Moi say the movie ’42’tonight. It is the story of the great Brooklyn Dodger Jackie Robinson and Branch Rickey The baseball executive who hired Robinson as baseball’s first major league African American player. Rickey was a man of faith and the movie didn’t gloss over that. Moi’s favorite quote from the movie as to why Rickey hired Robinson in particular was, ‘I’m a Methodist, He’s a Methodist, and God’s a Methodist.’ On this 4th of July weekend, moi salutes those with a conscience and the courage of their convictions. Today’s deposit into the ‘Joy Jar’ are those individuals with conscience and courage.

Study: Wealthier students are more connected on Facebook

There are two impacts from diversity, one is to broaden the life experience of the privileged and to raise the expectations of the disadvantaged. Jason DeParle reports in the New York Times article, For Poor Strivers, Leap to College Often Ends in a Hard Fall:

 

Everyone wants to think of education as an equalizer — the place where upward mobility gets started,” said Greg J. Duncan, an economist at the University of California, Irvine. “But on virtually every measure we have, the gaps between high- and low-income kids are widening. It’s very disheartening.”

 

The growing role of class in academic success has taken experts by surprise since it follows decades of equal opportunity efforts and counters racial trends, where differences have narrowed. It adds to fears over recent evidence suggesting that low-income Americans have lower chances of upward mobility than counterparts in Canada and Western Europe.

 

Thirty years ago, there was a 31 percentage point difference between the share of prosperous and poor Americans who earned bachelor’s degrees, according to Martha J. Bailey and Susan M. Dynarski of the University of Michigan. Now the gap is 45 points.

 

While both groups improved their odds of finishing college, the affluent improved much more, widening their sizable lead.

 

Likely reasons include soaring incomes at the top and changes in family structure, which have left fewer low-income students with the support of two-parent homes. Neighborhoods have grown more segregated by class, leaving lower-income students increasingly concentrated in lower-quality schools. And even after accounting for financial aid, the costs of attending a public university have risen 60 percent in the past two decades. Many low-income students, feeling the need to help out at home, are deterred by the thought of years of lost wages and piles of debt….

 

Income has always shaped academic success, but its importance is growing. Professor Reardon, the Stanford sociologist, examined a dozen reading and math tests dating back 25 years and found that the gap in scores of high- and low-income students has grown by 40 percent, even as the difference between blacks and whites has narrowed.

 

While race once predicted scores more than class, the opposite now holds. By eighth grade, white students surpass blacks by an average of three grade levels, while upper-income students are four grades ahead of low-income counterparts.

 

The racial gaps are quite big, but the income gaps are bigger,” Professor Reardon said.

 

One explanation is simply that the rich have clearly gotten richer. A generation ago, families at the 90th percentile had five times the income of those at the 10th percentile. Now they have 10 times as much.

 

But as shop class gave way to computer labs, schools may have also changed in ways that make parental income and education more important. K-12 education must not only prepare students by teaching basic skills, but they must prepare students for training after high school, either college or vocational. There should not only be a solid education foundation established in K-12, but there must be more accurate evaluation of whether individual students are “college ready.” A study by Purdue University Libraries Associate Professor Reynol Junco shows the class differences in the soft social skill of networking.

 

Bianca Bosker writes in the Huffington Post article, Wealthier College Students Share, Connect More On Facebook: Study:

 

Social media may have to reconsider its reputation as the great equalizer: according to a new study, college students from lower socioeconomic backgrounds are less likely than their wealthier peers to communicate and share on Facebook, behavior the study’s author argues could in turn be detrimental to academic performance and social life.

Purdue University Libraries Associate Professor Reynol Junco surveyed 2,359 college students with an average age of 22 years old to understand how gender, ethnicity and socioeconomic status affected their time spent on and usage of the social networking site. The survey participants were asked to estimate how much time they spent on Facebook and what they did during that time. (However, a previous study by Junco showed self-reporting to be an inaccurate representation of the time students actually spent browsing the site.)

The table above lists the frequency with which all the students surveyed said they engaged in different activities on Facebook.

Junco found that students used the site with equal frequency, irrespective of their backgrounds, spending an average of 101 minutes a day on Facebook.

But those whose parents completed a lower level of education — a proxy for socioeconomic status — were less inclined to engage in seven of 14 of core social activities on Facebook, including tagging photos, messaging privately, chatting on the site and creating or RSVPing to events, according to the study.

Abstract

 

While research has examined digital inequalities in general Internet use, little research has examined inequalities in social networking website use. This study extends previous research by examining how Facebook use is related to student background characteristics. Analyses were conducted to assess differences in time spent and activities performed on Facebook using a large sample (N = 2359) of college students. Results showed that women were more likely to use Facebook for communication, African Americans were less likely to use Facebook to check up on their friends, and students from lower socioeconomic levels were less likely to use Facebook for communication and sharing. Implications for education, communication, and student outcomes are presented.

 

These networking skills often aid in success later.

What is emotional intelligence?

Emotional intelligence impacts many different aspects of your daily life, such as the way you behave and the way you interact with others.

 

If you have a high emotional intelligence you are able to recognize your own emotional state and the emotional states of others and engage with people in a way that draws them to you. You can use this understanding of emotions to relate better to other people, form healthier relationships, achieve greater success at work, and lead a more fulfilling life.

 

Emotional intelligence consists of four attributes:

 

  • Self-awareness – You recognize your own emotions and how they affect your thoughts and behavior, know your strengths and weaknesses, and have self-confidence.

  • Self-management – You’re able to control impulsive feelings and behaviors, manage your emotions in healthy ways, take initiative, follow through on commitments, and adapt to changing circumstances.

Why is emotional intelligence (EQ) so important?

 

As we know, it’s not the smartest people that are the most successful or the most fulfilled in life. You probably know people who are academically brilliant and yet are socially inept and unsuccessful at work or in their personal relationships. Intellectual intelligence or IQ isn’t enough on its own to be successful in life. IQ can help you get into college but it’s EQ that will help you manage the stress and emotions of sitting your final exams.

 

Emotional intelligence affects:

 

  • Your performance at work. Emotional intelligence can help you navigate the social complexities of the workplace, lead and motivate others, and excel in your career. In fact, when it comes to gauging job candidates, many companies now view emotional intelligence as being as important as technical ability and require EQ testing before hiring.

  • Your physical health. If you’re unable to manage your stress levels, it can lead to serious health problems. Uncontrolled stress can raise blood pressure, suppress the immune system, increase the risk of heart attack and stroke, contribute to infertility, and speed up the aging process. The first step to improving emotional intelligence is to learn how to relieve stress.

  • Your mental health. Uncontrolled stress can also impact your mental health, making you vulnerable to anxiety and depression. If you are unable to understand and manage your emotions, you’ll also be open to mood swings, while an inability to form strong relationships can leave you feeling lonely and isolated.

  • Your relationships. By understanding your emotions and how to control them, you’re better able to express how you feel and understand how others are feeling. Whether one calls success traits “emotional intelligence” or “soft skills” is really not important. The traits associated are those more likely to result in a successful outcome for the student.

Lindsey Layton has written the Washington Post article, Schools dilemma for gentrifiers: Keep their kids urban, or move to suburbia?

When his oldest son reached school age, Michael Petrilli faced a dilemma known to many middle-class parents living in cities they helped gentrify: Should the family flee to the homogenous suburbs for excellent schools or stay urban for diverse but often struggling schools?

Petrilli, who lived in Takoma Park with his wife and two sons, was torn, but he knew more than most people about the choice before him. Petrilli is an education expert, a former official in the Education Department under George W. Bush and executive vice president at the Thomas B. Fordham Institute, a right-leaning education think tank.

He set out to learn as much as he could about the risks and benefits of socioeconomically diverse schools, where at least 20 percent of students are eligible for the federal free or reduced-price lunch program. And then he wrote about it.

The result is “The Diverse Schools Dilemma,” which is being published and released next month by the Fordham Institute.

Petrilli said he wanted his son to have friends from all backgrounds because he believes that cultural literacy will prepare him for success in a global society.

But he worried that his son might get lost in a classroom that has a high percentage of poor children, that teachers would be focused on the struggling children and have less time for their more privileged peers.

As Petrilli points out in the book, this dilemma doesn’t exist for most white, middle-class families. The vast majority — 87 percent — of white students attend majority white schools, Petrilli says, even though they make up just about 50 percent of the public school population.

And even in urban areas with significant African American and Latino populations, neighborhood schools still tend to be segregated by class, if not by race. In the Washington region, less than 3 percent of white public school students attend schools where poor children are the majority, according to Petrilli.

Often, schools are segregated by both race and class. Class identification is very important in education because of class and peer support for education achievement and the value placed on education by social class groups. Moi does not condemn Mr. Petrilli for doing what is best for his family because when the rubber meets the road that is what parents are supposed to do. His family’s situation is just an example of the intersection of race and class in education.

Richard D. Kahlenberg, a senior fellow at The Century Foundation, looks at the issue of class-based affirmative action in higher education admissions in the Washington Post article, Race vs. class in college admissions: A false dichotomy or not?

Sherrilyn A. Ifill, the president and director-counsel of the NAACP Legal Defense and Education Fund Inc., just wrote a New York Times op-ed in defense of race-based affirmative action. The future direction of such policies is likely to be decided at some time in the next two weeks when the U.S. Supreme Court issues its ruling in a challenge to racial preferences in the case of Fisher v. University of Texas.

In particular, Ifill is concerned that “an alarming number of scholars, pundits and columnists—many of them liberal—have declared that economic class, not race, should be the appropriate focus of university affirmative-action efforts.” As a longtime proponent of class-based affirmative action (author of a 1996 book, “The Remedy: Class, Race and Affirmative Action,” coauthor a 2012 Century Foundation report, “A Better Affirmative Action: State Universities that Created Alternatives to Racial Preferences”) and a liberal, to boot, let me explain why I disagree with the four central arguments Ifill advances in favor of racial preference policies.

1. Race Still Matters, Therefore Racial Preferences Are Needed

Ifill argues that because racial discrimination continues to exist in American society—in the criminal justice system, housing, and employment—universities should be allowed to use racial preferences as a countermeasure.

Ifill is correct, of course, to suggest that discrimination continues to be a serious problem, which is why it would be crazy to repeal civil rights laws that are meant to address such discrimination. But the providing of racial preferences—the equivalent of a 310 point SAT boost in admissions to African Americans at selective private universities, according to Thomas Espenshade and Alexandra Radford—has never been held by the Supreme Court to be an appropriate remedy for ongoing societal discrimination. Instead, the argument that has prevailed is that racial preferences are necessary to promote the educational benefits of racial and ethnic diversity in the classroom.

The problem in applying the diversity argument, in turn, is that the University of Texas found a way to create higher levels of racial and ethnic diversity—by reducing reliance on test scores and giving a boost to economically disadvantaged students of all races—than they had using race. In 1996, when a lower court held Texas’s racial preference plan unconstitutional, the freshman class at U.T. Austin (using race in admissions) was 4.1 percent African American and 14.5 percent Hispanic. By 2004, race-neutral alternatives produced a class that was 4.5 percent African-American and 16.9 percent Hispanic. (Texas subsequently began using race again, which prompted the Fisher litigation.)

Moreover, class-based programs can be carefully defined in a way that captures the impact of racial discrimination—by considering, for example, whether a student lives in concentrated poverty, a reflection, in some measure, of racial housing discrimination.

2. Affirmative Action Has Majority Support

Ifill dismisses concerns that racial preferences are unpopular, suggesting that this is not the proper measure of such policies, and then goes on to suggest “a recent New York Times poll showed that most Americans support affirmative action.” The poll indeed found that, by 53 percent to 38 percent, Americans favor “affirmative action programs for minorities in hiring, promoting and college admissions.” But the issue at stake in Fisher is not the amorphous concept of affirmative steps—which can include encouraging minority students to apply—but whether race should count in who is admitted. On that question, a recent Washington Post poll found by 76 percent to 22 percent, Americans oppose “allowing universities to consider applicants’ race as a factor in deciding which students to admit.” And a Wall Street Journal/NBC poll found that even in using the vague affirmative action language, support was at an “historic low.”

3. Universities Need Wealthy Students of Color

Ifill also raises the concern that if universities shift the basis of affirmative action preferences from race to class, “We may simply reinforce stereotypes within the student body that will equate minority students with poverty.” This argument was also advanced by the University of Texas: that race-neutral plans produced too many low-income and working-class minority students and that Texas needed to provide a preference to wealthy minority students such as “the African American or Hispanic child of successful professionals in Dallas” who would defy stereotypes.

This line of argument highlights how far the case for race-based affirmative action has drifted from basic concepts of fairness….

4. Race vs. Class Is a False Dichotomy

Ifill’s final, and most theoretically plausible, argument is that pitting race and class poses a “false dichotomy” because universities can provide a leg up to students on both criteria. Indeed, universities purport to do just that, saying they consider both race and class in admissions.

But extensive research from Anthony Carnevale of Georgetown University and William Bowen, the former president of Princeton University, puts the lie to that claim. In fact, most selective universities provide very heavy preferences based on race, and virtually no consideration to economic disadvantage. From a self-interested perspective, that’s understandable. A lack of class diversity is easier to hide than a lack of racial diversity; and addressing socioeconomic diversity is more expensive because low-incomes students need greater financial aid and support on campus….

I have been hearing the argument, “let’s pursue race and class diversity together,” for more than two decades. But somehow, as long as universities can employ robust racial preferences, the vast majority never gets around to addressing class. People tend to cluster in neighborhoods based upon class as much as race. Good teachers tend to gravitate toward neighborhoods where they are paid well and students come from families who mirror their personal backgrounds and values. Good teachers make a difference in a child’s life. One of the difficulties in busing to achieve equity in education is that neighborhoods tend to be segregated by class as well as race. People often make sacrifices to move into neighborhoods they perceive mirror their values. That is why there must be good schools in all segments of the country and there must be good schools in all parts of this society. A good education should not depend upon one’s class or status.

New America Foundation report: Colleges select wealthy students for merit scholarships

Sam Dillion has written an insightful New York Times article, Merger of Memphis and County School Districts Revives Race and Class Challenges:

When thousands of white students abandoned the Memphis schools 38 years ago rather than attend classes with blacks under a desegregation plan fueled by busing, Joseph A. Clayton went with them. He quit his job as a public school principal to head an all-white private school and later won election to the board of the mostly white suburban district next door.

Now, as the overwhelmingly black Memphis school district is being dissolved into the majority-white Shelby County schools, Mr. Clayton is on the new combined 23-member school board overseeing the marriage. And he warns that the pattern of white flight could repeat itself, with the suburban towns trying to secede and start their own districts.

There’s the same element of fear,” said Mr. Clayton, 79. “In the 1970s, it was a physical, personal fear. Today the fear is about the academic decline of the Shelby schools.”

As far as racial trust goes,” Mr. Clayton, who is white, added, “I don’t think we’ve improved much since the 1970s….”

Toughest of all may be bridging the chasms of race and class. People tend to cluster in neighborhoods based upon class as much as race. Good teachers tend to gravitate toward neighborhoods where they are paid well and students come from families who mirror their personal backgrounds and values. Elvina Nawaguna of NBC News reports in the article, Study: Low-income students get less merit aid than wealthier classmates:

Low-income students are increasingly bypassed when colleges offer applicants financial aid, as schools compete for wealthier students who can afford rising tuition and fees, according to a public policy institute’s analysis of U.S. Department of Education data.

The study by The New America Foundation said that colleges, in their quest to advance their U.S. News & World Report rankings, are directing more financial aid to high-achieving applicants in a bid to elevate the profile of their student population.

“A lot of them (colleges) go for the same students from the rich suburban schools,” said Stephen Burd, the foundation’s education policy analyst who studied the data.

The U.S. News rankings of colleges and universities have become a popular gauge of the quality of an undergraduate and graduate institution’s education and the prestige of its degrees.

As part of their strategy to compete for the best students, colleges use merit-based aid, which does not take into account financial need. Under this strategy, institutions may, for instance, give four $5,000 awards to lure four wealthy students rather than award $20,000 to one needy student, the organization said.

While the federal government issues guidelines on distribution of its grants, it doesn’t regulate aid from an institution’s coffers. Colleges have fiercely fought efforts by lawmakers to force greater transparency in financial aid practices.

Colleges, many under tighter budgets as they offer more amenities and hire the best professors, are under pressure to raise revenues and are using tuition prices to do so.

NEW REPORT: Colleges Leaving Low-Income Students Behind

Schools Increasingly Using Financial Aid to Woo Wealthy Students Rather Than Help Low-Income Students Afford Tuition

Washington, DC — In their relentless pursuit of prestige and revenue, American private and public four-year colleges and universities are increasingly using financial aid to attract the best and most affluent students rather than to help low-income and working-class families pay for college, according to a new report released today by the New America Foundation’s Education Policy Program.

The report presents a brand new analysis of little-examined U.S. Department of Education data showing the “net price” the lowest-income students pay after all grant aid has been exhausted. The analysis shows that hundreds of colleges expect the neediest students — those from families making $30,000 or less annually — to pay an amount equal to or even more than their families’ yearly earnings.

The report finds that over the past two decades colleges have made a dramatic switch in how they use the majority of their financial aid. Schools have gone from helping to make college more affordable for those with the greatest financial need to strategically awarding merit aid to students who can increase their standings in rankings like U.S. News & World Report and bring in more revenue. This report identifies colleges that are committed to enrolling low-income students and charging them affordable prices and others that are stingy with their admissions slots, their financial aid dollars, or both.

“Too many four-year colleges, both public and private, are failing to help the government achieve its college access mission,” Stephen Burd, author of the report, writes. “They are, instead, adding hurdles that could hamper the education progress of needy students or leave them with mountains of debt after they graduate.”

The report shows the situation is not as extreme at public universities but getting worse. One of the main ways states have dealt with dwindling state support has been to take a “high tuition, high aid” approach — raising tuition and the amount of financial aid they provide. However, this analysis finds the “high tuition, high aid” approach has been a failure for low-income students: in states such as Pennsylvania, the neediest students are being charged more than double what they are in low-tuition states.

Among the report’s findings:

Nearly two-thirds of private nonprofit institutions charge students from the lowest income families a net price of more than $15,000. Only 11 percent charge them less than $10,000.
• Roughly one-third of public four year colleges charge the lowest-income students a net price over $10,000 and 5 percent require they come up with $15,000 or more.
• One-quarter of the public schools that charge more than $10,000 to lowest income students are in Ohio and Pennsylvania, two states that follow the high-tuition, high-aid model.
• The most expensive private college for low-income students is Santa Clara University (average net price is $46,347) and the most expensive public college for the neediest students is Rowan University in New Jersey (average net price is $20,384).

The report argues for a federal approach that follows a two-part plan laid out here:

Offer Pell bonuses to financially strapped public and private four-year colleges that serve a substantial share of Pell Grant recipients (more than 25 percent) and graduate at least half of their students school-wide.
• Require wealthier colleges that have chosen to divert their aid to try to buy the best students so they can rise up the U.S. News rankings to match at least a share of the Pell dollars they receive.

The lawyers in Brown were told that lawsuits were futile and that the legislatures would address the issue of segregation eventually when the public was ready. Meanwhile, several generations of African Americans waited for people to come around and say the Constitution applied to us as well. Generations of African Americans suffered in inferior schools. This society cannot sacrifice the lives of children by not addressing the issue of equity in school funding in a timely manner.

The next huge case, like Brown, will be about equity in education funding. It may not come this year or the next year. It, like Brown, may come several years after a Plessy. It will come. Equity in education funding is the civil rights issue of this century.

Economic class integration is just as important as racial integration

Jay Mathews reports in the Washington Post article, Discarded integration method sees new life about an American Educator article written by Richard D. Kahlenberg.

As Kahlenberg says in an illuminating new piece in American Educator magazine, research shows that poor kids transferred to schools with middle-class majorities do better academically, on average, than in schools with low-income majorities. Why? Kahlenberg offers three reasons: predominantly middle-class schools have student peers with better study habits and behavior, parents who are more involved in the school and more likely to complain about problems and stronger teachers with higher expectations for their students.

Since this is a mostly middle-class country, why can’t we adjust school boundaries and provide transportation to let all low-income students have these role models and protectors?

People who ask that question get quizzical looks from know-it-alls like me. Don’t you remember the seventies? We tried putting poor black kids into affluent white neighborhood schools and vice versa. It was a well-intentioned, disheartening failure. Voters rebelled against boundary changes and busing. Affluent parents abandoned socioeconomically integrated schools. Politicians local and national, Democratic and Republican, gave up on the idea.

But Kahlenberg hasn’t, and his point of view has made surprising headway.

In his new piece, “From All Walks of Life: New Hope for School Integration,” he describes a small but increasing number of successful experiments in socioeconomic balance. Skeptics like me should at least acknowledge that many affluent American parents want their children to mix with low-income students, so long as everyone is getting a challenging education.

I asked Kahlenberg how Washington area schools might move in this direction. In suburban districts such as Montgomery County, he said, “greater integration could be facilitated by creating whole school (as opposed to within-school) magnet programs to attract more affluent students into schools located in tougher neighborhoods. Likewise, money could be used to provide a financial bonus for wealthier schools to accept low-income student transfers.” School boundary adjustments could help. Local activists, and even D.C. school chancellor Kaya Henderson, have shown interest in such approaches.

With socioeconomic integration still difficult to arrange, conscientious educators have tried instead to bring the habits and expectations of rich schools to poor ones. They hire only principals and teachers with high expectations for inner-city kids. They make the school day and year longer to compensate for the lack of middle-class enrichment at home. They insist on students obeying the same attendance and classroom behavior rules found in affluent schools. They prepare all students for college, as private schools do.

They are, in essence, embracing Kahlenberg’s point, that middle-class values produce better students. So I think Kahlenberg is wrong to suggest such schools weaken support for socioeconomic integration. I also don’t accept his view that the KIPP charter school network, a favorite of mine, looks significantly better than it is because of attrition and better parents. KIPP is not perfect, but many researchers have verified its progress. Kahlenberg’s arguments are weakened by out-of-date data and unexamined assumptions.

Integrating our schools is a goal that many of us share. But some seem to have given up on the idea, as plans to boost racial diversity have come under attack, and as the fixation on test scores has narrowed some people’s concept of a good education. There is, however, new hope: integration by socioeconomic status. It’s a cost-effective, legally sound strategy that can promote racial diversity while narrowing the achievement gap.

Moi, unlike Mathews, agrees with Kahlenberg’s premise.

Caralee Adams writes in the Education Week article, Why High School Students Drop Out and Efforts to Re-Engage:

Parenthood—either being a parent or missing out on parental support—is the leading reason cited by dropouts for leaving school, according to a new survey.

The 2012 High School Dropouts in America survey was released today by Harris/Decima, a division of Harris Interactive, on behalf of Everest College, a part of the for-profit Corinthian College Inc.

The poll was commissioned to help policymakers and educators understand why students drop out of high school and find effective ways to re-engage them in the hope of improving graduation rates.

The survey asked 513 adults, ages 19 to 35: “Which, if any, of the following reasons prevented you from finishing high school?” Here are the responses:

  1. Absence of parental support or encouragement (23 percent)
  2. Becoming a parent (21 percent)
  3. Lacking the credits needed to graduate (17 percent)
  4. Missing too many days of school (17 percent)
  5. Failing classes (15 percent)
  6. Uninteresting classes (15 percent)
  7. Experiencing a mental illness, such as depression (15 percent)
  8. Having to work to support by family (12 percent)
  9. Was bullied and didn’t want to return (12 percent)

In the survey, conducted online in October, 55 percent of the dropouts looked into, but had not started the process of getting their high school equivalency or GED. The likelihood of doing so is higher for those who are married (67 percent). The reasons for not getting a GED: “not having enough time” (34 percent) and “it costs too much” (26 percent).

One-third of high school dropouts say they are employed either full time, part time, or are self‐employed. Another 38 percent of the men and 26 percent of the women were unemployed.

Attracting young adults who have dropped out back for more education is a challenge.

Often students don’t want to return to the same school they left and are looking for flexible options. One approach that is showing promise is the Boston Public Re-Engagement Center. There, students can retake up to two courses they previously failed; try online credit recovery, or attend night school or summer school. Petrilli, who lived in Takoma Park with his wife and two sons, was torn, but he knew more than most people about the choice before him. In the end, Petrilli moved from his Takoma Park neighborhood school — diverse Piney Branch Elementary, which is 33 percent low-income — to Wood Acres Elementary in Bethesda, where 1 percent of the children are low-income, 2 percent are black and 5 percent are Hispanic.

Class identification is very important in education because of class and peer support for education achievement and the value placed on education by social class groups. Moi does not condemn Mr. Petrilli for doing what is best for his family because when the rubber meets the road that is what parents are supposed to do. When his oldest son reached school age, Michael Petrilli faced a dilemma known to many middle-class parents living in cities they helped gentrify: Should the family flee to the homogenous suburbs for excellent schools or stay urban for diverse but often struggling schools?

Petrilli, who lived in Takoma Park with his wife and two sons, was torn, but he knew more than most people about the choice before him. Petrilli is an education expert, a former official in the Education Department under George W. Bush and executive vice president at the Thomas B. Fordham Institute, a right-leaning education think tank.

He set out to learn as much as he could about the risks and benefits of socioeconomically diverse schools, where at least 20 percent of students are eligible for the federal free or reduced-price lunch program. And then he wrote about it.

The result is “The Diverse Schools Dilemma,” which is being published and released next month by the Fordham Institute.

Petrilli said he wanted his son to have friends from all backgrounds because he believes that cultural literacy will prepare him for success in a global society.

But he worried that his son might get lost in a classroom that has a high percentage of poor children, that teachers would be focused on the struggling children and have less time for their more privileged peers.

As Petrilli points out in the book, this dilemma doesn’t exist for most white, middle-class families. The vast majority — 87 percent — of white students attend majority white schools, Petrilli says, even though they make up just about 50 percent of the public school population.

And even in urban areas with significant African American and Latino populations, neighborhood schools still tend to be segregated by class, if not by race. In the Washington region, less than 3 percent of white public school students attend schools where poor children are the majority, according to Petrilli.

In The next great civil rights struggle: Disparity in education funding, moi said:

Plessy v. Ferguson established the principle of “separate but equal” in race issues. Brown v.Board of Education which overturned the principle of “separate but equal.” would not have been necessary, but for Plessy. See also, the history of Brown v. Board of Education

If one believes that all children, regardless of that child’s status have a right to a good basic education and that society must fund and implement policies, which support this principle. Then, one must discuss the issue of equity in education. Because of the segregation, which resulted after Plessy, most folks focus their analysis of Brown almost solely on race. The issue of equity was just as important. The equity issue was explained in terms of unequal resources and unequal access to education.

The future of affirmative action in education—not just for colleges but potentially for K-12 schools as well—may be on the line when the U.S. Supreme Court takes up a race-conscious admissions plan from the University of Texas next month.

That seems apparent to the scores of education groups that have lined up behind the university with friend-of-the-court briefs calling on the justices to uphold the plan and continue to recognize the need for racial diversity in the nation’s schools and classrooms.

Long identified as essential to the missions of many postsecondary institutions and school districts in the United States, diversity has emerged as central to our nation’s overarching goals associated with educational excellence,” says a joint brief by the College Board, the National School Boards Association, and several other K-12 groups and others that deal with college admissions.

In an interview, Francisco M. Negrón Jr., the general counsel of the NSBA and a co-author of the brief, emphasized the stakes in the scope of the issues posed in Fisher v. University of Texas at Austin (Case No. 11-345), which is set for arguments Oct. 10.

This is predominantly a higher ed. case, but our interests in K-12 diversity are not dissimilar to the interests of higher education,” he said.

Student Abigail Fisher challenged the University of Texas at Austin on admissions.

The Fisher case is one of the biggest of the court’s new term, and for now is the only education case on the docket.

It involves Abigail Fisher, a white applicant who was denied admission to the University of Texas at Austin in 2008 under the university’s “holistic review” program. That program may take race into account for the quarter of places in UT-Austin’s entering freshman class not filled by the Texas law that guarantees admission to high school students who finish in the top 10 percent of their graduating classes.

Lawyers for Ms. Fisher say that but for the consideration of race, she would have been admitted. They say that the Texas program should be struck down under the 14th Amendment’s equal-protection clause because it fails the requirement for a narrowly tailored race-conscious program set forth in the Supreme Court’s 2003 decision in Grutter v. Bollinger. That 5-4 decision involved the University of Michigan law school, and the majority opinion by then-Justice Sandra Day O’Connor expressed a desire for all use of affirmative action in education to end within 25 years.

Opponents of race considerations would be happy to speed up that end point.

The mood of the country concerning racial issues has changed over the last 10 years,” said Edward Blum, the founder of a Washington nonprofit group, the Project on Fair Representation, that is behind Ms. Fisher’s case. “To argue today that children of successful minority parents need affirmative action to be admitted to elite colleges and universities just seems to ring hollow.”

Ms. Fisher, who graduated this year from Louisiana State University in Baton Rouge, is not giving interviews.

The theory of “affirmative action” has evolved over time.

According to the Stanford Encyclopedia of Philosophy:

Affirmative action” means positive steps taken to increase the representation of women and minorities in areas of employment, education, and business from which they have been historically excluded. When those steps involve preferential selection—selection on the basis of race, gender, or ethnicity—affirmative action generates intense controversy.

The development, defense, and contestation of preferential affirmative action has proceeded along two paths. One has been legal and administrative as courts, legislatures, and executive departments of government have made and applied rules requiring affirmative action. The other has been the path of public debate, where the practice of preferential treatment has spawned a vast literature, pro and con. Often enough, the two paths have failed to make adequate contact, with the public quarrels not always very securely anchored in any existing legal basis or practice.

The ebb and flow of public controversy over affirmative action can be pictured as two spikes on a line, the first spike representing a period of passionate debate that began around 1972 and tapered off after 1980, and the second indicating a resurgence of debate in the 1990s leading up to the Supreme Court’s decision in the summer of 2003 upholding certain kinds of affirmative action. The first spike encompassed controversy about gender and racial preferences alike. This is because in the beginning affirmative action was as much about the factory, the firehouse, and the corporate suite as about the university campus. The second spike represents a quarrel about race and ethnicity. Many educators have long recognized that the impact of social class affects both education achievement and life chances after completion of education. There are two impacts from diversity, one is to broaden the life experience of the privileged and to raise the expectations of the disadvantaged. Social class matters in not only other societies, but this one as well.

A few years back, the New York Times did a series about social class in America. That series is still relevant. Janny Scott and David Leonhardt’s overview, Shadowy Lines That Still Divide describes the challenges faced by schools trying to overcome the disparity in education. Is there a ‘model minority’ ??

Let’s get this out of the way, moi has always thought the term “minority” as applied to certain ethnic groups or cultures is and has been condescending and demeaning. Edward Schumacher-Matos, the NPR ombudsman writes in On Race: The Relevance of Saying ‘Minority’

As America’s ethnic and racial make-up changes, so, too, does the nation’s language and the consensus over acceptable word usage. One word that slowly is becoming more challenged and is likely to get a big work out over the coming years is “minority.”

NPR guests, hosts and correspondents used the term in nearly 80 stories in the last year, not counting the hourly newscasts. Ken Wibecan, a listener from Schuyler Falls, NY, wrote to us:

“Many people use [minority] when they really mean African American or Latino. That it is not only inaccurate, but it is also offensive…Does NPR really think that the population of America is composed of only two elements — whites and minorities? I don’t think so. And if not, isn’t it time to retire that insulting word and use more specific designations instead?”

Already, just over a third of the country is Latino, black or Asian American, according to the 2010 Census. Non-Hispanic whites have fallen to less than 50 percent of the population in the country’s two most populous states, California and Texas. Demographers cited in a June 27 report on Tell Me More projected that non-whites will become the majority of the U.S. population by roughly 2050. Schumacher-Matos cites Mallary Jean Tenore’s article, Journalists value precise language, except when it comes to describing ‘minorities’:

Poynter’s Roy Peter Clark said the word “minorities” may be going through a “semantic shift” — a change in the associations and meanings of words over time. “Sometimes the changes in a word take centuries,” Clark told me. “Other times it can happen very quickly.”

The word “girl,” for example, used to refer to a young person of either gender. The definition of “colored” has also shifted.

The term ‘colored’ was used for a long time to designate African Americans until it was deemed offensive. And it only really referred to ‘black’ people,” Clark said. “Now we have ‘persons of color,’ which seems to be a synonym for non-white. As the population changes, a term like ‘person of color’ rather than ‘minority’ might be more appropriate.”

Some people, however, argue that “person of color” is as bad as “minorities” or worse. We also may be limited by the AP Stylebook or our newsrooms’ style. When that’s the case, it helps to be open with readers about why we use certain terms.

On its “About” page, the Asian American Journalists Association explains: “AAJA uses the term ‘Asian Americans and Pacific Islanders’ to embrace all Americans — both citizens and residents — who self-identify with one or more of the three dozen nationalities and ethnic groups in East Asia, Southeast Asia, South Asia, the Middle East and the Pacific Islands. We use this term to refer to our communities at large, as well as to our membership, which includes representatives from all these regions.”

Recently, the Los Angeles Times published a memo from Assistant Managing Editor Henry Fuhrmann explaining why the Times uses “Latino” over “Hispanic.” Some readers applauded the Times for its decision, while others suggested the term is misleading and raises more questions than it answers.

That’s the problem with using one word or phrase to describe an entire group of people — it never fully captures the nuances of that group. Just how misleading the term “model minority” is was the subject of an International Examiner article.

In Dispelling the Model Minority Myth: Illiteracy for APIs, Atia Musazay writes:

It’s just another stereotype commonly associated with Asian Americans: They’re naturally smart, attain high degrees with ease and make lots of money. But like most stereotypes, this “model minority myth” only accounts for one or two percent of the population and discounts a large segment of the group, particulary Southeast Asians.

According to statistics by University of Massachusetts, Amherst Sociology Professor C.N. Le, in his 2012 report, Southeast Asians are 5.3 times more likely to be illiterate compared to non-Hispanic whites. They have the highest high school dropout rate in the country. Yet, their needs and struggles are often overlooked.

If you look at the vast group of Asian Americans, from Indians to Chinese to Southeast Asians, there is a wide range of gaps when it comes to socioeconomic status and education attainment, but we clump that entire group as one,” said Ay Saechao, co-chair and co-founder of the Southeast Asian American Access in Education Summit (SEAeD).

In a report prepared by University of Washington professors Shirley Hune and David T. Takeuchi, Southeast Asians are found to have a 14 percent dropout rate in Seattle’s public schools—the highest of any ethnic group.

Nationally, the rate of college degree attainment for Laoations, Cambodians, and Hmong, the three groups Saechao identified as the most struggling, is less than 10 percent. That’s a quarter the rate of the larger Asian American segment, according to Le’s report.

The SEAeD was established in January 2012 and is made up of 35 members, mostly of Southeast Asian descent. It has the mission of building awareness about the needs of SE Asian students and their parents to become successful in the education system. They also hope to provide mentors from within the community.

Policymakers, researchers and educators don’t address this group,” said Saechao. “The community itself also has a lack of awareness when it comes to educational access.”

The lack of conversation is what perpetuates the stereotype, he said.

The group has identified several factors that have contributed to illiteracy in this community.

Cambodians and Laotians who immigrated in the 1980s as war refugees didn’t have an educational background. They worked in the farms and the fields. Their children today are not only first generation high school students, but in some cases, first generation elementary school students, said Saechaeo.

Saechao said that a common way to indicate if a student is going to succeed is by looking at the parent’s education level. For parents who can’t read, write or speak English, it can be difficult to navigate the complex education system with their children. The myth of the “model minority” is useful in some circumstances.

In Testing The “Model Minority Myth,” Miranda Oshige McGowan* & James Lindgren write in the Northwestern School of Law Review:

I. INTRODUCTION

The stereotype of Asian Americans as a “Model Minority” appears frequently in the popular press and in public and scholarly debates about affirmative action, immigration, and education. The model minority stereotype

may be summarized as the belief that “Asian Americans, through their hard work, intelligence, and emphasis on education and achievement, have been successful in American society.”1 As critiqued in the scholarly literature,

however, this positive image of Asian Americans as a model minority conceals a more sinister core of beliefs about Asian Americans and other racial minorities in America: a view of Asian Americans as foreign and

unpatriotic; a belief that there is little racial discrimination in America; a feeling that racial minorities have themselves to blame for persistent poverty and lags in educational and professional attainment; a hostility to foreigners, immigrants, and immigration; and a hostility to government programs to increase opportunities for Asian Americans and other ethnic minorities.2  http://www.law.northwestern.edu/lawreview/v100/n1/331/lr100n1lindgren-mcgowan.pdf

The use of the term  “model minority” evolves over time.

Dr. Terence Fitzgerald writes in the Racism Review article, Divide and Conquer: The New Model Minority:

The fix is in, as they say. The announcement has been made. The ideological royal guard of racial stratification is standing at attention. There is a change of the guard in terms of the covenant title, (insert the sound of trumpets please), “Model Minority.” Previously I was swayed by the weight of a 2008 Journal of African American Studies article, “Race, Gender and Progress: Are Black American Women the New Model Minority?” by Amadu Jacky Kaba. This scholar asserts that Black females, despite the effects of slavery, gender discrimination, and racial oppression were slowly becoming the new model minority. Black females were described as replacing Eastern and Southern Asians upon the white pedestal for other minority groups to be in awe of.

Many do not know the term “model minority” was coined by sociologist William Peterson in a 1966 New York Times magazine essay entitled, “Success Story: Japanese American Style.” The piece made the argument that despite their experiences with historical marginalization, Asian Americans have attained “success” (whatever that means in this country), due to strong families, respect for education, and work ethic. In later years the media provided an array of articles and coverage that exhibited this point. In essence they were all nationally and internationally stressing the strength of the poignant question—“Why can’t Blacks get their act together?” The term by many is viewed as both racist and divisive. It was created by the White elite to serve as a way to downplay the effects of racism on Blacks while publicly blaming Blacks, the victim, for their own political, economic, and social status.

In my research, I have seen the trends of Black female graduation (high school, bachelors, and advanced degrees) increase while Black males have dropped. I have noticed the increase of Black females attaining corporate, medical, and legal jobs. I have also noticed the declining number of Black males entering the educational programs needed to attain these positions. I have seen the young Black male faces entering into a prison system that is plastered wall to wall with their image. The health and suicide rates fare no better. When taking this into account, I was not so sure the predicted change of guard would occur.

This was not until I became aware of the emerging research by Dudley Poston at Texas A&M, that points to China, which replaces Mexico (Mexican immigrants) as the new U.S. source for low wage workers coming to the US. He goes on to assert that the sentiment, legal maneuvers, and overall disdain targeting Mexican workers we have witnessed in the past few years will possibly be refocused on the replacing low-wage Asian worker. Due to this I feel that the outlook on Asians as the supposed “model” will cease to exist. They too will be blamed for the same issues Mexican workers are blamed for today. This will give way to a new champ to be elected in order to continue the divide between people of color, and at the same time sustaining the existing racist oppressive conditions that keep Blacks and Latinos down. http://www.racismreview.com/blog/2011/10/17/divide-and-conquer-the-new-model-minority/

There is no such thing as a “model minority” and getting rid of this myth will allow educators to focus on the needs of the individual student. Calling ethnic groups “minorities” is really a misnomer. According to Frank Bass’ Bloomberg article, Nonwhite U.S. Births Become the Majority for First Time:

Minority babies outnumbered white newborns in 2011 for the first time in U.S. history, the latest milestone in a demographic shift that’s transforming the nation.

If a racial identifier must be used, it is better to describe the cultural group or ethnic group with an appropriate term for that group.

The is no magic bullet or “Holy Grail” in education, there is what works to produce academic achievement in each population of students.

Race, class, and education in America

Many educators have long recognized that the impact of social class affects both education achievement and life chances after completion of education. Sam Dillion has written an insightful New York Times article, Merger of Memphis and County School Districts Revives Race and Class Challenges:

When thousands of white students abandoned the Memphis schools 38 years ago rather than attend classes with blacks under a desegregation plan fueled by busing, Joseph A. Clayton went with them. He quit his job as a public school principal to head an all-white private school and later won election to the board of the mostly white suburban district next door.

Now, as the overwhelmingly black Memphis school district is being dissolved into the majority-white Shelby County schools, Mr. Clayton is on the new combined 23-member school board overseeing the marriage. And he warns that the pattern of white flight could repeat itself, with the suburban towns trying to secede and start their own districts.

“There’s the same element of fear,” said Mr. Clayton, 79. “In the 1970s, it was a physical, personal fear. Today the fear is about the academic decline of the Shelby schools.”

“As far as racial trust goes,” Mr. Clayton, who is white, added, “I don’t think we’ve improved much since the 1970s….”

Toughest of all may be bridging the chasms of race and class. Median family income in Memphis is $32,000 a year, compared with the suburban average of $92,000; 85 percent of students in Memphis are black, compared with 38 percent in Shelby County….

People tend to cluster in neighborhoods based upon class as much as race. Good teachers tend to gravitate toward neighborhoods where they are paid well and students come from families who mirror their personal backgrounds and values. Good teachers make a difference in a child’s life. One of the difficulties in busing to achieve equity in education is that neighborhoods tend to be segregated by class as well as race. People often make sacrifices to move into neighborhoods they perceive mirror their values. That is why there must be good schools in all segments of the country and there must be good schools in all parts of this society. A good education should not depend upon one’s class or status.

The lawyers in Brown were told that lawsuits were futile and that the legislatures would address the issue of segregation eventually when the public was ready. Meanwhile, several generations of African Americans waited for people to come around and say the Constitution applied to us as well. Generations of African Americans suffered in inferior schools. This society cannot sacrifice the lives of children by not addressing the issue of equity in school funding in a timely manner.

The next huge case, like Brown, will be about equity in education funding. It may not come this year or the next year. It, like Brown, may come several years after a Plessy. It will come. Equity in education funding is the civil rights issue of this century.
