

Of the fathers who are custodial parents:

·         57% are divorced or separated

·         24% are currently married (In most cases, these numbers represent men who have remarried.)

·         18% have never married

·         1% were widowed

She is Employed:

·         79% of custodial single mothers are gainfully employed

o                 50% work full time, year round

o                 29% work part-time or part-year

·         92% of custodial single fathers are gainfully employed

o                 74% work full time, year round

o                 18% work part-time or part-year

The current recession has likely increased the number of families in all categories that are classified as living in poverty even if it is a temporary condition. The Foundation for Child Development reports that the Child Well-being Index finds “after improving during the 1990s, since 2000, the economic well-being of families with children has declined.” Single parents suffer more during periods of economic decline.

Children in Poverty provides good data on the types of households most likely to be poor. Their findings for single parent households are:

Family structure continues to be strongly related to whether or not children are poor.

In 2007, children living in households headed by single mothers were more than five times as likely as

     children living in households headed by married parents to be living in poverty—42.9 percent  

     compared   with 8.5 percent. (See Figure 1 )

For non-Hispanic white children, the poverty rate in 2007 was 32.3 percent for children in single mother

    households compared with 4.7 percent for children in married households.

Similarly for black children, the poverty rate was 50.2 percent compared with 11 percent.

For Hispanic children, the poverty rate was 51.4 percent compared with 19.3 percent.

For Asian children, the poverty rate was 32 percent compared with 9.7 percent.

Families headed by single parents face economic challenges that are mitigated by two incomes.

Katrina Puga writes in the Education Nation article, Dads Read to Children in LA School to Promote Literacy about the importance of male role models:

Many of the students, ages 5 to 12, at the 99th Street Elementary School in South Los Angeles, don’t know what it’s like to have a dad. So, in an effort to curb that, Donuts With Dads was created — a program in which dads, or male role models, from the community come to read books to the youngsters. Last month, 150 men participated in the school’s fifth annual event, and because of its success, dads will now be coming to the school to read every first Friday of every month — called Family Friday.

The elementary school is one of the Los Angeles Unified schools managed by the nonprofit Partnership for Los Angeles Schools, founded five years ago by Mayor Antonio Villaraigosa. Since the program’s inception, which has grown through word of mouth, parent involvement rate at the school, which is 76 percent Latino, is now 85 percent — an increase of 65 percent.

About five years ago…Mayor Villaraigosa took over the 10 worst performing schools in south central Los Angeles around the housing projects in Watts and Boyle Heights,” says 99th Street Elementary School Principal Courtney Sawyer. “The whole staff noticed the terrible parent involvement — only about 10 percent would show up for parent night.”

In an effort to increase parent involvement, she says they took a survey of the school and determined that approximately 80 percent of the students were without fathers or consistent male role models in the household.

We started canvassing the communities to talk to police officers, firefighters — to get them to come to the school and make connections with kids and become involved in our school as mentors,” says Sawyer. “And over the past few years, we’ve seen a surge in math, but not language arts, so we married the two together — literacy and getting men in the classroom.”

She says the dads come in before work and spend the majority of an hour reading to the children, or having the children read to them.

The Role of a Father

A 2001 study of the impact of a father’s involvement in the life of their child reached the following conclusions:

It appears that fathers contribute to the lives of their children by assuming diverse roles appropriate to their children’s progression through the life cycle. However, much of the available research is based on small observational studies or cross-sectional data, and in fact,relatively few studies have linked father involvement with outcomes among infants and toddlers.

There is a need for new longitudinal research that follows infants through the school years and includes fathers’ multiple domains of influence.

As Lamb (1997a) points out, fathers should be studied in the larger familial context. A father’s relationship with his partner, and other children, as well as how he views himself and his multiple familial and societal roles all affect his parenting style and parent-child interactions.beneficial effects of father involvement on children stem from supportive and nurturant father-child relationships. Continued large-scale research on resident father involvement shouldinclude items spanning multiple domains of paternal influence in addition to items that capture family and social contexts.

Measuring Father Involvement did not have definite conclusions about the importance of a father’s involvement because of the lack of longitudinal or long range study of the father/child relationship, but it hinted at the importance of the relationship.

Some of the key findings from this review of incentives and barriers to father involvementinclude the following:

· Believing that a father’s role is important to child development and perceiving oneself as

competent in the fathering role both serve as incentives to father involvement. 

· Wanting the child and desiring to become a father may also be associated with father involvement. 

· A man’s recollections of his own father-child experiences from childhood could serve either as barriers or incentives to involvement. 

· Egalitarian beliefs may lead to more father-child interactions in general, and more beneficial father-child interactions for girls in particular. 

· The father’s psychological well-being serves as a moderator of father involvement. High levels of stress and depression create barriers for father involvement, whereas high self-esteem increases the likelihood of father involvement. 

· Early fatherhood appears to be a barrier to father involvement. On-time fatherhood (i.e., becoming a father in one’s 20’s) increases the amount of father involvement above that of teen parents, but delaying fatherhood until one’s 30’s or even the 40’s may also yield benefits for children in increased father-child contact and more affectionate and cognitively-stimulating interactions. 

· A harmonious father-mother relationship enhances the likelihood of frequent and positive father child interactions within two-parent families. Conversely, marital conflict serves both as a barrier to father involvement and as a predictor of poor child outcomes. In situations where the father does not reside with the child, father involvement is more likely if the mother perceives the father to be capable of successfully fulfilling the provider role. 

· Being employed, and experiencing job satisfaction and low role stress are all associated with higher levels of father involvement. Conversely, unemployment or job instability, as well as high role stress, serve to minimize the likelihood that fathers will be and/or stay involved in their children’s lives. 

· Additional support from friends, extended family, and institutions may help bolster father involvement in young children’s lives. In addition, certain characteristics of the child may either increase or decrease the extent of                        father involvement. 

The key finding from this study is that the involvement of a father in the life of his children is a process and a complex one, at that.

Male Role Models in Schools

A working paper, Teachers and the Gender Gap, from NBER reported the following.

Dee finds that gender interactions between teachers and students have significant effects on these important educational outcomes. Assignment to a teacher of the opposite sex lowers student achievement by about 0.04 standard deviations. Other results imply that just “one year with a male English teacher would eliminate nearly a third of the gender gap in reading performance among 13 year olds…and would do so by improving the performance of boys and simultaneously harming that of girls. Similarly, a year with a female teacher would close the gender gap in science achievement among 13 year olds by half and eliminate entirely the smaller achievement gap in mathematics.”

Female science teachers appeared to reduce the probability that a girl would be seen as inattentive in science, though this had no discernable effect on girls’ science achievement. However, female history teachers significantly raised girls’ history achievement. And, boys were more likely to report that they did not look forward to a particular academic subject when it was taught by a female.

Overall, the data suggest that, “a large fraction of boys’ dramatic underperformance in reading reflects the classroom dynamics associated with the fact that their reading teachers are overwhelmingly female.” According to the U.S. Department of Education’s 1999-2000 Schools and Staffing Survey, 91 percent of the nation’s sixth grade reading teachers, and 83 percent of eighth grade reading teachers are female. This depresses boys’ achievement. The fact that most middle school teachers of math, science, and history are also female may raise girls’ achievement. In short, the current gender imbalance in middle school staffing may be reducing the gender gap in science by helping girls but exacerbating the gender gap in reading by handicapping boys. 

The purpose of this comment is not that boys and girls cannot learn from teachers of either sex. The point is too many children are being raised in single parent homes and they need good role models of both sexes to develop. That brings me back to Will Thomas and The Washington Post story. Mr. Thomas is not only a good teacher, but a positive role model for both his boy and girl students. We need more teachers like Mr. Thomas.

Moi has never met an illegitimate child, she has met plenty of illegitimate parents. People that are so ill-prepared for the parent role that had they been made responsible for an animal, PETA would picket their house. We are at a point in society where we have to say don’t have children you can’t care for. There is no quick, nor easy fix for the children who start behind in life because they are the product of two other people’s choice, whether an informed choice or not.  All parents should seek positive role models for their children. For single mothers who are parenting boys, they must seek positive male role models to be a part of their son’s life. Boys and girls of all ages should think before they procreate and men should give some thought about what it means to be a father before they become baby daddy.
